President of Egypt calls on the President


HE Mr. Abdel Fattah Al-Sisi, the President of the Arab Republic of Egypt called on the President of India, Shri Pranab Mukherjee yesterday (October 28, 2015) at Rashtrapati Bhavan.

Welcoming Mr. Abdel Fattah Al-Sisi to India, the President said participation of Egypt in the 3rd India Africa Forum Summit will contribute to the deepening of India’s ties with Africa. India greatly values its civilizational relationship with Egypt. India considers Egypt to be a major power in the region and a bridge between Asia and Africa. India and Egypt have a history of working together for peace and development in the world. India is the sixth largest trading partner of Egypt and Egypt’s third largest export destination. Indian investments in Egypt have reached $3 billion. These investment flows bring technology, employ almost 35,000 Egyptians and contribute to high export earnings.

The President congratulated the Government of Egypt for the completion of the new Suez Canal in less than a year. He said the development of new industrial zones around the new Suez Canal provides an opportunity to further strengthen economic ties.

The President said India wishes to progress its relationship with Egypt on the three pillars– closer political and security cooperation, deeper economic engagement and scientific collaboration as well as wider cultural contacts and people to people exchanges. He described Mr. Abdel Fattah Al-Sisi’s visit to India as a landmark event in India-Egypt relations and said this visit will provide the foundation for a new era of partnership between the two countries.

Reciprocating the President’s sentiments, the Egyptian President said his participation in the IAFS was inevitable considering the outstanding relations which bond Africa and India. India-Egypt relations are historic, long established and continuing. Egypt is committed to further strengthening of the relations. It welcomes Indian investments and would like to benefit from India’s expertise, technologies and experience.

India and Egypt had a fulfilling year in 2016 as the leadership of the two countries agreed to step up their defence and security cooperation to tackle the twin challenges of terrorism and radicalisation besides enhancing economic and people-to-people engagements.

This year also witnessed some of the high-level meetings between the two countries including the visit of President Abdel Fattah al-Sisi to India at the invitation of his Indian counterpart Pranab Mukherjee in September to discuss ways to develop bilateral cooperation in different fields.

A series of decisions to combat terrorism were taken in wide-ranging talks between Prime Minister Narendra Modi and al-Sisi as the two countries have been engaged in staving off the threat of extremism and radicalism.

Identifying terrorism as one of the “gravest threats”, they decided to have greater information and operational exchanges, apart from ramping up defence cooperation, signalling a major shift in ties. Both sides also inked a pact on maritime transport which will facilitate maritime commerce and transit of naval vessels.

India’s Ambassador to Cairo Sanjay Bhattacharyya told PTI that his wishes for the coming year are to deepen and intensify the exchanges between India and Egypt in different fields and see the continuation of high-level engagements.

The ambassador also added that 2016 has witnessed a number of cooperation opportunities, which will be increased in the coming year.

One of the key cooperation moments in 2016 is that the Vocational Training Centre on Textiles in Shoubra El Kheima, Cairo, was formally inaugurated in August with the support of the Indian government.

The Vocational Centre is one of the largest training centres in Egypt offering several courses in printing, electrical, mechanical, energy, textile, upgraded to state-of-the-art technologies in the field of spinning, weaving, dyeing and printing.

In September, another key cooperation moment took place after the first Indian Chair in Egypt at the Ain Shams University was operationalised with the arrival of Indian professor Naidu Subbarao.

The Chair, which is at the Faculty of Information and Communication Technology, is not only the first Indian Chair in Egypt but also in the Arab world.

Next year will see more cooperation opportunities in different areas, the Ambassador said.

“On the defence side, I think the tempo has been very very strong and we would like to see more exchanges and more concrete collaborative work on the two sides,” Bhattacharyya said, adding he is very satisfied with the progress that has been made in the field of security during the last year.

India and Egypt plans to step up their ties this year in many areas, including counter-terrorism, defence, cyber security, agriculture and IT. “2017 will be very exciting because we are starting on a very strong base of the interactions in 2016,” India’s Ambassador to Egypt Sanjay Bhattacharyya told PTI.

Bhattacharya said that exchanges in counter-terrorism field will continue between the two countries this year as both parts aim at defining and broadening the scope of cooperation.

