This is the biggest problem. That eventual profiteering from these side property manipulation and other businesses is personal. If it turned out that the PA owned 50 Mc Donalds it would be saddening but if the money trail ended up paying for 400 MRAPs it wouldn’t be that bad.

Like Fauji foundation has a lot of critics including myself but it does provide actual benefit to the country and its employees(in and out of uniform) and adds to the overall exchequer.

On the other hand a head of the military construction arm using his influence to get land for his family’s restaurant business and piling his garage up with no less than 4 Land cruisers(3 gifted for awarding contracts likely to not the best bidder) is haram and frankly treason in my view.

Whether you spent 4 years in Siachen or not that makes no better than the Zardari clan in their dealings as termites to Pakistan.
But then the same is done by judges and bureaucrats too - the entire nation has corruption as its publicly accepted culture.
The part I bolded is indeed the crux of the entire matter. Corruption is so entrenched in our society and roots that everything eventually becomes justified ........... or becomes smaller when compared to activities of 'others'!

He is an Honorable Judge of the highest court in Pakistan, It's not like he has any knowledge of the country and her constitution. You on the other hand failed kindergarten where the only qualifications were to sleep and eat, so it's obvious based on your education you are a qualified person to comment on the subject.
Honorable ? More like a forced “honorable”, I would just declare him a cheap and disgrace to the world of judiciary.

I don't really want to get into any deep argument with people like you, who would advocate license to murder to the Armed forces as long as it suits their own personal agendas.
I wish I also do not indulge in useless arguments with people like you but the answer to your post was compulsory, as you are miserably ignorant of the sacrifices of the armed forces of Pakistan. You used the idiotic term of 'license to murder' for the armed forces; did they kill any of your family members then share the story. If you are referring to Indians, that is Pakistan's armed forces job, they get killed and kill the enemies. They will keep on performing their job without paying attention to the thinking of people like you.

However, I wonder how even people like you fail to see the FACT that the Army eats a MAJOR chunk of our economy and has the largest pool of manpower, most of which does nothing but sit in barracks during peacetime and hence it is only natural to call upon the most budgeted, most loaded, most resourceful and the only organization with hundreds of thousands of available human resources round the clock in emergencies because guess what, that is what they are there for, to assist in emergencies in situations in which the Federal Government calls upon them.
This is not the fact but again the ignorance of mindset of people like you. Pakistan's defense budget is 17.4% and that is justified due to the neighborhood issues since the creation of Pakistan.

Sitting in the barracks? You have absolutely no idea, what you are talking about - seems to be an utterly confused on the matter. If they sit uselessly, Pakistan's enemies will skin the people like you alive. What do you think they are martyred every other day as they are sitting in their barracks? Who are on the borders the people like you? Ever you experienced to spent a night with wide open eyes in the frozen winter of Dec-Jan in an open field with least available resouces.

It is not naturally, they are disciplined, dedicated and able to perform against odds. Which most of the others are not able to perform.

So, basically, even though I am confident that this is beyond your understanding, the Army is doing NOTHING which is NOT already in their mandate and the insinuation or advocation that they go beyond the call of duty is rather short sighted and petty. Because as far as I know, if need arises, many of us would be willing to take and or give life for our country side by side our soldiers.
Most of the answers are given in the upper part and without any training and discipline, you will fight side by side with our soldiers and give your life for the country? Believe me, you will not become an additional resource but a liability for the soldiers. You will only able to be a shellshock person of the battlefield.

P.S. Many of you also need to look what soldiers around the world do when interests of their countries are threatened.......from US to UK to Australia to Europe!
I am well aware of USA/European soldiers' activities. So by comparison you are of the assumption that Pakistan's armed forces are only doing business/raising housing societies/sleeping in the barracks - good thoughts.
Don't malign the men who are guarding the borders and getting training to stand against any odds to save the motherland; they are sons of the soil and feeding their blood to the soil. They are awake, so you could sleep.

Cinemas or other stuff must be stopped in big numbers but as there are military , civilian people , schools and colleges in Cantonments so some stuff must be allowed ( patrol pumpls , wedding hall or few shopping areas even 1 cinema as well as they will go outside cantonment area for this and will cause security issue as well ) ofcourse not DHA's , we live in Peshawar and Peshawar DHA is outside Peshawar cantonment area .
Who will go outside the cantonment area and what will cause security issue ?
But lets not forget the Mehran base incident, terrorist did use marriage hall for entrance...
And the Navy Chief was rolling his big *** in his BMW, arriving 3 hours late...

Depends upon use of the land. If you allow the land to be cultivated or lake/pond to be used as fish farm to offset unit's maintenance expense (located in that land) or to feed the unit then that is better than asking for more share in budget for opex.

