Detect before neutralise is more important.

Detection through sensors, scanners in place, dogs on duty , face detection cameras, body language movement etc.

In video he lowers his face every time when a person approaches him from front or a person passes by him.

Once detected, distract man, his finger needs to be on trigger, he shook hands with a cop, where was other hand?

In early days of Islam, state matters were discussed in mosque. Now they are discussed in parliament; prayers are also offered there.

Real mosque of Pakistan is parliament. If you want to restore the sanctity, restore the sanctity of parliament.
