ISLAMABAD: A high level delegation led by Planning Commission (PC) Member Lt General Muhammad Zubair concluded a three-day visit to Afghanistan to review progress on reconstruction projects being undertaken in the country by Pakistan.

Pakistan is undertaking several development projects in Afghanistan under bilateral assistance programme. The focus of projects is on the sector of health and education. Pakistan has also allocated 1,000 scholarships for Afghan students in their institutions.

During site visits, the delegation assessed the work progress and examined in detail factors impeding the progress and took decisions on key issues to expedite the work. Zubair also called on Afghan ministers of higher education, health and public works to discuss a coordinated approach for completing the reconstruction projects.

The delegation will pay a separate visit to eastern Afghanistan, later this month, to assess the work on development projects Pakistan is undertaking. Pakistan is also in the process of identifying areas where more development projects could be initiated. The current development and assistance projects undertaken by Pakistan would cost around $500 million.

ISLAMABAD, May 13 (APP): Prime Minister Syed Yusuf Raza Gilani and Afghan President Hamid Karzai on Wednesday expressed the resolve to work collectively for development and prosperity in the region, and provide the future generations an environment of security and stability. Addressing the inaugural session of third Regional Economic Cooperation (REC) conference on Afghanistan, the two sides reiterated their commitment for a collaborative work to realize the vision of regional peace and development.

Prime Minister Gilani in his speech said, "We will transform our region into one, where terrorism and extremism are but a distant memory. And where future generations can enjoy the fruits of freedom, development and prosperity in an environment of security, stability and abundant opportunity."

He said Afghanistan's development has to be accorded priority and it's government, neighbours, regional countries, major powers and international organizations needed to act in concert to advance the shared goals. He said Pakistan was prepared to join in efforts with Afghanistan in promoting regional connectivity, strengthening energy cooperation, expanding opportunities for Afghan citizens and enhancing the capacity of Afghan national institutions. He said Pakistan and Afghanistan share faith, folklore, culture, customs and have common roots.

"Our joys and sorrows, our successes and tragedies, intersect and our people are bound by a distinct sense of shared destiny," adding that together both countries could embark the road to deeper trust, greater understanding and intensified cooperation. Gilani said Pakistan was proud to be an active participant in the reconstruction of Afghanistan and added that it had contributed over $ 300 million for this purpose.

He said currently Pakistan was engaged in constructing the 200-bed Jinnah General Hospital and Thalacemia Centre in Kabul, another hospital in Logar and a Kidney Centre in Jalalabad. The Prime Minister also announced to build a hostel for over 1,000 students in Kabul and undertake expansion of the universities of Kabul, Nangarhar and Balkh.

About Pakistan's efforts for the development of Afghanistan, Prime Minister Gilani mentioned the already completed Torkham-Jalalabad highway and said at present, it was engaged in building a parallel carriageway. He said Pakistan had supplied 200 trucks, 100 buses and over 50 ambulances and mobile medical units to Afghanistan and printed 10 million textbooks for Afghan school children, besides supplying school kits, computers, tents, food aid and other essential items.

The Prime Minister announced allocation of 1,000 scholarships for Afghan students. He also proposed setting up model villages for Afghan returnees and plans for promoting skills development through vocational training centres. The Prime Minister said Pakistan would set up a regional Customs Academy in Kabul, extend the railroads up to Afghanistan, and accelerate the projects on infrastructure and energy connectivity.

"These projects are the first incremental steps towards the realization of a futuristic vision for the region," he said. The Prime Minister said, "We have no doubt that this vision is within reach. Through concerted efforts, we will establish integrated and interconnected corridors of trade and transport."

He said Pakistan had also been engaged in capacity building of Afghanistan's state institutions in the fields of diplomacy, law enforcement, judiciary, agriculture, counter narcotics, customs and medical and paramedical services. He said among regional frameworks, Pakistan is a leading participant in ECO's endeavors for the reconstruction of Afghanistan.


Gilani referred to his meeting with President Karzai in August last in Colombo, where the two democratic governments agreed to jointly brought about a fundamental transformation in bilateral relationship. He mentioned that jirga process had been revived in line with the aspirations of the people of the two countries. The Prime Minister hoped that Afghan refugees would return home with dignity and honour and be rehabilitated at their own motherland safely. He said the struggle against terrorism was a struggle for a profound vision for a better tomorrow.

"It is a struggle for hearts and minds, one in which dialogue and development must be the most potent tools," he said. PM Gilani said after long years of conflict and suffering, people of Afghanistan and the region deserve security and stability. "They deserve stronger institutions, effective governance, respite from narco trade, meaningful reconstruction and sustainable economic development and they deserve a healing process, he added. Gilani said the regional dimension of Afghanistan's development strategy warrants closer attention.

