Abid Sher Ali says Army, private sector may also be checked

ISLAMABAD: As parliamentarians face the fake degrees scam, Chairman of the National Assembly’s Standing Committee on Education has announced he will get degrees of all government servants verified to cleanse the civil services as well.

PML-N MNA Abid Sher Ali has vowed to verify the degrees of all the civil servants, from Grade 17 and above, including doctors, engineers and educationists of both the government and private sectors.

Analysts, however, said it was not clear whether the MNA could verify degrees of people working in the private sector, as it was basically the responsibility of the private company managements to ensure that they hired genuine professionals.

Talking to The News from London, Abid Sher Ali said he had initiated the process of verifying all the degrees and had started with parliament but it would not stop until the degree of every responsible person in the country was verified.

He mentioned that the judiciary was an independent institution, therefore, the verification of degrees of the judiciary would be left to the judiciary itself, However, he would write to the Ministry of Defence to get the degrees of army men verified.

It is worth mentioning here that Abid outsmarted the Election Commission and parliament, including his own party the Pakistan Muslim League-Nawaz, in which many fake-degree holders were sitting, by initiating the battle against the fake degree holders on his own. He was criticised not only by the government but also by his own party members. Even one powerful federal minister threatened Abid of severe consequences if he did not stop the verification process of the degrees of parliamentarians.

“I am returning on July 22 and as soon as I reach Pakistan, I will take the task of verifying the degrees of all the civil servants of Grade 17 and above wherever they are posted,” said Abid, adding: “We will also verify the degrees of doctors, engineers, employees of the National Assembly and the Senate, all commissions and of educational institutions.” He also mentioned that his visit to the UK was planned much before he initiated the process of verification of degrees and there was no other reason behind his tour.

He held that the NA body would ask the Higher Education Commission to verify the degrees of all the educationalists, from vice-chancellors to lecturers, and of public and private sectors both.

While talking about the verification of the degrees of parliamentarians Abid Sher Ali said that the duty of NA committee had finished and now it was up to the HEC and the Election Commission. “We have finished our job and the HEC will compile the report of fake degrees by 18-19 July,” Adid added.

He once again intimated that he would countercheck the verification of degrees and if any university was found verifying a fake degree, its vice chancellor and Registrar would be sent to jail for cheating the nation. “We (parliamentarians) are the role models and should present ourselves as role models, therefore, there is no room for those who have cheated the nation by submitting fake degrees and we have initiated this process ourselves as we should not leave all the things to the judiciary,” said Abid Sher Ali.
 
48 lawyers join the fake degree club

RAWALPINDI: The degrees of 48 lawyers of Rawalpindi district courts were found to be fake on Thursday.

Secretary General of District bar Rawalpindi, Khurram Masood Kiyani said these lawyers were practicing for the last 10 to 23 years in the Lahore High Court Rawalpindi Bench.

He stated that lawyers with fake degrees were let off without legal reprisal only after they took an oath not to practice law in the future.

The Secretary General added that cases will be registered against lawyers with fake degrees, while High Court Bar Association’s Joint Secretary Aisamul Haq Satti demanded the concerned authorities to verify degrees of the whole legal fraternity including judges of lower and apex courts.

Degrees of traffic wardens to be verified

The degrees of about 6,825 traffic wardens would be verified and the traffic police authorities had distributed forms among them for the verification of their documents, sources said.

There are more than 6,825 traffic wardens serving in five major cities of the Punjab, including 2,450 in Lahore, 650 in Multan, 1,093 in Faisalabad, 420 in Gujranwala and 1,212 in Rawalpindi.

Sources said that more than 30 wardens were dismissed from service last year for having fake degrees.

When contacted, Traffic Police Punjab DIG Zahid Mehmood said, “Yes we have decided to verify all documents of the traffic wardens as well as their character.” He said that due to the fake degrees issue in the country it is vital to countercheck the degrees of the traffic wardens as there are complaints that many wardens have fake graduation degrees.
 
HEC has replaced University Grants Commission (UGC) recently to promote higher education in Pakistan which is the basic purpose of HEC. But it seems that HEC has forgotten its basic purpose and doing some biased work for the sake of establishment in checking the degrees of the politicians only. It is very strange that only politicians are being victimized by HEC, but doctors, lawyers, engineers, managers in different departments and even judges having fake degrees are not even disturbed!
 
Mr. Laghari is surely trying to become 2nd Laghari of the history and is playing in the hands of establishment. It may be said that Mr. Laghari is being offered high amounts of dollars by Anti PPP forces. I think that these friends are almost saying true because targeting Faryal Talpur on no basic and having no solid facts has shown that Mr. Laghari is surely in the hands of establishment. It is the goodwill of Faryal Talpur that she didn’t claim in court after such inferior deed by HEC. HEC & specially Mr. Laghari should do their work by keeping themselves in their boundaries and should not cross limits because PPP Government is determined to prevent the democratic system from any type of Lagharis.

