ST PETERSBURG (Russia): Prime Minister Yousuf Raza Gilani arrived here on Sunday in a bid to seek full membership of the important regional security grouping of Shanghai Cooperation Organisation (SCO).

The prime minister is accompanied by Minister for Petroleum and Natural Resources Dr Asim Hussain, Board of Investment’s Chairman Saleem Mandviwala and Senator Sughra Imam.

Mr Gilani will address the 10th SCO summit on Monday and seek Pakistan’s full membership of the organisation, whose profile and scope have assumed great importance with the presence of China, Russia and other Central Asian states as strong regional partners.

The prime minister is scheduled to hold separate meetings with Russian Prime Minister Vladimir Putin and Chinese Premier Wen Jiabao, who are attending the summit along with other heads of governments and representatives of member and observer states.

Pakistan holds the observer status, along with Mongolia, India and Iran, whereas Sri Lanka and Belarus have been granted the status of dialogue partners and Afghanistan is a special guest.

Ambassador to Russia Khalid Khattak said Pakistan carried regional significance at the SCO forum in the context of security and geographical location that linked South Asia with the energy-rich Central Asia.

Russian Prime Minister Vladimir Putin and his Chinese counterpart Wen Jiabao will meet on Monday to discuss expanding their loose Central Asian security alliance to include Pakistan and Iran.

Mr Putin will host Mr Wen in this city almost exactly 10 years after the two countries joined forces with the four ex-Soviet Central Asian republics to form the SCO.

Russia has previously billed the alliance as a regional alternative to Nato and discussed at past meetings the option of including other regional powers in its ranks.

“We are talking about Pakistan and Iran, which have applied for membership,” Russian foreign ministry spokesman Alexander Lukashevich told reporters ahead of the talks.

“India is also intent on joining, and Afghanistan has said it wants to be an observer,” he said.

But analysts said China preferred to view the group as primarily an economic organisation and noted that Pakistan’s membership had already been under discussion for five years.

Russia is upset that the group still receives no formal recognition from Nato.

“Of course, SCO expansion is not an easy process. It requires careful analysis and assessment,” Mr Lukashevich conceded.

A senior Russian official said the meeting would note slowing global growth’s impact on the price of commodities — the bulk of Russia’s exports — and financial market stability.

“You should expect the prime minister to deliver an assessment of economic affairs in the SCO region,” Russia’s SCO envoy Kirill Barsky told Interfax.

“By the way, it is distinguished by stability, good GDP growth rates and improving investment attraction,” he said.

Later, Prime Minister Gilani attended a dinner hosted by Pakistani Ambassador Khalid Khattak. Members of the Pakistani community and Russian businessmen and senior officials were present on the occasion.

In his speech, Mr Gilani said the existing conditions were quite conducive to a partnership between Pakistan and Russia.

He said there was considerable scope to initiate collaboration in various fields, particularly in energy, metallurgy, manufacturing, trade and investments.

The government, on its part, would not only support, but go more than half way to invite and involve Russia’s businesses and investors in Pakistan’s economic development, Mr Gilani said.

Minister for Petroleum Dr Asim Hussain, Board of Investment Chairman Saleem Mandviwala and Senator Sughra Imam also attended the event.

Pakistan seeks full member status in Shanghai grouping

ISLAMABAD: After winning a non-permanent seat at the United Nations Security Council and a re-election to the board of the UN’s cultural organisation, Pakistan will now press its case for full membership of the Shanghai Cooperation Organisation.

Currently, Pakistan holds the status of an observer in the 10-year-old organisation along with neighbours India and Iran.

“I will present the country’s case at the SCO forum and will seek full membership for Pakistan,” Prime Minister Yousaf Raza Gilani told reporters before leaving for the two-day summit that is due to open on Monday (today) in the Russian city of St Petersburg. Russia is the grouping’s founding member.

China’s official news agency Xinhua quoted the Chinese Ministry of Foreign Affairs as saying that Chinese Premier Wen Jiabao will attend the 10th meeting of the prime ministers of the member states. Premiers of other SCO members – Russia, Kazakhstan, Kyrgyzstan, Tajikistan and Uzbekistan – and representatives of SCO’s observer states Mongolia, Pakistan, Iran and India will also attend.

Pakistan had applied for full membership of the SCO in 2006, while Iran and India followed suit in 2007 and 2010 respectively.

Prime Minister Wen, at a press conference in Beijing last week, said that according to an agreement reached at by heads of member states at the Astana Summit earlier this year, teams of experts are working to iron out technical and financial issues pertaining to the expansion of SCO.

