Pakistan 1947, the Dilemma of Bureaucracy and Politics

It is requested here that whatever I am going to write below & trying to create the picture is only based upon my observations due to the happenings of events and realities so far.

In following lines, I would try to come up with few key factors where the 2 systems like Bureaucracy and Politics failed, conflicted or misused. I will not discuss any specific person or group of people as it has been discussed to depths many times but only to draw the picture of mess and mishandlings nor it is intended here that total system was flop or every member was irresponsible.

The under mentioned observations of mine wouldn’t be the exact picture of these systems but to highlight the most probable issues which hurt our good governance mostly. The following details are not the definition of the above said systems but their implications and negatives for not applying on the right time, place or by wrong people.


The Pakistan 1947
By the Grace of ALLAH; after Prayers, Sacrifices, Hard Work & Struggle of Patriots who never hesitated to strive even by paying with blood, the dream of Islamic Republic of Pakistan came true. After a thorough viewing and becoming aware of situation, at last it was decided even unwillingly by British to give independence as per the rights of the people and that time Pakistan came into being. The sacrifices on every level by everyone for Pakistan are not unseen or faded though we all know that the blessing we have today is based upon sacrifices and it’s strong foundation is full of Blood and Bones of patriots. Being hurt by ego and living with an evil soul, the Rulers couldn’t accept the Pakistan in their lives though smiled at every ceremony but with sarcasm as they knew their plans.

The British plans couldn’t be lived until & unless there was a willing aide living with a life in hatred against Muslims especially being hypnotized of their upper caste illusions. The local Anti-Pakistan element which sooner became India was the first choice which fits the bill for the British plans against Pakistan in near future. Strives for a separate country on basis of two nations theory by Pakistanis, forced the British Rulers to accept the reality despite the pitiable tactics of co-citizen lobby. I would say that though the Pakistan became independent but the worst cancer of Elite-ruling class and influenced bureaucracy were injected therein so we will never sustain of independence.

Initially, the British offered the system, mechanism and assistance for separation which all was a planned conspiracy. That’s the moment where from, the plague of bureaucracy and corrupt political systems were injected into Pakistan. Since the conspiracy of division of sources to Pakistan to the forming of political system and supporting to politicians, the Rulers applied every method to have always a door for their influence and intrusion. Alas, the capable and competent ones in Pakistan were side lined one by one. It is well understood that since the 47 till now, we are not able ever to cure this disease.

After the death of Muhammad Ali Jinnah, everything started to appear very clear that can be seen by naked eyes but no one ever step forward for betterment of this country by sidelining their own egos, greed and luxuries. Almost each & every person played his part for the growth of Pakistan but always believing of the self benefits and overconfidence rather being the leader of people. Who and when, did what, is the history so no need to go in depth here though the real heroes and patriots are forgotten even by history.

The Bureaucracy Dilemma
Lord Macaulay said about India in 1835 in British Parliament, goes to reflect the ways in which British had corrupted the society. British were supported by the Feudal-class. The British were ruling India through the Indian army, which was based on locals and only the senior ranks were taken by the British. One of the key ways through which the British remained in power was due to it’s influence on bureaucracy.

We must at present do our best to form a class who may be interpreters between us and the millions whom we govern; a class of persons, Indian in blood and colour, but English in taste, in opinions, in morals, and in intellect.[9]

Being under British Rule, bureaucrats were very attracted by the then system implied by the British rulers. Indeed the education system for their favorites and so also to strengthen their future governance, they planted the system of their own regime into every institute of education to have the needed minds in future. Despite being living into the same system, the few blessed minds created the idea of two nation theory.

