A CRPF jawan was seriously injured in a pressure bomb explosion, allegedly triggered by naxals, in the dense forest of Sukma district on Sunday, police said.

“The incident took place this afternoon (Sunday) when a team of paramilitary personnel was out on area domination operation in Jagargunda police station area,” a senior police official told PTI.

The blast occurred when a jawan stepped on the pressure IED (improvised explosive device) connection while security forces were cordoning off a forested patch at Rajpenta between Narsapuram and Jagargunda villages, about 450 km away from here, the official said.

“Head Constable Kamal Dev of CRPF’s 74th battalion sustained serious injuries,” he said.

Reinforcement was rushed to the spot and Dev was brought to the camp where, after preliminary treatment he was airlifted to Raipur for further medication, the official said.

A combing operation has been launched in the region to trace the perpetrators of the blast, he said. PT

Malkangiri (Odisha): As many as 94 Maoist supporters and 52 militia members have surrendered before Malkangiri police.

This is a big blow to the Maoists as the surrenders have taken place close on the heels of the killing of at least 28 rebels in a fierce encounter with Odisha and Andhra Pradesh police on October 24 in the district, police said today.

Those who have surrendered were from Sudhakonda and Radulkonda villages under Kalimela Block and included five women and nine village commitee members, police said, adding that they surrendered before Malkangiri SP Mitrabhanu Mohapatra.

They have pledged to dissociate themselves from Maoist activities and to remain in the social mainstream for the development of the backward region, the SP said.

They would be provided benefits in accordance with the state government's surrender and rehabilitation policy, Mohapatra said.

A woman Maoist Dhanamati Bhaja, who was injured during the recent joint operation of the security personnel of Odisha and Andhra Pradesh in cut off area of Chitrakonda reservoir, approached Malkangiri Superintendent of Police (SP) Mitrabhanu Mohapatra on Tuesday and sought medical treatment.

A group of 94 Maoist supporters and militias from two villages of Kalimela police station area also surrendered at the Malkangiri district police headquarters.

Speaking to The Hindu , Mr Mohapatra said as Dhanamati was in urgent need of medical help, she was immediately admitted to the Malkangiri district hospital. She has sustained bullet injuries on her leg. Dhanamati hails from Dabugada village of Malkangiridistrict and was a cadre of Kudumulguma area committee of the banned Maoist organisation. “Right now we are concerned about her treatment. She is expected to officially surrender only after she becomes well,” said the SP.

The surrendered Maoist supporters included 25 militias and six village committee members. According to the SP, the surrendered militias would be rehabilitated as per the policy of the State government.

A Naxal was killed in an exchange of fire with security forces in Chhattisgarh’s insurgency-hit Kanker district, the police said on Friday

The skirmish took place late on Thursday evening between a team of Border Security Force (BSF) and the ultras in a forest near Gome village under Koyalibeda police station limits, a senior police official told PTI.

The killed Naxal was identified as Shobhi Ram Kawachi (30), member of Panidobir LOS (local organisation squad) of Maoists, he said.

Since November 9, eight BSF teams were carrying out anti-Naxal operations in the forests of Koyalibeda and adjoining Abhujmarh, a Maoist bastion, around 350 km from here. A group of rebels opened indiscriminate fire on a patrolling party and fled when the security personnel zeroed in on them, the officer added.-PTI

A police jawan, who was also the nephew of a former Congress district president, was hacked to death by suspected Naxals in Chhattisgarh’s insurgency-hit Bijapur district, police said on Friday.

Assistant constable Rahul Raidu (27), posted at the Bhairamgarh police station, was attacked by suspected Naxals late on Thursday, Bijapur Superintendent of Police K. L. Dhruv said. Raidu, who joined the force in 2011, was the nephew of former Congress Bijapur president Ajay Singh, a native of Bhairamgarh, police said.

A naxal deputy commander was killed in a gun-battle with security forces in Chhattisgarh’s insurgency-hit Kondagaon district, police said on Saturday.

