You can't give ~$450 billion advantage to China's number 1 enemy and expect to eventually surpass them.

China need to stop trying to apologise for its power or be scared of big military spending.

What I mean is that having a large military budget shows you have the financial capacity to have a very powerful military.

Psychologically it shows power. Even an aspect of deterrence. It shows what you are going up against.

Weapons are obviously the primary deterrent, but I believe the size of the military budget has a role to play in deterrence.

What the President Xi is saying, correctly, that PLA needs to innovate in every aspect.

Remeber he has been asking them to innovate from kanteen to the highest office.

The PLA culture needs to transform first and far most.

China is spending wisely on defence. No need to waste money.

The first goal is to replace aged equipment for all the forces.

That is massive task on its own.

Then there is training and developing new methods and techniques.

By just throwing money won't solve it.

PLA needs to absorb the new tech at operational level as well.

They are doing a great job.

We need innovation in thinking and doing.

It will take time. 10/15 years.

Current rate of peace time production is good enough for now.

And yes, it is PLA's duty to reach international levels of excellence in every field.

If thing is so easy, so why spending time and money on aircraft carriers, destroyers, frigates? All for show and parade?