Even being part of the British System, the call of the faith and nature of being independent Human, couldn’t stop the men at that time off their sole right. The revolution of Two Nation’s Theory came into being and the rest is history though fabricated and forged at some points merely to counter the intelligence of mind which may not let western/anti-Pakistan system to achieve their goals in future. It has been a dilemma in Pakistan that majority, the politicians and to the some extent the Authority, the establishments had practiced their jurisdictions to gain own benefits. It has been almost discussed in depth about the affects of delayed constitution after 1947 and the failed Politics and Bureaucracy. Working hard on plans in start, the British system was injected as the bureaucrats started with dreaming being superior and not answerable to anyone while on other hand the political system was plagued with disease of injustice articulated into the corrupted minds; this mentality was very much present in the then Army high-ups minds, it served way to many future interferences. As we all know that bureaucracy system is almost based upon British rules. Rather to understand the gravity of situations and the reality that why exactly the two nation’s theory was executed being needed, the infected system was opted. Indeed, the two nation’s theory was based upon the rise of voice against injustice in system under British Control, non-redress of grievances, out of approach of common men, banned on expression of freedom and the most about Religion, worships etc.

The Bureaucracy system that we had since the day first is nothing different but a replica of the same system that our forefathers were fighting against and never hesitated for sacrifices. Quaid-i-Azam wanted to get rid of the old mentality and old ways, applied by the British. Bureaucracy in power- was the very thing Quaid-I-Azam feared and struggled against to form Pakistan. While addressing to the Gazetted Officers of Chittagong on 25th March, 1948, he stated (a speech which made his policy clear):

“I want you to realize fully the deep implications of the revolutionary change that has taken place. Whatever community, caste or creed you belong to you are now the servants of Pakistan. Servants can only do their duties and discharge their responsibilities by serving. Those days have gone when the country was ruled by the bureaucracy. It is people’s Government, responsible to the people more or less on democratic lines and parliamentary practices. Under these fundamental changes I would put before you two or three points for your consideration:

You have to do your duty as servants; you are not concerned with this political or that political party; that is not your business. It is a business of politicians to fight out their case under the present constitution or the future constitution that may be ultimately framed. You, therefore, have nothing to do with this party or that party. You are civil servants. Whichever gets the majority will form the Government and your duty is to serve that Government for the time being as servants not as politicians. How will you do that? The Government in power for the time being must also realize and understand their responsibilities that you are not to be used for this party or that. I know we are saddled with old legacy, old mentality, old psychology and it haunts our footsteps, but it is up to you now to act as true servants of the people even at the risk of any Minister or Ministry trying to interfere with you in the discharge of your duties as civil servants. I hope it will not be so but even if some of you have to suffer as a victim. I hope it will not happen –I expect you to do so readily. We shall of course see that there is security for you and safeguards to you. If we find that is in anyway prejudicial to your interest we shall find ways and means of giving you that security. Of course you must be loyal to the Government that is in power.

The second point is that of your conduct and dealings with the people in various Departments, in which you may be: wipe off that past reputation; you are not rulers. You do not belong to the ruling class; you belong to the servants. Make the people feel that you are their servants and friends, maintain the highest standard of honor, integrity, justice and fair-play. If you do that, people will have confidence and trust in you and will look upon you as friends and well wishers. I do not want to condemn everything of the past, there were men who did their duties according to their lights in the service in which they were placed. As administrator they did do justice in many cases but they did not feel that justice was done to them because there was an order of superiority and they were held at a distance and they did not feel the warmth but they felt a freezing atmosphere when they had to do anything with the officials. Now that freezing atmosphere must go and you must do your best with all courtesy and kindness and try to understand the people. May be sometimes you will find that it is trying and provoking when a man goes on talking and repeating a thing over and over again, but have patience and show patience and make them feel that justice has been done to them.”[5]

After the independence, unfortunately the same system was adopted though the name and executioners were changed this time. The army which constitutionally should have had no say in running the country was ruling it. We almost forgot that this country came into being on the basis of being Muslims as well. I wouldn’t argue here that the Sharia law was only the solution at that time though it could be if applied with proper manners but even the law we adopted was already corrupted and was affected as viruses. The speeches of Jinnah are full of details in history that how the system would work which will favor everyone. It is clear to everyone especially Muslims that in Islam there is neither a thing like superior to anyone nor any upper or lower caste system by any mean. The bureaucracy mind was ailing with the infection being superior or the right one that may hold the power which become more attractive spot for these intruders of thoughts from US & British. This country was supposedly to grow for self-reliance yet the bureaucracy system fully supported the aid and went on the way to remain dependent on US & others.

