Not technically. Rangers are subservient to the interior ministry IIRC. Only the officers of the Rangers are seconded from the Pakistan Army, however all of their manpower is recruited from outside of the Army.

Some ill-informed person has shown the Pakistan Rangers as being under Pakistan Army at Wikipedia (most of the information on Wikipedia is trashed and crap).
