WASHINGTON (AFP) – A small contingent of US military instructors have begun a training program scheme aimed at turning Pakistan's Frontier Corps into an effective counter-insurgency force, a US military official said Thursday.

About 25 US military personnel last week began training Pakistani counterparts at a location in Pakistan outside the troubled tribal areas where the Frontier Corps operates, the official said, speaking on condition of anonymity.

"It has started. It is a train-the-trainer mission," the official said, emphasizing that the Americans would not directly train the Frontier Corps, but only their Pakistani army instructors.

Recruited from the tribal areas and led by Pakistani army officers, the 80,000-member Frontier Corps historically has been poorly armed and trained.

The aim is "basically to train the Frontier Corps in counter-insurgency warfare to make them more effective in the tribal areas," the official said.

The politically sensitive program had been stalled for months by negotiations between the US and Pakistani military. The official attributed the delay to difficulties in getting the facilities needed to conduct the training.

"What is important here is that the Pakistani government recognizes they have a challenge with extremists inside their own country," said Pentagon spokesman Bryan Whitman. "Clearly they are looking for a variety of means to address it."

The Washington Post, meanwhile, reported Thursday that Pakistan plans to supply Chinese-made AK-47 assault rifles and other small arms to tens of thousands of anti-Taliban fighters in tribal militias called "lashkars."

Pakistani officials told the newspaper that the plan to arm the militias was their idea and they were paying for it.

It is reminiscent, however, of the successful US effort in Iraq to turn Sunni militias against Al-Qaeda in western Iraq, at the time an insurgent stronghold.

The US military, as well as the White House and State Department, has been conducting a major strategy review that for the first time encompasses both Afghanistan and Pakistan.

The review was prompted by two years of rising insurgent violence in Afghanistan that now is seen as a threat to a seven-year-old US- and NATO-led effort to establish a democratic, centrally governed state.

US military commanders have warned that the insurgency in Afghanistan cannot be quelled without a strategy that effectively shuts down the insurgent sanctuaries in the tribal belt.

Although not publicly acknowledged by the United States, one response has been a surge of air strikes by US unmanned aircraft on suspected insurgent houses and compounds in the tribal areas.

The attacks have inflamed public opinion in Pakistan, but Pentagon officials insist that the Pakistani military and government recognize the threat posed by the insurgents.

The Pakistani military has mounted major operations in recent weeks against Taliban militants in the Bajaur district, which borders Afghanistan's Kunar province.

WASHINGTON, Oct 24: US military experts are teaching counter-insurgency techniques to Pakistani trainers and are not directly training the Frontier Corps, the Pentagon said.

“There has been a very, very small ‘train the trainer’ operation going on in Pakistan for some time,” said Pentagon spokesman Geoff Morrell.

“The hope is that the more trainers we train, the more effective they will be in training their forces and the more capable forces will then be able to take the fight to the militants in the tribal areas where they operate.”

Last week, about 25 US experts began training Pakistani trainers outside tribal areas where the FC operates.

Looking at the recent success rate, do we really need this. I mean its just a waste of time and in the end they will charge you for not doing enough.

* Defence minister says officers being trained in Warsak, not Tarbela area

ISLAMABAD: US special forces have begun teaching a Pakistani paramilitary unit how to fight the Taliban and Al Qaeda, hoping to strengthen a key front-line force as violence surges on both sides of the Pak-Afghan border.

The start of the programme has not been officially announced, but Pakistan Army officers confirmed on Saturday that 32 Americans were training 116 senior personnel of the Frontier Corps in the restive region. The officials said the course included classroom and field sessions, and the mission would last for around six months. “We need this training to use modern equipment and weapons,” said Frontier Corps Commander Major General Tariq Khan.

The US training programme is reportedly smaller than originally proposed, and was delayed, apparently reflecting misgivings in Pakistan over allowing US troops on its territory.

A US defence official said the trainers were US special operations forces who arrived in Pakistan last week.

FC is a relic of British rule that was long a poorly armed, untrained police force, which the government now hopes can be remade into a potent unit capable of confronting the Taliban. American officials have said they are also supplying equipment such as helmets, flak vests and night-vision goggles.

Officers being trained in Warsak: Meanwhile, the electronic media quoted Defence Minister Ahmad Mukhtar that the Pakistani officers were being trained in Warsak, contrary to reports pointing to the Tarbela area. He said the government had opted for the programme because Pakistani troops are not trained in guerrilla warfare. ap/daily times monitor

i think its a good start, and lets wait for the outcome before we make any conclusions. this is part of the US750mill FATA package out of which 115m have been approved by the current US admn/congress.

Ice,

Like any knowledge, its never all bad. I think the Americans do bring to the table very recent experience from Iraq and Afghanistan. While not all has been a success for them, however even their failures can be great lessons for the Pakistani officers. The practical value of such training is that Pakistani forces can use these same methodologies and tactics in other areas such as Balochistan aside from FATA. So as long as its controlled (it is and along the same pattern as our past relationship with them), its a good thing.

train the trainer, hum its oky, we need advanced, training 100%.

Waste of time. Without decent attack choppers there is no war to win and we should not waste our precious forces to fight other peoples wars.

Dear Munir;sir
logicly, you are right sir, but surly PA, and other forces like FC, realy need fresh & modern type of warfare training, what happened in the early days of the fata conflict! could be taken as a reminder of the uneffectivness of our forces, who were trained on the pattren of world war 11?:agree:

With all due respect Munir, the militants bombing the Marriott and blowing up schools left and right are not carrying out these acts in Disney Land.

While US cooperation and demands may not always be productive or in Pakistan's interests, fighting this war and establishing the writ of the government in FATA and Swat is very much 'Pakistan's war'.

Marriott could be a fake attack... I think the last minute change of Zardari was a lot of unclear luck and it became handy to start attacking certain groups. And it looked terrible amaturistic. You did see the entire movie? Did you notice how long it took? I have seen a lot but this one was not that good.

Well the iraci war was for Iraci people yet somehow they are not realy making any profit out of it. Same goes for Afghanistan and Pakistan. C'mon. I agree one should not line with Al Qaida but telling that it is our war seems to a bit unrealistic. We never invaded nations cause it was their war.

Your government, for the first time, is trying to control its own territory, and bring it under the central administration, and the militants are trying to resist and thwart your government and administration. It has got nothing to do with the US.That Sir, makes it very much Pakistan's war.

isnt that US coutry has never won a war in vietnam,Iraq and Afganistan how are you going to train our soliders when we have kill more insugents than US haha we need to give train them lol