These bureaucrats never intended to shift the decision making policy fully or to the maximum extent, to the public through members of assembly. We all know that bureaucracy system is not to rule or run the government. The officials are the men for the job or tasks being given by constitution. If the officials would have been the trustworthy, truthful and loyal then there wouldn’t be any chance for corruption by any member of assembly/political leadership. If there was any kind of glitch, lack or an iota of doubt being transparent then these officials could have been acted much in better way, the way they are suppose to and being appointed servants to the nation by oath. Alas, the bureaucracy was never executed what it was really meant to be. Every office bearer of public elected government used his best links and resources to affect the bureaucracy by applying every kind of method that could be the greed, luxury or incompetence of officials to stay in service for their own benefits only.

The bureaucracy was always used by the elected government only to hold the power of government. The bureaucracy has manipulated almost each & every department of government under control of publicly elected member only just to keep hold of power and to be remaining un-rebutted. These officials who were intend to defend every interest of Pakistan started to use their powers only to enjoy the luxuries being delusional to the extent of chosen one. The bureaucracy was suppose to deliver the rights to the people and serve the justice at the doorstep of nation though the same was never executed as it was meant to be but only to serve their masters whether internal or externals. The one who has to secure the border and has to do the job with arm was pulled to house for democratic practice and become infected.

The political dilemma
1947, on one side there is joy and happiness along with issues like mass migration, handling of people, lack of arrangements & resources but still striving and attacks on Pakistani Immigrants. The leaders including top patriots are sitting and having talks about the rules for the house so every member of the house, the nation indeed may have the rights that we have been fighting for till day and still sacrificing. Everyone was concerned with the best of future of Pakistan under supervision of Jinnah. Despite other hurdles, the infection of corruption was hidden in minds of seated people among those who were worried for Pakistan. Yet the country was struggling to stand on feet so could walk towards future, the sorrow for the lost of father of the nation erupted the joy for the time being.

The biggest mistake which was committed by genuine politicians who were concerned with the country's state of affairs failed to establish themselves, evidently it can be seen that Muslim League completely faded away right after Pakistan was formed. Politicians had given up before the bureaucrats and over time completely lost their way; they were replaced by a different class of politicians who were no different than many dictators we have seen.

Right after the sad demise of a great talented, honest, optimistic and indeed the right person for the job, these infected minds with corruption, being well trained under British system of Ruling started their homework. These incompetent politicians started to avail every opportunity as an advantage. Here, who did what and how is all written in history. These leaders started to become tumor just because of their egos, greed and love of luxuries and being afraid to lose anything yet never remembered the sacrifice of their own companions.

Most of the political system was adopted from the same school of thought that Patriots stands against. Rather to come up with a system which should have been more likely to the basic reason of independence, the same ideology in different colors was applied and executed. These corrupted politicians knew that the country is still in rising let have the best share for what the some of these were trained well. The ex-rulers, British did not forget the creation of Pakistan and worked really well to have doors to inside as per their wish & whim. In the same time, US step forwarded and hold the hand of Pakistan as being friend and started to aid which itself was an uncured disease. For the same reason, people were manipulated in decent manners so they can be fooled to support the one who fits the bill of these so called friends well. The most corrupted become the most hearted leaders in Pakistan. As soon as the infected political system gathered the much power, they started to practice as per their primary evil goals. Wounds were not healed and sewed yet we had the collapse of Pakistan by separation in East just because of ego of one of these kinds of incompetents. If our bureaucracy which in first place shouldn’t be existed in that shape but however would have been loyal to this country then I am sure no incompetent politicians would have ever dared to snitch the right of this nation ever.

