Drones, IR equipped snipers capable of getting these scum from half a KM away, in fact any area denial and fire suppression (cover) technique available.
Take a look at how easy this is to control pests....just use a heavier lethal round in a sniper - but this round could work to injure terrosist as well (maybe not lethally but good enough for the purpose).