HEC warns Karachi University to take action

ISLAMABAD: Director General (DG) and Chairperson Federal Directorate of Education (FDE), and Chairperson Federal Board of Intermediate and Secondary Education (FBISE), Shaheen Khan, is enjoying dual posts and benefits associated with them despite the fact that her degree has been declared fake by the only degree recognizing institution of the country — HEC.

Shaheen Khan was given additional charge of FDE DG in April 2010 when the only permanent DG in last two years Dr Shahnaz A Riaz was transferred to Academy of Education Planning and Management as DG. Riaz was appointed as DG FDE on the directives of the Supreme Court but became political victim within a month of her permanent appointment.

According to information the Ph D thesis of Shaheen Khan has been declared fake by Higher Education Commission (HEC) and it asked the Karachi University (KU) to take appropriate action according to the plagiarism policy against the degree holder but the university hasn’t taken any action even after two months.

The sources in Ministry of Education believe that Shaheen Khan has very strong links with the high ups of the Ministry of Education and could not be removed at any cost. “This is only because of her ‘good’ relations with top officials that the verdict of Supreme Court has been ignored and Shahnaz Riaz was replaced within a month by her,” he said.

According to plagiarism policy if the university does not take any action within two months then the HEC’s committee would take up the issue and the committee could cancel the degree if it is proved that the thesis was copied by the scholar.

Talking to “The News” HEC Advisor Quality Insurance Mahmood Raza conceded that Shaheen Khan was involved in the practice of plagiarism and they have asked KU to take action against her on immediate basis. “The Vice Chancellor of the KU is aware of the plagiarism and assured us that he would take appropriate action against her,” he said while adding that they would wait for another two weeks for the university to take action otherwise HEC reserves the right to take action against the culprit.

It is learnt that the thesis of Shaheen Khan was translated from a document of Organization of Islamic Conference (OIC) which is clearly a case of plagiarism. It is also learnt that HEC has warned KU to take action against Shaheen Khan otherwise it would stop recognizing its degrees.

FDE DG Shaheen Khan when contacted by ‘The News’ conceded that an inquiry was going on in HEC and KU regarding her thesis but she denied that she was involved in plagiarism.

“I have written letters to Higher Education Commission (HEC) and Karachi University (KU) in which I explained to them that my thesis was original and not copied from any other document,” she said.

Though Higher Education Commission (HEC) gave a clean chit to its high-ranking official in fake degree case, but it did not provide any answer about alleged tampering of a key digit in the degree secured in 1988, the sources told ‘The News’.

Well-placed sources said that the issue of fake degree of Director Human Resource Management Malik Arshad Mehmood raised its head some 18 months ago and HEC approached Karachi University for verification of a degree.

Karachi University then confirmed that Malik Arshad Mehmood secured 319 marks out of total 700 in second year annual LLB examinations held in 1988. The copy of his degree showed that he did first year or Part I of LLB from the Punjab University.

The copy of the degree having serial number 001242 available with ‘The News’ clearly showed that last digit ‘8’ of 1988, the year in which Malik Arshad Mehmood did his LLB, is handwritten whereas first three digits are composed on a typewriter.

The sources said it is yet not clear why last digit ‘8’ in 1988 was not typed and how it was allowed to be written by hand as there should be no permission to write it in such a manner. One of senior officials of HEC said at that time specimens for degrees and marks sheets were printed one time and they would use them for whole decade, adding they print only first three digits in those degrees and marks sheets and last digit was written by hand.

The data showed that Malik Arshad Mehmood secured privileges and promotions on the basis of the law degree when University Grants Commission in a letter issued on September 8, 1991 stated, “LLB degree is a professional and such degree holders are eligible to compete for the post where Masters degree is required qualification in the relevant field.”

It is pertinent to mention here that the issue of fake degree of the HEC’s official has surfaced at a time when it is extensively involved in verification of degrees of the elected representatives on the directives of the Supreme Court.

HEC Director General (Accreditation and Attestation) Rahim Bux Channa told ‘The News’ that they verified the degree of Malik Arshad Mehmood from Karachi University and “his degree is absolutely original and all allegations over it are baseless.”
 
Yeah as there are found mostly with degree whose value is count to be zero, but one provides a degree diploma which is original and also provides all those things as done regularly.

Talented people do want to stay. However, people in charge make sure that anybody capable of upsetting the status quo is either driven out or ground down. The decay runs deep indeed, I am sorry to say.