The judge should rather focus on why are the courts taking so many vacations rather than dispensing justice to us common folk.

Hey @PanzerKiel IIRC there were some old PA units that held land in UK (from pre partition era). Do they still hold them?

Why do Cantonments (essentially bases) have such significant (or any) civilian presence? How is it like in India? The UK? US?

Chief Justice of Pakistan (CJP) Gulzar Ahmed on Friday grilled the defence secretary over commercial use of military land, asking whether structures like cinemas and wedding halls were built for defence purposes.
A three-judge bench headed by the chief justice and comprising Justice Qazi Mohammad Amin Ahmed and Justice Ijazul Ahsan was hearing the issue of military lands being used for commercial purposes at the Supreme Court's Karachi registry.

The CJP questioned Defence Secretary retired Lt Gen Mian Mohammad Hilal Hussain about the activities being conducted on military lands. "This land was given to you for strategic and defence [purposes and yet] you have started commercial activities on it," he said. "Were wedding halls, cinemas and housing societies built for defence purposes?" CJP Ahmed asked.

He remarked that all Askari housing projects had been built on cantonment lands. "We have decided that this will not happen again," the defence secretary said, adding that the construction of housing societies and commercial use of military land would be checked and stopped. At this, Justice Amin asked Hussain how that would be made possible and where the process would start. The judge asked him to provide a written explanation.

The chief justice commented that colonels and majors were acting like kings. "What the colonels and majors desire, happens," he said. "Go and tell all the chiefs [of the armed forces] that the land meant for defence purposes will not be used for commercial objectives. Go to all the military cantonments and tell them the land will be used only for strategic purposes," CJP Ahmed ordered the defence secretary.

He also said that commercial activities were underway at Masroor Base and Faisal Base and tall buildings had been erected when orders were given to remove signboards. The bench asked Hussain whether he had a written report regarding the matter, at which the secretary requested more time to submit the same. The court adjourned the hearing until November 30, saying it would take place in Islamabad and also ordered that a written report be submitted.

While hearing the case on Wednesday, the chief justice had stated that the conversion of cantonment land into private land seemed to be in direct contravention of the Cantonment Act, 1924, Cantonment Land Rules, 1937, and various constitutional provisions and the issue needed to be heard and decided by the court. The bench had expressed resentment over director cantonment and military land, Karachi region, Adil Rafi Siddiqui, over such activities within the jurisdiction of cantonment boards and also sought a report from him about a wall being built on the premises of a park in Defence Housing Authority Phase-I.

While conducting hearings on other cases, the chief justice asked Karachi Commissioner Muhammad Iqbal Memon till when the demolition of Karachi's Nasla Tower would be completed. Memon replied that no timeframe could be provided and that 200 labourers were working on the project. The CJP told him to double the labour force and ordered the tower to be demolished within a week and a report to be submitted.

Updates were also provided to the bench about progress in the demolition of the Tejori Heights tower, with a legal representative saying that 60 to 65 per cent of the building had been demolished. He also told the court that files had been recovered from the building's offices and work was underway on providing compensation to the affectees.

We like it or not but the Military has become corrupt. just like fat Nawazoo, slimy Zardari and other A-holes. THERE IS NO LAW FOR THEM - THESE PEOPLE ARE ABOVE THE LAW !

last time i went to a cinema linked with an airbase, right after the interval a **** movie started on the big screen. some families were also sitting there and were caught completely off guard.

Usually, armed forces personnel bachelor/families also reside in the cantonments, so limited shopping facilities must be allowed, PAF cinema at Chaklala base (present Nur Khan) is there since the decade of the 50s. Those who do not have knowledge about such amenities in cantonments should refrain from knee-jerk reactions. Armed forces personnel are human beings like civilians in the first place.
In Pakistan, whenever a calamity/major accident/drownings hit, whole Pakistan used to call armed forces, but usually opposes their rights for living in their own colonies. What are Airport Employees Housing Society/Judicial Town/PIA Employees housing society just Google and there are such mushroomed societies everywhere in Pakistan? Seems there is something not well with those who oppose only DHA.
Wedding halls are the latest consideration. Well, armed forces should respect honourable judge's remarks and remove such places, they could use the armed forces messes/halls by paying the subsidised amount for their personal functions, those will be far better places than commercial wedding halls.
Usually cantonments were way out of the cities in Sub-Continent, with little recreational facilities so cinema halls, supermarkets, ballrooms were necessities during colonial era. In Lahore cantonment, there are 12 Askari Housing Complex and 9 Phases of DHA, 6 of them are in cantonment area. Now Lahore Development Authority has fewer area to manage than LCB and WCB.