“In the political area, we will be working for the next ministerial exchange at the Foriegn Minister level. We have just concluded a set of very important meetings. We had our first joint working group on cyber-security, there is also the counter-terrorism working group,” he said.

“We will have also the joint defence committee which will look at the specifics of this. We are also hoping that we will be able to have high level military exchanges,” he added.

He also said there is a great cooperation that is on going in the field of military training.

“A senior Indian officer has joined the National Defence college in Egypt and like wise an Egyptian officer is to start the course in Delhi at the National Defence College and this is the highest level of defence training we have,” he said.

“We will also continue the usual trainings and exercises. We are again hoping to have a ship visit to the Egyptian ports later in the year and to be able to do some maneuvers with the Egyptian navy at that time,” he added.

The major landmark of 2016 was President Abdel Fattah el-Sisi’s visit to India that has opened the possibilities for cooperation in several areas among both countries, he said.

“I would expect the defence cooperation engagement this year will be stepped up considerably as a result of the discussions Prime Minster Narendra Modi had with Sisi as they outlined a number of steps,” Bhattacharya said.

He also saw a huge potential in the field of trade.

“This is perhaps the most promising area. Early in February will be receiving a delegation from the Confederation of Indian Industry (CII), which is coming at an invitation of Federation of Egyptian Industries (FEI)”, he said.

“We are also working with the agriculture committee for the parliament for a possible exchange in the field of agriculture, agro-processing, aromatic plants and herbs which can be used for medicinal purposes,” he said.

“I visited Beni Suef (located about 115 km south of Cairo) recently and we had some good discussions on the possibilities of using Beni Suef as a centre of medicinal plants and aromatics,” the Ambassador said.

An Egyptian business delegation will be visiting India which will be focused on small and medium-sized enterprises (SMEs) and textile. Another Indian delegation is expected to come to Egypt in April which will be fouced on IT, he said.

Mr. Sameh Hassan Shoukry, Foreign Minister of Egypt calls on Prime Minister

Mr. Sameh Hassan Shoukry, Foreign Minister of Egypt, who is on a visit to India in the context of Seventh Meeting of the bilateral Joint Commission, called on Prime Minister Shri Narendra Modi today.

The Minister conveyed to Prime Minister Modi, greetings from President Sisi of Egypt. Prime Minister Modi requested the Minister to convey his best wishes to President Sisi.

The two dignitaries discussed the shared commitment of India and Egypt to strengthen bilateral engagement. Deepening of cooperation in areas such as infrastructure, trade and investment and people-to-people relations was discussed.

Cabinet approves MoU between India and Egypt on cooperation in the field of Agriculture & allied sectors

The Union Cabinet chaired by Prime Minister Shri Narendra Modi has approved the signing of a Memorandum of Understanding (MoU) between India and Egypt for cooperation in the field of agriculture & allied sectors.

The MoU provides for cooperation in areas of agricultural crops (especially wheat and maize), agricultural biotechnology, nanotechnology, irrigation and water management technology including water harvesting and micro-irrigation technology, management of agriculture wastes management for energy production; food security, safety and quality; horticulture; organic agriculture; livestock husbandry, livestock breeding, dairying, fisheries, feed and fodder production; animal products and value addition; sanitary and phyto-sanitary issues concerning trade in plant and animal products; agriculture machinery in small scale; agri-business and marketing; pre and post-harvest procedures; food technology and processing; integrated pest management in agriculture; agricultural extension and rural development; agricultural trade & investment; intellectual property rights issues; technical know-how and human resources in seed sector; infrastructure development and capacity building in agriculture & allied sectors and other related areas of interest that are mutually agreed upon by both Parties.

Cooperation will also be effected through exchange of research scientists and experts; exchange of agricultural information and scientific publications (journals, books, bulletins, statistical data on agriculture and allied sectors); exchange of germplasm & agriculture technology; and conducting joint seminars, workshops, symposiums and other similar activities.

Under the MoU, a Joint Working Group (JWG) will be formed to enhance cooperation on matters of mutual interest including consultations on bilateral issues. The JWG will meet at least annually in the initial two years, alternately in India and Egypt to formulate joint work programs, facilitation and consultation, including making additional supplementary engagements with regard to specific issues.
