At 30' 50" Bruno Revellin Falcoz (who is presented before in the Video and who I know personally because he was technical head of Dassault during the time I was head of the ATL2 weapon system) say:

Of course we are in areas somewhat confidential, but we can say that the front view signature of a Rafale is the signature of a sparrow.

Initially the Rafale is LO and the F-22 is VLO. So the question is how is it that the difference is small on arrival. And the answer is: using the active cancellation of SPECTRA.

Currently the RCS of Rafale is 0.06 m^2 with a first level of active cancellation (Dassault said 1/10 to 1/20 of a Mirage 2000 (0.8m^2)). The PEA DEDIRA will improve it to the level claimed by Revellin-Falcoz it will be inducted with F3R.
DEDIRA is already working on the B301 Rafale.

A lot of reasons: but consider this two:
  • we wanted an aircraft for our carrier
  • We wanted a lighter aircraft using the M-88
The M-88 was able to be used from 7.5 t to 11 t which was not the case for the EJ200. And to land on the Charle de Gaulle Carrier we needed a relatively small aircraft so a small engine.

The improved system has been equipped with upgraded infrared cameras and a chargecoupled device colour camera to help identify targets on the ground, particularly dense areas, Rafael says. The company adds that the new version doubles up as a surveillance and reconnaissance system in addition to being a targeting pod. In February it was announced that the planned Litening acquisition would fall under a larger $500 million deal between India and Israel, which would also see the Rafael Spice 250 precisionguided bomb provided to New Delhi

This is the Israeli firm Rafael. not to be confused with the French aircraft Rafale.
 
We argued with him and corrected his misconceptions about Spectra. He believes Spectra is a simple EW system when it is not.

And what were his mistakes in that analysis? I read his view on SPECTRA and was quite surprised, because the makers wont be fool to make leave gaps in it's capabilities.

He assumes that Spectra has to wait until it finishes processing an entire pulse train, which can have millions, maybe billions, of pulses. He says that the system studies the first 'significant part' of the waveform, compares that to data in the library, and then generates a response. So this delay in generating a response makes it a regular EW system.

However I pointed out that Spectra generates a response on the first pulse itself. All Spectra has to know is the target is valid, which is actually not difficult because of Spectra's extraordinary localization capabilities, yet unmatched.

Also, he is not aware that the Spectra is capable of real time automated processing of waveforms, this technology the US doesn't have yet, as admitted by DARPA's director. They are only now beginning to work on this technology, something the French have had operational for more than a decade.

Inner features of Spectra, that bit is classified, but Picdel has mentioned some stuff about it using alternate technologies. Basically, Spectra uses a superheterodyne receiver like a regular system, and lots and lots of correlators, similar to GPS. A Kalman filter is used for prediction, so it keeps the system within a particular bandwidth in relation to the signal that is being canceled. What really makes the difference is software, because the hardware itself isn't particularly revolutionary now.

That whole process of sensing, learning and adapting is going on continually.”

So this is what Spectra is basically doing.

The Russians have also deployed a similar system on the Richag-AV. But it does area jamming, meaning it jams the entire spectrum, anything that it doesn't recognize as what the Russian military uses, and it's all real time. This is also a digital GaN based system, similar to the upcoming Spectra upgrade.