The people of Pakistan trusted these people but not on the basis that what exactly going through the minds of those high-ups who are not missing any opportunity for their own sake of benefits. These politicians, since the day first have been playing with the passions and feelings of people. These leaders have been presenting every picture with manipulated colors so could create maximum unrest among people and confuse their minds so they may not think about their rights but to live with fear that we are at brink of destruction and there is no savior except the so called Leaders. The fear factor in nation and the great game of power in upper houses was always played with full monopoly and conspiracy. Being public leaders these politicians always convened the first thing to capture the mind of nation by saying since the independence that, “The country is facing crucial times/situations”.

Some of these never even hesitated to oppose the creation of Pakistan themselves and started to express openly that the creation of Pakistan is injustice and not right and practiced upon the ideology of akhand bhaharat till day after the creation of Pakistan, the Elite-Feudal-class-which had opposed partition.

The details of such traitors are available through the history and their lies bundles of details having lists that how these politicians in the name of liberty played their evil agenda and are being paid good enough by their masters. On other hand, the one who was elected and chosen for legislation was assigned to draw the strategies of defence. The one who is only capable of talks is assigned with tasks for legislations and diplomacy and on other hand the one who is suppose to do the diplomatic tasks is left to talks being called incompetent. The lawmakers were assigned with constructive jobs yet the one who has to look after the work of growth was empowered to make the laws yet become nothing but a dilemma in the end.

In the Last
Since the independence, unfortunately the use of power was never timely applied. The grave incompetence of selection of team can be seen throughout the Pakistan’s history till now. Alas, the real patriots and the founders could have spared to live some more years so we might not be seeing this day.

Every person being authority used his power to remain the one who could enjoy the most of luxuries. All these pull and pushes in misdirection were the part of same conspiracy from the day first by applying the formulas of British school of Thoughts. Firstly, every concerned person was distracted with the fantasy that he is the right person for another job then the same person started to strive for such powers yet the situation become a mess. Since the 1947 till now, we claimed to be independent yet the system never allowed that claim and made us to paddle up till we end while struggling.

Indeed in the name of so called friendship, we have been pushed to the corners or off the journey to the self reliance but it was not easy at all without a corrupted host. Taking the advantage of the same, US & others built a bridge at first being friends and later it turns into a total loss that our leaders in every office becomes fond of luxuries and forgot the nation yet people become under debits of loan and addictive of aid that never let us stand affirm.

It has been well observed that whenever the one tried to do the best, was opposed by these traitors in majority that the loyal seems to be the lie in front of nation yet vanished and eliminated and never heard again. If we look at it once then we will realize that what exactly happened to our motherland that even being independent we are still living like depending on others. Our so called leaders never came up with the law or constitution that permits a common man as an independent and served with rights. Indeed it is blessing of ALLAH that we still stand despite all these messes and hurdles but it cannot be called as firm because we have never strived to sustain independence.

After a long time, yet this country become able to walk towards future with relying per own strength. We are dealing with threat of terrorism and our military is doing the best which is evident and as well as acknowledged by the world. It is also the need of time that our leadership may awake and pay their part that this motherland has been loosing for them and us all. Pakistan is taking once again a pace towards self reliance so let us not may live in delusions being eluded into our minds since independence. We have to stand with our Military in these crucial times and we have to do our job with responsibility as well. Let us support our Military for the job they are doing and in the same time we should take the responsibility to play our role to take forward this country in democratic way.

As per prayers, hard work and sacrifices ALLAH blessed us with Pakistan but our leaders took it as granted and never worked further to take it into the future as to being the rightly independent. Our current political system since the start, the behavior of bureaucracy and injustice especially, will never allow us to grow and face the challenges of future. It is our duty to understand the values, the right values indeed which favor everyone, beneficial for every Pakistani despite of any caste, language, color and religion. The independence of Pakistan was necessity of time and people but to make it a nightmare for the nation and to prove it as a wrong decision, these traitors are still doing the best what they can though by the grace of ALLAH no power can undone Pakistan nor we will ever let it be.

Sorry, but there is nothing new or thought-provoking in this article, but the same re-hashed kool-aid that we have been drinking for decades. What new point does the writer wish to make that has not been made ad nauseum before by many others?