“The forum will focus on security and economic issues. SCO countries will discuss regional infrastructure, connectivity, energy projects and various other areas of mutual interest,” Gilani said. He said he will meet the Russian premier for the third time and gas imports and issues related to Pakistan Steel Mills will come under discussion.

Energy-starved Pakistan stands to gain a lot by becoming a full member of the group. The bilateral investments in the group, mainly in the energy sector, have already surpassed the $15 billion mark and gas reserves of Russia, Central Asian States and Iran comprise 50% of the world’s reserves.

Pakistan, as a member of the SCO, can fully realise the potential of the organisation in connecting China and Central Asian member states with the Gulf countries and South Asia. Pakistan has already offered its Gwadar Port and other land routes as means to that end.

“Pakistan signed a transit trade agreement with Afghanistan and we are trying to expand commerce with Central Asian states,” Gilani said.

I doubt Pakistan will be accept by SCO because SCO official remind Pakistan and India to sort out disputes problems first (i.e Kashmir). Nothing happened, though nice gestures by Russia. :tup:
 
Pak-Russia ties are in greatest interest of region: PM Gilani

SAINT PETERSBERG: Prime Minister Syed Yousuf Raza Gilani has invited Russian people and the government for further improving ties, saying that Pak-Russia ties are in the greatest interest of the region.

The Prime Minister was addressing businessmen and senior officials here. Gilani welcomed Prime Minister Putin’s proposal of Eurasian Union as a positive initiative for the well being and socio-economic uplift of all those countries, that would form this union.

Pakistan also hopes that Eurasian Union will become a bridge of friendship and cooperation between Europe and Asia, he remarked.

He said Pakistan attaches great importance to SCO and hopes that in the days to come it will play even a more greater role in bringing stability, peace and prosperity to the region.

The Prime Minister said in the current global economic crisis, bilateral and regional cooperation has become a greater necessity.

Prime Minister Syed Yousaf Raza Gilani would represent Pakistan in Shanghai Cooperation Organization's (SCO) summit being held on Monday (today).

Prime Minister is visiting Russia on the invitation of his counterpart Vladimir Putin. Pakistan is willing to get full membership of the organization. Pakistan currently holds the observer status in the organization.

ST PETERSBURG: Terming greater cooperation among regional countries crucial for development and prosperity, Prime Minister Syed Yousaf Raza Gilani on Monday laid out his five-point development plan for the region stressing upon enhanced trade, energy and road links while calling for an inclusive solution to Afghanistan.

Addressing the 10th meeting of Heads of Government Council of Shanghai Cooperation Organization (SCO) held in Russia’s historical city, the Prime Minister proposed a five-point development plan based on the SCO-sponsored intra-regional and inter-regional cooperation in trade, building infrastructure and power links.

The development plan includes arranging finance and initiation of work on electricity transmission lines; taking concrete measures to start TAPI (Turkmenistan-Afghanistan-Pakistan-India) and Iran-Pakistan-India gas line projects; setting up a preferential and if possible a free trade zones in the SCO region; cooperation in the financial and banking sectors; and relaxation of visa regimes for diplomats, officials and businessmen.

Prime Minister Gilani represented Pakistan as an observer state at the SCO forum, and was joined by the leaders of SCO member states, including Russia, China, Tajikistan, Uzbekistan, Kyrgyzstan and Kazakhstan, at the Constantine Palace.

Gilani said Pakistan attached great importance to the SCO and believed that this organisation had the capacity and resolve to overcome the most pressing challenges of the times. He added that the SCO had the enormous potential to promote regional economic cooperation in a holistic manner.

He mentioned that terrorism, extremism, drugs and syndicate crime were confronting the societies, states and the region. He said pervasive global economic and financial crisis, unemployment and socio-economic stress were making the picture bleak.

Gilani termed security and development as important regional issues. He said the challenges of reconciliation, reconstruction and revival of Afghan polity needed to be addressed objectively. He welcomed the SCO’s role and efforts in this regard.

He said Pakistan was optimistic that the problems in Afghanistan could be solved with the support of international community and by taking all Afghans on board, regardless of ideological, ethnic or political preferences.

He said though daunting, these challenges could be surmounted by developing a cohesive response based on clarity and firm conviction for working together.

He said political realism and clarity demanded that Afghanistan’s sovereignty and territorial integrity was respected by all, and added that Pakistan would continue to contribute to the stability of Afghanistan and support its government and people in their endeavours for reconciliation and reconstruction.

Gilani stressed greater political will and concrete steps to fully realize the vision of SCO.

Russian Premier Vladimir Putin announced financing of 0.5 billion US dollars for the CASA-1000 that would ensure power transmission from Tajikistan and Kyrgyzstan to Pakistan and Afghanistan. He also called for investment flows to develop national economies.

