THIRUVANANTHAPURAM: S. Nambi Narayanan, a former scientist of India's space agency ISRO, who was arrested on espionage charges in 1994, on Thursday said he wants punishment for the Intelligence Bureau official who fabricated the case against him.

Narayanan was arrested along with another top official of the Indian Space Research Organisation (ISRO), two Maldivian women and a businessman.

The case which surfaced in 1994 hit the headlines when Bharatiya Janata Party(BJP) national spokesperson Meenakshi Lekhi alleged at a press conference in Delhi that former Gujarat director general of police (DGP) R.B. Srikumar was the mastermindbehind the conspiracy branding Narayanan as a traitor.

Narayanan said he was discharged first by the Central Bureau of Investigation ( CBI) and then by the Supreme Court in 1998.

India could have developed a cryogenic engine by the year 2000 if “indiscriminate” arrests had not been made in the ISRO espionage case by those who investigated it initially, former space scientist Nambi Narayanan told the Kerala High Court.

Narayanan, who was arrested and later released in the espionage case, informed the court yesterday that the special Police team led by former ADGP Sibi Mathews, which had initially probed the case, had planned to arrest all those working for the development of cryogenic engine to ’demoralise’ them and stall development in the specialised area.

Narayanan, who had approached the court seeking action against Mathews, presently Chief Information Commissioner, and two other officers, was responding to the reply affidavit of the former Police officer.

While admitting that India has not been able to successfully launch a cryogenic engine till date, he said recently ISRO had attempted it but had to postpone it just an hour and 48 minutes before its official launch.

Narayanan’s counsel submitted that all those working in the line of cryogenic development in ISRO and Russian scientists, who supported India and the Russian Private Airline (Ural Aviation), were made the accused. The Ural Aviation was the airline which brought Russian Cryogenic engines and other relevant materials for ISRO, it was stated.

Pointing that Mathews had a ‘definite plan’, Narayanan claimed he was arrested in November 1994 without conducting any search at his office or home and no incriminating documentary evidence was seized from him.

He also stated that he had not raised the allegation that his arrest was part of a US agenda accomplished by CIA as he realised the agenda only later.
Sibi Mathews, in his affidavit, had earlier stated that Narayanan’s plea seeking action against the three Police officers, including him, was only to tarnish his image.

Former ISRO scientist Nambi Narayanan submitted before the Kerala High Court that the police officials, who had initially probed the espionage case had planned the arrest of all persons working for the development of Cryogenic engine technology to demoralise the agency and to stall its developmental activities in the specialised area.

Nambi submitted that a cryogenic engine could have been developed in the year 2000, if indiscriminate arrests had not been made made by Siby Mathew, former ADGP. “It is a true fact that India could not successfully launch Cryogenic engine till today, though recently ISRO attempted the same and postponed it just 1 hour 48 minutes prior to its official launch. It could be seen from the case diary of the Kerala Police, as explained by the CBI in its refer report, that all those persons who were working in the line of cryogenic development in ISRO and Russian Scientists, who supported India and the Russian Private Airline (Ural Aviation) were made the accused. The Ural Aviation was the airline which brought Russian Cryogenic engines and other relevant items to India for the ISRO,” C Unnikrishnan, Counsel for Nambi submitted.

In a reply statement, filed in response to an affidavit by Siby Mathew, Narayanan stated that he was arrested on November 30, 1994, without any search and seizure of any incriminating evidence. The arrest, according to him was made after Siby Mathew had sent a report to the government, recommending the handing over of the investigation to the CBI.


He pointed out that he did not earlier raise the allegation that his arrest was a part of an US agenda accomplished by the CIA, in connivance with the officials of the IB, Siby Mathew and others, because he realised the agenda only later, when he himself investigated the entire episode. Then he realised the fact that Rattan Sehgal, the then Counter Intelligence Chief of IB, who was also associated with the ISRO case, was caught red-handed by the then IB Chief Arun Bhagath. Rattan was accused of having worked for the CIA and this finally led to his unceremonious exit from the IB in November 1996.

The ISRO espionage case was investigated by a consortium of seven senior IPS officers of CBI and they individually and collectively conducted investigation/interrogation. They also contributed the final report of the CBI including the Ext.P1 report against respondents 4 to 6 and also against IB officers who investigated the case. Siby contended that the attempt of the petitioner was to tarnish his image and claimed that he is an upright and highly placed officer. As a matter of fact his image was already tarnished by the findings of the CBI, Judgment of the Supreme Court and proceedings of the NHRC .

Let me tell u people who Nambi Narayanan.

S. Nambi Narayanan is an Indian scientist. As a senior official at the Indian Space Research Organisation (ISRO), he was in-charge of the cryogenics division.
Narayanan introduced the liquid fuel rocket technology in India in the early 1970s, when A. P. J. Abdul Kalam’s team was working on solid motors. He foresaw the need for liquid fuelled engines for ISRO’s future civilian space programmes. He was encouraged by the then ISRO chairman Satish Dhawan, and his successor U.R. Rao. Narayanan developed liquid propellant motors, first building the successful 600-kg thrust engine in the mid-1970s and thereafter moving on to bigger engines.

