I realize Bhutto made this rank to weaken the Army's hold on military, but can we at least put this rank to SOME use instead of it being entirely ceremonial?

Agreed it is useless army has all the hold on money and purchasing chiefs of airforce and navy are under army chiefa which is sad they given equal say and equal funds

for this post to be made effective, a paradigm shift in the way our forces operate is required, which is not forthcoming anytime soon. so this post remains what it is - mostly ceremonial.

Its no more ceremonial post. Recent joint operations have drilled the sense of cohesion among three arms expecially Army and Air force. This has given new importance to this office.

And guess what, Pakistan's strategic forces are under his command. That makes him very very powerful.

I'll believe it only when foreign visitors go to JS Headquarters Chaklala instead of GHQ.

In the US military, the officers of Joint Chiefs of Staff are not combatant commanders. That is true. The four-star general of the US Army on that body does not command any unit in the sense that he gives orders to move any unit. Same for the Air Force general, the Navy admiral, and the Marine Corps general.

About the Joint Chiefs of Staff
Today, the Joint Chiefs of Staff have no executive authority to command combatant forces. The issue of executive authority was clearly resolved by the Goldwater-Nichols DOD Reorganization Act of 1986: "The Secretaries of the Military Departments shall assign all forces under their jurisdiction to unified and specified combatant commands to perform missions assigned to those commands..."; the chain of command "runs from the President to the Secretary of Defense; and from the Secretary of Defense to the commander of the combatant command."
That mean the General of the US Third Army does not report to the JCS but to the SecDef. This general is a combatant commander. The general of a USAF base is a combatant commander. The captain of a US aircraft carrier is a combatant commander.

All the officers of the JCS commands not a single combatant unit, not even a basic training platoon. The USAF Chief cannot walk into a base and take over command on a whim.

The JCS serves primarily as an advisory body directly to the President on matters of maintaining the overall status of the US military. Everything from recruitment, procurement, foreign relations, and even political considerations that involves the military. But no officers on the JCS commands anything other than their direct support staff.

They do. But we don't discuss our nuclear assets with foreigners so frequency is less and other visits are not as publicised so we see less of news. Post was ceremonial but now it is more important. And don't undermine the importance of integration of three arms. Recently it has been given alot of weight. And CJCOSC is the man doing it.
