Inauguration of politically important Kerch bridge becomes even more distant prospect

Vladimir Putin's ambitious aim to build a road-rail bridge over the Kerch Strait to connect the Russian mainland with the annexed Crimea by December 2018 may see another delay.

According to Russian Kommersant newspaper, the second consecutive tender to select a general contractor for the construction of the railway approaches to the bridge failed as no applications were submitted.

The Russian government plans to start automobile traffic through the bridge in December 2018 and launch a railroad connection in a year after that - in December 2019.

According to the conditions of the tender, the construction of the railway to the Kerch bridge is to be completed by November 2019. What's more, the contract was estimated at some RUB 17 billion [USD 280 mln], but representatives of constructions industry believe that the price is too low. If the tender does not take place in the first quarter of 2017, "administrative decisions" will be required to deliver the project, analysts say.

Experts explain that apart from its political importance, the project is extremely difficult to realize due to high seismic activity in the region. But the main reason, according to Russian media, is that a potential contractor is very likely to be subjected to international sanctions related to Russia's occupation of Ukraine's Crimean Peninsula.

On December 20, the U.S. targeted more Russian businessmen and companies with sanctions, including two firms involved in the construction of the Kerch bridge.

If connection with crimea is only from sea air or the new built few bridges then in case of conflict supply routes are open to sabotage and can be cut down at least temporarily. Some production of sams and land based anti ship missiles can be shifted to crimea at least some assembly lines and spare parts can be moved to prevent such conflict scenario.

Regarding conflict Obama was advertised with such hype with the motto yes we can and we all saw what he could do. We will also see Trump how will he make Usa great again. But what happens is during this transition period Obama continiously makes mistakes like expulsion of Russian diplomats and this actually portrays Trump as a savior to clean the mess of the previous president. That was also the case with obama who was the "savior" cleaning the mess of bush. He was also advertised and packaged with a nobel peace prize. These stuff seem like a pr stunt drama to me but whatever it is what is drama for the upper levels the damage becomes real for ordinary people when conflicts start for political gain.

Two regiments of Pantsir-S and S-400 air defense missile systems were placed on combat duty in Crimea in December and January, RNS reported, citing the press service of the Southern Military District of the Russian Defense Ministry.

“A regiment of S-400 Triumf missiles entered service in Crimea in December 2016 and a number of Pantsir-S missile and anti-aircraft artillery systems were placed on combat duty on January 1, 2017,” the press service said in a statement.

Since early 2016 the forces of the Southern Military District have also added to their rosters over 40 Su-25SM and Su-30SM fighter jets, Mi-8ATMSH Terminator and Ka-52 Alligator, Mi-28N Night Hunter and Mi-26 combat helicopters.

Pantsir-S (NATO reporting name SA-22 Greyhound) is a combined short to medium range surface-to-air missile and anti-aircraft artillery system developed by KBP Instrument Design Bureau in Tula. The early versions go back to the mid-1990s and the current version entered service in 2012.

The system boasts the latest air defense technology by using phased-array radars for both target acquisition and tracking. The system is armed with a pair of dual 2AQ38M 30 mm automatic cannons and up to twelve 57Eb-E two-stage solid fuel radio-command-guided surface-to-air missiles capable of hitting targets up to 20 kilometers away and at altitudes of up to 15 kilometers.

The Russian Navy will deploy Buk anti-aircraft missile systems in occupied Crimea, allegedly with the aim to protect ships and submarines of the Black Sea Fleet from attacks by aircraft, unmanned aerial vehicles, and cruise missiles, Russian newspaper Izvestia reported.

According to experts, Buk naval systems together with S-300 and S-400 anti-aircraft missile systems of Russia’s aerospace forces will completely “shield” the skies over the peninsula and the Black Sea "if necessary."

The new systems will go into service of a Sevastopol-based 1,096th anti-aircraft missile regiment. At the first stage, the regiment will receive Buk-M2 systems, to be followed by the more advanced Buk-M3 systems. However, the exact date of the rearmament remains unclear. The regiment is now armed with Osa anti-aircraft missile systems.

Buk-M2 is able to engage warplanes and drones at a distance from 3km to 45 km, as well as cruise and ballistic missiles – at a 20 km distance. At the same time, the missile can even hit high-altitude strategic reconnaissance aircraft flying in the stratosphere, being able to strike targets at an altitude of 25,000 meters. At the same time, Osa systems hit targets at a distance under 10 kilometers and at an altitude of just over 5,000 meters.

The 1096th air defense regiment, based in Sevastopol, will receive an initial batch of BUK-M2 missiles with more advanced BUK-M3s to arrive at a later date, officials at the Black Sea Fleet headquarters told the newspaper without elaborating.

The 1096th regiment is currently armed with Osa short-range surface-to-air missile systems.

The Buk-M2 features a new missile and new third generation phased array fire control radar. It can track 24 targets and engage four targets simultaneously.

The BUK-M2 is capable of shooting down planes and UAVs 3 to 45 kilometers away, cruise and ballistic missiles up to 20 kilometers away and even high-altitude strategic spy planes flying at an altitude of up to 25 kilometers.

The Osa missile system has a maximum horizontal range of 10 kilometers and a vertical rage of just over 5 kilometers.

The 51st division of the Russian Airspace Forces also deployed in Crimea, is armed with S-300 and S-400 missiles and Pantsir combined short to medium range surface-to-air missile and anti-aircraft artillery weapon systems.

"The air defense regiments of the 51st division secure the strategic infrastructure in Crimea,” independent military expert Anto Lavrov told Izvestia.

“The 1096th regiment will protect the Black Sea Fleet’s ground facilities and ships. Together, these units can provide multilayered defense of both Crimea and the entire Black Sea against high-tech enemy attacks,” he added.

Batteries of BUK missiles guarded the airspace over Sochi and surrounding areas during the 2014 Winter Olympics.

In January Ukrainian air defense forces conducted tactical missile drills in Kherson Region, bordering Crimea.

In early December, the Ukrainian military held missile-firing exercises near Crimea, in violation of several international agreements.

Russian concerns stemmed from the fact that Ukraine's military has already had the unfortunate experience in of accidentally shooting down civilian airliners.