His team developed the Vikas engine used by several ISRO rockets including the Polar Satellite Launch Vehicle(PSLV) that took Chandrayaan-1 to the moon in 2008. The Vikas engine is used in the second stage of PSLV and as the second and the four strap-on stages of Geo-Synchronous Satellite Launch Vehicle (GSLV).

Espionage charges

In 1994, Narayanan was falsely charged with leaking vital defense secrets to two alleged Maldivian intelligence officers, Mariam Rasheeda and Fauzia Hassan. Defense officials said the secrets pertained to highly confidential "flight test data" from experiments with rocket and satellite launches. Nambi Narayanan, was among two scientists (the other being D Sasikumaran) that were accused of selling ISRO secrets for millions. However, his house seemed nothing out of the ordinary and did not show signs of the corrupt gains he was accused of.[4]

Narayanan was arrested and spent 50 days in jail. He says that the Intelligence Bureau (IB) officials who interrogated him wanted him to make false accusations against the top brass of ISRO. He alleges that two IB officials had asked him to implicate A E Muthunayakom, his boss and then Director of the Liquid Propulsion System Centre (LPSC). When he refused to comply, he was tortured until he collapsed and was hospitalised.[5] He says his main complaint against ISRO is that it did not support him. Krishnaswamy Kasturirangan, who was ISRO chairman at the time stated that ISRO could not interfere in a legal matter..

In May 1996, the charges were dismissed as phony by the Central Bureau of Investigation. They were also dismissed by the Supreme Court of India in April 1998. In September 1999, the National Human Rights Commission (NHRC) passed strictures against the government of Kerala for having damaged Narayanan’s distinguished career in space research along with the physical and mental torture to which he and his family were subjected. After the dismissal of charges against them, the two scientists, Sasikumar and Narayanan were transferred out of Thiruvananthapuram and were given desk jobs.[6]

In 2001, the National Human Rights Commission (NHRC) ordered the Kerala State Government to pay him a compensation of

1 crore (10 million).[7] He retired in 2001. The Kerala High Court ordered a compensation amount of Rs 10 lakhs to be paid to Nambi Narayanan based on a appeal from NHRC India in September 2012.

On October 3, 2012, The Hindu Reported that Kerala Government has dropped charges against police officials who were alleged to have falsely implicated Nambi Narayanan in the espionage case on the grounds that over 15 years had passed since the case was initiated. The top officer involved in the case, Siby Mathews is currently the Chief Information Commissioner in Kerala.[8]

On November 8, 2012 it is reported that Kerala Government still not complied Kerala High Court order to pay compensation Rs 10 lakhs.
 
Very true.

These bastards must be punished. They are Congi CIA agents. Nambi was a leading Scientist in cryogenic technology. In a Similar Plot Raj Mahendra was removed from Tejas Program Just because his wife was a foreigner. Rajiv can become PM of India with foreign wife but Mahendra can not head Tejas program. This pushed tejas program back by at least 5 years.

I don't understand the intricacy of politics and international relationship. Please tell me is this similar to the 1940's of kidnapping of the German rocket scientists to the US.

India will not hamper or harm its own scientific progress, nor any ruling party leader at the center. Generally high priority projects are under tight Govt. control and no need to believe these theories which are being surfaced as election stunts.
There are strong mechanisms at the center and there are people who are willing give their lives for this country.
All these election stunts will only create confusion in the minds of people there by leading to more chaos, we are good at space field and we are progressing rapidly.
Too many things out on public branded as "secrets uncovered" will only lead to anger among public, these are of no use. Better read and ignore.

This is not an election stunt.... IB officials falsely implicated that poor scientist ,he lost his job , his courier ...after doing so much for the country . Only to be found innocent and it took them 11 years for them to give him "immediate relief"..

As for their safety is concerned , One by one many defense scientists have been killed ..

In the past 3 years, two major nuclear institutions; Bhabha Atomic Research Centre (BARC) and Kaiga Nuclear Facility, have reported at least 9 unnatural deaths of nuclear scientists and engineers who had been working with them.

The latest casualty was discovered on 7th October, 2013, in the state of Andhra Pradesh, Vishakapatnam; two engineers – K.K Josh and Abhish Shivam (chief engineers connected with the building of India’s indigenous nuclear-powered submarine, Arihant.) were found dead in a very strange condition.

They were poisoned first and then left on railway tracks to make it look like an accident. The story of other scientists is strikingly similar. One thing in common : all deaths were in mysterious circumstances. There is obviously a well planned conspiracy behind this and our nation is under attack.

Not really....its more related to CIA trying to use their influence in the IB to destroy and demoralize ISRO and its Cryogenic Engine program ... in the process an innocent scientist was then ALLEGDLY found guilty of selling the tech to Pakistan , later on it was found that the whole case against the scientist was completely Fabricated and the IB officials responsible for this false implication , the charges which was placed against them were dropped by current govt. and now they are being used to score political brawny points against their political Rivals....

Because if India got the Cryogenic engine technology 20 years back we would have gotten access to the 300billion $ commercial space market and would have been equal in technology with both NASA and the Russian space agency ...