The cadre, identified as Boti Kashyap, was gunned down in the skirmish last night at Kudoor village under Mardapal police station limits, Superintendent of Police, Kondagaon, Santosh Singh said.

Police had received a tip off that the Maoists will be holding a ‘jan adalat’ where they were to penalise some villagers, the SP said.

Following the alert, district police teams from Narayanpur and Kondagaon were sent to Kudoor. As soon as the security forces arrived at the spot, the rebels opened fire to which they fired in retaliation.

The naxals fled from the spot. Kashyap’s body was recovered during the search, while an INSAS rifle, a 12-bore gun, one radio set and few other itmes were recovered, he said.

Mr Singh further said blood was found spilled in the site alongside impressions of bodies being dragged from the spot which indicate that some more ultras might have been injured in the gun-battle. - PTI

Arms and ammunition recovered
A Maoist militia commander was on Monday gunned down in an exchange of fire with security forces in Chhattisgarh’s insurgency-hit Sukma district, police said.

The skirmish took place in the wee hours between District Reserve Group (DRG) and rebels in the jungles of Dornapal Police Station limits, Sukma Additional Superintendent of Police (Anti-naxal operations), Jitendra Shukla, told PTI.

Acting on a specific input about the presence of a group of armed ultras in the forest between Arlampalli and Medwahi villages, around 500 kms from here, a squad of DRG was dispatched to the location late last night, he said.

When the DRG party reached the target area in the early hours, they came under heavy fire from Maoist which led to gun-battle between both the sides, the ASP said.

However, ultras soon fled from the spot.

During the search, body of a naxal clad in ‘uniform’, a country made rifle, some 12 bore live ammunition, wire and other items were recovered from the spot, he said.

The killed Maoist has been identified as Vanjam Nanda, a very active Militia commander against whom at least 12 warrants issued by various courts in grave naxal offences were pending, the ASP said.

Nanda had served as the head of Janatana Sarkar group Maoists in Arlampalli, Medwahi, Tonguda and Toyapara villages of the region, he said.
 
Union Minister for Petroleum and Natural Gases Dharmendra Pradhan defied advice of local police administration not to tour Maoist-infested areas and visited encephalitis-affected Palkonda village in Malkangiri district of Odisha on Monday.

Mr Pradhan was leading a BJP team to make on the spot enquiry about outbreak of JE and AES in Malkangiri district. Mr Pradhan is under Z-category security cover and his earlier proposed visit to the district on November 4 had been cancelled for security reasons.

Speaking to The Hindu , Malkangiri Superintendent of Police (SP) Mitrabhanu Mohapatra said on November 12, the administration had provided proposed tour schedule of Mr Pradhan to the district police. “Except Palkonda, we had agreed to allow his visit to all other places. Palkonda, situated at a distance of 25 kilometres from Malkangiri district headquarter is connected by kutcha road, which increases security threats in this Maoist violence prone region. So, as per Z-security protocol we had requested him to keep Palkonda out of his tour schedule,” the SP said.

But Mr Pradhan defied the directive to reach Palkonda. Personnel of Border Security Force (BSF), posted for anti-Maoist operations in the area provided security cover to him during his visit. No State government officials accompanied the minister. At Palkonda, he met Umesh Madhi (10), the class IV student, who had written to PM Narendra Modi seeking his help in eradication JE. He also interacted with localites and enquired about measures being taken to check the disease. The BJP team also visited some other encephalitis-affected villages.

Later Mr Pradhan enquired about treatment of encephalitis-affected children admitted in Malkangiri district headquarter hospital and interacted with social activists of the district.

Later speaking to newsmen, Mr Pradhan expressed his displeasure over denial of provision of security arrangement by the State police. “I will take up this issue with the Union Home Ministry,” he added.

The BJP team will send its report regarding the situation in Malkangiri district Central government.

Mr Pradhan was accompanied by former State BJP president Basanta Panda and former party president K V Singhdeo.

One is a senior leader with 19 pending cases
Four Maoists in the Malnad region — one of them a senior leader with 19 pending cases — returned to the mainstream on Monday. They appeared before the police and the State-appointed committee set up to implement the policy of encouraging left-wing extremists to give up arms.

