SHAHEEN 3 is SLV or missile?

The question is when ? India has already tested 2 missiles in the last week ... WE await an answer
 
pakistan has element of surprises. it will never test ICBMs but in hour of need, will use them.
 
Pakistan doesn't have a SLV launch site. Even if they start building one now, it will take at least 4-5years to make it ready. There is a lot of infrastructure to made ready too, like tracking centres, command and control centers etc, which Pakistan doesn't have at the moment. Looking at Pakistan's location, it can only launch satellites in polar (north-south) orbits and not the more important Geo-synchronous (east-west) orbits, because, the the rocket will have to be flown over populated Indian airspace for eastwards launch. The Only possible launch site seems to be coastal Baluchistan.
Unlike missiles, SLV's and their launchers cannot be just imported from other countries. The entire space launch infrastructure has to be built ground-up from scratch.
 
Dear All Kindly note that Pakistan have no plan to for ICBM and this for your info that shaheen 3 is ICBM with range more then 5000 Kms. With better egine and feul Pakistan Already increase range of Shaheen 1-A & Shaheen 2-A with a range of 3500 to 4000 Kms with 5 mirv nuclear and 8 non-nuclear warheads if they feel they test only upgraded Shaheen 2 missile.
 
Shaheen III is believed to be an intermediate-range ballistic missile speculated to be under-development with a range of 4000-4500 km. It is a member of the solid-fuelled Shaheen series missile family and is envisioned to replace the less advanced liquid-fuelled Ghauri III system whose development was canceled in May 2000 according to AQ Khan. The Shaheen series systems are developed by Pakistan's NESCOM and its subsidiary, NDC.

The stage of development of the missile is unclear as yet. Whether the program is still being pursued is not known as according to some reports, ground based trials of the rocket engines have not been a success so far.
