GEo also explained thaT Drones, Spy planes , fighter aircraft will also be deployed for the protection of CPEC.

Aiming to ensure security of Gwadar Port and CPEC in maritime domain, Pakistan Navy raises the Task Force-88 at Gwadar, today. The Chairman Joint Chief of Staff Committee, Gen Zubair Mahmood Hayat was the Chief Guest of the Ceremony. Chief of the Naval Staff, Admiral Muhammad Zakaullah received the Chief Guest on his arrival.

While addressing the ceremony, the Joint Chief lauded the initiative taken by Pakistan Navy in raising a dedicated Task Force for maritime security of CPEC. He said that the initiative by Pakistan Navy would contribute significantly towards the success of CPEC. The Chairman also acknowledged the role being played by Pakistan Navy in ensuring safe and secure maritime environment which is an essential pre-requisite for maritime economy to flourish. ‘The role of Pakistan Navy is deeply embedded in the maritime operationalization of CPEC as it will be required to shoulder greater responsibilities to ensure protection of growing maritime trade and to provide security to our sea lanes’, He underlined.

Earlier in his address, Vice Admiral Zafar Mahmood Abbassi, Deputy Chief of Naval Staff Operations, said that viability and assured dividends of CPEC related projects are intrinsically linked with the security of maritime domain. Therefore, providing security to CPEC on land as well as making its maritime prong safe is vital for the projects’ success. In this regard, ensuring maritime security remains an important responsibility of Pakistan Navy which is set to grow in the coming years. Accordingly, Pakistan Navy is gearing up to meet this challenge.

Earlier, during his welcome address, Chairman GPA thanked Pakistan Navy for ensuring security of Gwadar Port and highlighted the importance of Gwadar Port for the prosperity of Pakistan.

The Chairman also handed over the traditional Command Telescope to the first Commander of Task Force-88, Commodore Muhammad Waris, on the occasion.

The Ceremony was attended by Federal Ministers, Chief of Army Staff, Chief of Air Staff, Chinese Ambassador to Pakistan and other Civil, Military and Foreign Dignitaries.

PN has now officially two wings. 88 will be agile and reactionary .

88 would serve as a littoral defense and enforcement group (much like any Coast Guards). The remainder of the Navy would be responsible for defending the entire Coastline of Pakistan. But I do think that the PN should use this opportunity and excuse of the CPEC and create a serious Coast Guard force and let it have 4-6 Fast Attack crafts and a couple of bigger Frigates and Destroyers (a small Naval group). This unit's entire focus would be access denial within 100 mile of this port. I think the de-centralizing would be much needed due to separate responsibilities and it works well that way.
 
Special Forces on Guard duty ?
Ya its a bit weird, special forces are allocated for guard duty. It not like Pakistan is Somalia or something. Looks like Chinese wants full protection to their investments
Not "Special Forces" but a dedicated unit.

So far Pakistan has raised following special forces to protect CPEC:
  • Special Security Division (Army)
  • Coastal Security & Harbour Defence Force (Coast Guards) & Force Protection Battalion (Marines)
and Now Task Force-88. My bet is that this force lead by PN is going to see PLAN involvement. PLAN is going to deploy two ships Type-952 Submarine Support Ship Changxingdao & Type-054A Frigate Handan, in first phase at Gawadar or at Karachi.
Task force is meant to counter terrorist infiltration from waters also saboteurs or spies, we dont nèed frigates or subs for that, any direct threat to gawadar from IN will result in all out war btween pak n india...

It is the stated policy, and you are right. BUT Chinese need a cover to increase their presence in Indian Ocean, and THIS Task Force which is meant to deal with Seaward Terrorism, will provide that very cover to Chinese Navy (PLAN).
 
Coast Guards

The Coast Guards consisted the active-duty members of Pakistan Army and commanded by one-star rank Brigadier who is headquartered in Karachi, Sindh Province of Pakistan. The Coast Guard are charged and mandated with protecting the coastal areas of Balochistan and Sindh Province while it conducts military exercises and operations relating to riverine warfare.

The Coast Guards were first established as the Maritime Security Agency in 1971 and constituted operationally in 1972 through a Presidential Ordinance. The Parliament restored the constitutional status of the Branch after passing and promulgating the "Coast Guards Act" in 1973 and recognized as one of the six uniformed services of Paramilitary Command. Since then, it has upgraded its facilities and fleet to bolster its capabilities of littoral patrolling of the coast line. In addition to land based troops, the Coast Guards also maintains a small fleet of patrol boats to perform its sea-borne duties, although the operations in deep water and dangerous undertaking are conducted by its counterpart Maritime Security Agency (MSA) of Pakistan Navy. The Pakistan Coast Guards works under administrative control of Ministry of Interior in peacetime whereas it will come under operational control of Pakistan Army in wartime situations.

The Pakistan Maritime Security Agency (PMSA) was formally inaugurated on 1 January 1987 and gained its constitutional status in 1997 after ratification of the UNCLOS.

Pakistan Maritime Security Agency has roles in
  1. Maritime homeland security,
  2. National and international maritime law enforcement (MLE),
  3. Search and rescue (SAR),
  4. Marine environmental protection (MEP), and the
  5. Maintenance of intracoastal and offshore aids to navigation (ATON).
  6. The agency is mandate to protect the fishing vessels and crew against any threat within the Maritime Zones (MZ).
The Pakistan Maritime Security Agency (PMSA) is a paramilitary branch of the Pakistan Navy, not a separate branch. The officers, other ranks and equipment, are mostly derived from the Navy. The agency consists of a Director-General and it is commanded by a 2-star rank, a Rear-Admiral seconded from Pakistan Navy.

The agency performs military operations authorized by the Ministry of Defence to protect the economic and maritime interests of Pakistan.The agency also provides security and assists governmental agencies, international organizations and the Pakistan Navy in petroleum and other mineral exploration in Pakistan's naval zones. The agency coordinates the oceanographic research and other scientific activities of the Navy Hydrographic Department.
Coast Guard and PMSA should be under unified command to better coordinate their ops and increase operational efficiency by polling together their resources and to avoid redundancies.
