Russia News - Russia Signs Landmark Military Cooperation Agreement With Pakistan
Russia and Pakistan on Thursday signed their very first military cooperation agreement and laid out future avenues of cooperation, ending years of division over Islamabad's close military ties with the U.S. and Moscow's with India.

Sergei Shoigu, the first Russian defense minister to visit Pakistan since 1969, characterized his meeting with counterpart Khawaja Asif as an important step in strengthening ties between Moscow and Islamabad.

"During the meeting we agreed that bilateral military cooperation should take on a more practical orientation and enhance the combat capability of our armed forces," news agency TASS quoted Shoigu as saying after the meeting.

Although the concrete terms of the agreement are not publicly known, Shoigu said joint naval exercises will be a key feature of future cooperation with Pakistan, as well as military officer exchanges, arms sales and counternarcotics and counterterrorism cooperation.

Behind the scenes, Shoigu may have been negotiating an important sale of Mi-35 transport helicopters to Pakistan, Yury Barmin, an expert on Russian arms sales, told The Moscow Times.

Russia approved the delivery of 20 Mi-35s to Pakistan in November, but the details still have to be negotiated, "which is probably one of the reasons why Shoigu is traveling to Pakistan a week after this informal approval was issued by Moscow," Barmin said.

But more important than specific defense contracts are Russia's growing strategic interests in the regio...

Russia approved deliveries of Mi-35 helicopters to Pakistan
Russian authorities approved deliveries of Mi-35 transport and attack helicopters to Pakistan, Lenta.ru reports with reference to Jane’s and a statement made by the Russian ambassador in Islamabad, Alexey Dedov.

Dedov did not specify the number of helicopters to be delivered. The official representative of Pakistani government told Jane’s that this refers to a contract for delivery of 20 vehicles of the type.

According to the source, Russia “decided to ignore the pressure applied by India” in terms of contracts for delivery of military products to Pakistan. Jane’s noted that earlier Islamabad had to abandon some military contracts with Russia.

According to analysts, Pakistan chose Mi-35 helicopters, because they are satisfied with Russian vehicles, including Mi-17 multi-role helicopters. According to Flightglobal MiliCAS, Pakistan operates 52 Mi-17s (the helicopters are operated by the country’s air forces and army).

Mi-35 helicopters are operated by Russia, Azerbaijan, Brazil, Indonesia and other countries. Depending on the version Mi-35 may carry up to 8 passengers or 2,4 tons of cargo; the vehicle’s crew comprises two pilots. Maximum speed of Mi-35 is 340 km/h, range – 450 km. It is fitted with 30 mm (or 23 mm) cannon, missiles and bombs.

Good luck to Pakistan.

It will be a very good weapon to ground attack and will be very useful to Pakistan in operation against terrorist. It is not good enough to create any concern for India.

Russia approved the delivery of 20 Mi-35s to Pakistan in November, but the details still have to be negotiated, “which is probably one of the reasons why Shoigu is travelling to Pakistan a week after this informal approval was issued by Moscow,” Barmin said.

But more important than specific defence contracts are Russia's growing strategic interests in the region, driven by security concerns shared with Pakistan — such as instability in Afghanistan following the withdrawal of U.S. troops and counterterrorism and counternarcotics efforts.

Nonetheless, Moscow will play it safe to ensure that its moves do not anger India, Russia's main strategic partner in the region, said Pyotr Topychkanov, an analyst at the Carnegie Moscow Center.

Regional Interests

India last year purchased $3.8 billion worth of Russian arms — far ahead of the $981 million worth it purchased from the U.S., according to data from the Stockholm International Peace Research Institute (SIPRI).

Last year Russia's recorded exports to Pakistan were much more limited, valued at a mere $22 million, according to SIPRI.

Pakistan's reconciliation with India after decades of animosity and periodic conflict has provided a window of opportunity for Moscow to expand its relationship with Islamabad.

But according to Topychkanov, a strong relationship with India has to remain Russia's focus in the region. “Our cooperation with Pakistan should be very specific and limited, while our cooperation with India should be much more strategic,” he said.

Security

Shared security interests are also drawing Pakistan and Russia closer together, as evidenced by Shoigu's announcement that joint military exercises and security cooperation will become a routine feature of their bilateral relationship.

“The main purpose of these exercises is to share experience in counterterrorism, counternarcotics and anti-piracy,” Topychkanov said.

According to Barmin, the key concern driving Moscow to court Islamabad is the alarming flow of narcotics out of Afghanistan.

“Forty percent of Afghan drugs travel by sea, and a lot of it ends up in Russian ports,” Barmin said.

Also at play is Pakistan and India's possible ascension next year to the Shanghai Cooperation Organization, an economic and military organization comprising Russia, China and several other Central Asian states.

“In the run-up to the SCO's summit in Ufa in July 2015, Russia will be courting the two countries … and will avoid doing controversial things, such as active defence cooperation with Islamabad,” Barmin said.

Defence News - Pakistan, Russia Sign 'Milestone' Military Cooperation Pact
ISLAMABAD, PAKISTAN — Pakistan and Russia signed a “milestone” military cooperation pact on Thursday aimed at bringing peace and stability to the region, Islamabad’s defence ministry said.

The agreement was signed during a visit by Russian Defence Minister Gen. Sergei Shoigu with Pakistani Defence Minister Khawaja Asif.

“The signing of the military cooperation agreement between the two significant countries of the region is a milestone,” Asif said after the signing ceremony in a ministry statement.

“Both sides will translate this relationship in tangible terms and further strengthen military to military relations,” Asif added.

The pair expressed hope that the agreement will pave the way for exchange of views and information, as well as issues related to strengthening of mutual trust and international security, counter-terrorist and arms control activities.

“The first ever visit of the defence minister from Russian Federation has come at a very critical juncture when US-led NATO forces are drawing down from Afghanistan by the end of 2014,” the statement said.

“Apart from promoting bilateral defense relations, the visit will enable both countries to join hands in bringing peace and stability in the region,” it added.

Russia has long been the largest supplier of arms to Pakistan’s nuclear-armed arch rival India, which is the world’s top arms buyer.

Russia’s ITAR-TASS news agency reported in June that the country had lifted its embargo on arms supplies to Pakistan and was holding talks on supplying Islamabad with combat helicopters.

Shoigu, who is accompanied by a 41-member high level delegation, commended the skill and expertise of Pakistani armed forces in fighting the war against terrorism, the Pakistani defence ministry said.

“The world community not only praises but wants to do business with Pakistan now,” it quoted Shoigu as saying.

During his stay, the Russian defence minister will also hold in-depth talks with Pakistani authorities as well as meeting Prime Minister Nawaz Sharif.

“The Prime Minister stressed upon the need to increase bilateral trade between the two countries which currently stands at $542 million and does not correspond to their trade potential,” the prime minister’s office said in a statement after Shoigu-Sharif meeting.

Sharif invited Russian companies to invest in Pakistan, particularly in the energy sector and benefit from the business-friendly policies of the government, it added.

“Pakistan is keen to enhance its multi-dimensional relations with Moscow, including defense,” Sharif said.

Its not good enough to be any threat to India but the fact we are getting it is enough to create concern for India.

20 Mi 35 are enough for counter terrorism .... Mi 28 is also a good choice to replace the AH1s/f

MI 28 is really beautiful...and Pakistan is seriously looking forward for it...cant wait to see it in Pakistani colors..