Chinese Premier Wen Jiabao highlighted the SCO’s role in eliminating terrorism, extremism and separatism and said the organization needed to withstand the changes in international scenario. He supported Pakistan’s proposal of building cross-border road links.


He suggested policy support for free flow of goods, establishment of a seed bank for cooperation on agriculture and expansion in currency swap.

Kyrgyz Deputy Prime Minister Omurbek Babanov suggested for setting up SCO Development Bank and Business Council of SCO to address challenges of global economy.

Pakistan, China agree to expand economic, defence cooperation

ST PETERSBURG: Prime Minister Yousaf Raza Gilani and Chinese Premier Wen Jiabao on Monday expressed their resolve to further strengthen bilateral ties in economic, defence and energy sectors for the mutual benefit of Pakistan and China.

The two leaders, who met on the sidelines of the Shanghai Cooperation Organization summit, discussed strategic and economic cooperation between their countries.

They discussed matters relating to agriculture, power generation and finance besides reviewing progress on Sino-Pak bilateral ties.

The two sides also discussed the means to carry out communication projects, including railway and road links and fibre optic.


Gilani sought investment from Chinese companies in different areas and stressed the need for making efforts to realise the full potential of bilateral trade.

Wen assured Gilani of China’s commitment to further strengthening relations with Pakistan in all fields.

Both leaders were of the view that the two nations were against terrorism and would continue to cooperate with each other to eliminate this threat.

Gilani said it was time to address the global economic crisis and find a way to counter its impact on growing economies.

During the meeting the two leaders also noted that both Pakistan and China shared similar views on important regional and global issues and would continue to extend support to each other at all levels.

They also agreed to exploit the full potential of the two business communities to boost their economy and trade.

Russian Prime Minister Vladimir Putin made this announcement in response to Prime Minister Syed Yusuf Raza Gilani’s address at the 10th Heads of Government meeting of SCO, at the Constantine Palace.

The Russian Premier also supported Prime Minister Gilani’s proposals for implementing trade and energy projects.

He announced financing 0.5 billion US dollars for the CASA- 1000 that would ensure power transmission from Turkmenistan Tajikistan and Kyrgyzstan to Pakistan and Afghanistan.

Putin said in practical and tangible terms, Russia wants materialization of projects including TAPI (Turkmenistan- Afghanistan-Pakistan-India) gas pipeline project and the Central Asia South Asia Electricity Trade and Transmission Project (CASA 1000).

Later, the two leaders held bilateral meeting and discussed several important issues including fight against terrorism and extremism, besides calling for the need to adopt regional approach towards dealing with major challenges.

Russian Premier Putin termed his meeting with Prime Minister Gilani “very pleasant” and expressed satisfaction over bilateral and trade ties between the two countries.

“Pakistan is important for us in trade and economy and it is an important partner in South Asia and in Islamic world,” he told Prime Minister Gilani.

Putin offered Russia’s assistance in expansion of Pakistan Steel Mills and provision of technical support for the Guddu and Muzaffargarh power plants.

He said Russia could facilitate Pakistan in the execution of Thar Coal Project.

Gilani said this was his fourth meeting with Prime Minister Putin. He mentioned that he joined other leaders at the SCO forum despite the occasion of Eid, because of the importance of the forum and also of Pakistan’s commitment to the regional issues.

He appreciated Russia’s support for mega projects including CASA 1000.

Putin supported Pakistan’s stance on war on terror and agreed to pursue the policy of counter-terrorism for ensuring regional peace.

The two Prime Ministers agreed that collective regional efforts were required to eliminate terrorism from the region to usher in peace and stability, and re-direct all energies towards economic interaction among the members of SCO.

Even intellectuals like Ahmad Hasan Dani argued that the cultural history of Pakistan is closer to Central Asia than with India.
Do you guys think that Pakistan's regional identity, and that Pakistan's identity from now onward will be tied more with Central Asia than with India.

Pakistan has more closeness to central Asian culture execpt in parts if sindh where hindu culture is dominant..pre-colonial indian subconsident was a collections of several hundred imperial princely states and each one followed what they belived. Many of these imperials were forigen invaders who bought their culture with them

Even if Pakistan gets SCO membership this doesn't means everything is solved for Pakistan. They still have to do everything by herself to solve its problems...Nobody can solve other pplz/countries problems.However the SCO membership by us will be a great step to decrease the Devil powerz encroachments within the region...:smokin:
 
Yes! We recommend and highly welcome the SCO membership by Pakistan to increase the mutual cooporation between the member countries.Excellent step for Pakistan to join it....:)
 
Even without joining SCO Ind-China trade is to touch 100 billions dollars in 3-4 years , I doubt joining or not joining SCO has any great significance apart from symbolic value ....
