If the definition of being failed is to fight two covert wars against two super powers, have strategic deals with China and keep another Asian aspirant - India - at bay then yeah, this is one hell of a failed state to be! Now Imagine if this state was slightly less failed what it would be able to achieve in such a short period of time?
