This doesn't means that there isn't going to be a sea-based deterrent. For testing experimental submarine launched weapons, always test platforms like submersible pontoons (with identical configurations) are used to avoid any damage to operational vessels. When the weapon is ready for induction, operational launches are conducted from submarines.