The Prime Minister said as EU and ASEAN enjoy intra-regional trade levels of 67 and 23 percent respectively, ECO and SAARC regions register levels barely above five percent, and stressed the need to change this situation significantly. "We need to expand intra-regional trade substantially by, among other means, expeditious implementation of the Economic Coordination Organization Trade Agreement and other regional trade arrangements," he said. Gilani said there was a need to re-negotiate Transit Trade Agreements and strengthen the Trans-Afghan road and rail links.

He said there was a need to put in place region-wide frameworks on energy and food security, adding that border areas had to be developed through creation of trans-border economic zones. These plans should be implemented through project based cooperation, grounded in public-private partnerships with the full engagement of our corporate sectors, he added. Gilani said Pakistan welcomed renewed focus on trans-regional development. He said the RECCA process, by bringing together various stakeholders on a single forum was an important plank to advance the regional development agenda.

Indian investment is not an issue from my perspective, or that of many other Pakistanis I speak with.

The issue is the Indian role in supporting terrorists in Pakistan and the use of the consulates for espionage and other activities.

Indian reconstruction is not so expansive, and travel between the two nations so great, that it requires half a dozen or more consulates.

Why India will support muslim talibanis. India has been hard hit by Terrorism from Pakistan. And you also accept that "We send terrorist in J & K", now what happen they come to Mumbai too. You have gone beyong your doctrine. You are not for J&K Independence but are for destructing India. India doesn't have interest in Balochistan because It cannot be India's part and why India would like to be part of this. Don't you know how good is becoming partner of terror. Eg. Taliban and Pakistan, India and LTTE. Both have got lessons.

I don't want to turn this into another thread with arguments on the 'Indian support for terrorism in Pakistan' issue - I merely pointed out to you that Pakistani concerns over India's presence in Afghanistan stem from a belief that India is supporting terrorism in Pakistan and conducting espionage from its various consulates in Afghanistan, and not from the 'investment in reconstruction'.

Then how roads are made. Atleast money is going there which can be seen. It is not like that India announce and gave money. It is constructing itself.

General (R) Muhammad Zubair just concluded a three day visit to Afghanistan to review progress on reconstruction projects worth $500 million being undertaken in Afghanistan by Pakistan. A press release issued here on Tuesday revealed that Pakistan had undertaken several development projects in Afghanistan under bilateral assistance programme. The focus of Pakistan sponsored projects is in health and education sectors. Pakistan has also allocated 1000 scholarships for Afghan students in its institutions. Around 200 students were beginning their academic courses in Pakistani institutions this year under this scheme. Some six thousand Afghan students were already studying in Pakistani universities and colleges.

The delegation visited under-construction Liaquat Ali Khan Engineering Faculty in Balkh University, Mazar-e-Sharif; Allama Iqbal Faculty of Literature and Fine Arts in Kabul University; Rehman Baba School and Hostel Kabul; Jinnah Hospital in Dasht-e-Barchi district of Kabul; and Naeb Aminullah Khan Hospital in Logar province. During the site visits, the delegation assessed progress of the work, examined in detail the factors impending the progress and took decision on key issues to expedite the work. The leader of the delegation instructed the project directors for mobilization of all available resources and efforts to ensure early completion of these projects. Pakistan was also in the process of identifying areas where more development projects could be initiated. The current development and assistance projects undertaken by Pakistan would cost about $500 million on completion.

It's important to highlight this since it appears that the impression, especially in the West, and not helped by the corrupt Afghan government, security and intelligence officials (who constantly seek to divert attention from their failures and corruption by shifting blame onto Pakistan) is that Pakistan is doing nothing to help Afghanistan.

This clearly shows that despite suffering from a crippling economic crises and being a developing nation herself, Pakistan has contributed a tremendous amount to Afghan reconstruction given her economic size.

and the Primeminister of Pak says this - Gilani said Pakistan was proud to be an active participant in the reconstruction of Afghanistan and added that it had contributed over $ 300 million for this purpose

Learn to read the whole article, $300 invested in reconstruction only, but over all $500.

Firstly calling names is indecent and shows ur frame of mind & I wont get into it.

Secondly What's $300 Million for reconstruction and $500 Million overall. Where has the $200 Million gone and into what acitivities.

I think you have no Idea about the whole, you just had to counter something written by an Indian.
 
Mr Shiv add unofficial aid and foods cost and all other such supplies going on to Afghanistan from Pakistan.

I think you have no Idea about the whole, you just had to counter something written by an Indian.

There are two articles quoted in the thread. The more detailed one pointing out the $300 million in aid is over a year old I believe, whereas the $500 million figure is newer.

There is no discrepancy - the additional $200 million likely went into similar projects such as the initial $300 million.