All the four have said that they do not want any “rehabilitation package” from the government and have surrendered only to join the democratic mainstream.

Those who surrendered are Nilaguli Padmanabha (45), a prominent leader, Rizwana Begum alias Kalpana (33), Bharati alias Deepa, and Raju alias Parashuram (40).

Padmanabha, a native of Nilaguli in Koppa taluk, is said to be a “key person” involved in naxalite movement in the State for a very long time. The State government had announced a reward of Rs. 5 lakh on him. In 2004, Padmanabha lost a leg in a police encounter near Barkana near Agumbe.

Rizwana Begum, a native of Kurktakunda in Raichur, has two cases against her. She is married to Raju, a native of Kalaburagi. Both Rizwana Begum and Bharati, wife of Padmanabha, carried a reward of Rs. 1 lakh each.

Superintendent of Police K. Annamalai told presspersons that the Maoists had written to the State committee expressing their willingness to return to the mainstream. “As per the policy, we have made them appear before the district committee. Considering the cases pending against them, Padmanabha and Rizwana Begum would be taken into police custody. Raju and Bharati, who are not facing cases, will go free. However, they have been asked to cooperate with the police if required,” he said.

No demands

All the four have thanked the State government for giving them this opportunity.

Deputy Commissioner G. Satyavati told presspersons that as per the government’s rehabilitation policy, naxals who returned to the mainstream would get Rs. 5 lakh in cash besides financial assistance for vocational training. “However, the four members have said that they are not joining the mainstream for a package but to continue to work for people within the democratic set-up.”

Senior advocate A.K. Subbaiah, member of the State committee, said naxals were “good human beings, but the path they chose was not right.” Now, they have understood that they can work for the better in a more meaningful way, he said.

With reports that Maoists are making efforts to exchange their ill-gotten cash in the form of demonetised 500 and 1000 rupee notes using poor tribals, the police in Naxalite-infested Malkangiri district of Odisha bordering Chhatisgarh and Andhra Pradesh have started keeping a strict watch on branches of banks in remote pockets.

According to Malkangiri Superintendent of Police (SP) Mitrabhanu Mohapatra, the police had received intelligence reports that Maoists were trying to deposit their stock of old 500 and 1000 rupee notes in Jan Dhan accounts of poor tribals through threats or other means. To check this attempt of ultras, all banks have been directed to keep a watch on the huge deposits being made in Jan Dhan accounts. “There is extra watch on persons coming from cut off area of Chitrakonda reservoir”, he said.

On Tuesday, a tribal, who had come to deposit Rs1.30 lakh at Chitrakonda branch of State Bank of India (SBI) was detained by the police and taken for interrogation to ascertain source of the cash. A long queue of tribals was seen at this bank branch who were holding large quantity of cash in the form of old 500 and 1000 rupee notes.

Security has also been strengthened at bank branches and ATM counters in Maoist-prone district as there is fear that ultras may also try to loot new currency notes during their transportation or from banks. In April 2009, armed Maoists had looted around Rs. 99 lakh from a vehicle transporting cash from SBI branch near Chitrakonda.

Six alleged members of the outlawed Communist Party of India (Maoist) were killed and two were captured alive by security forces in Dantewada district of south Chhattisgarh on Wednesday.

“Six Maoists, three of them women, were gunned down in an encounter in Dantewada today. Two Maoists have been captured alive by our men along with three rifles and other weapons,” Chhattisgarh’s Special Director General of Police (DGP) D.M. Awasthi told The Hindu, adding: “This is an initial input from our parties. Many more Maoists were injured in this operation which was launched the day before yesterday.”

The encounter took place near Bugum-Perma forest on the border of Sukma-Dantewada district.

The District Reserve Guard and the Special Task Force had participated in the operation.

The casualties on the Maoist side could increase after the search of the area.

Construction of Roads in Naxal Affected Areas



A total length of 4148 km out of 5422 km roads have been completed in the States of Telengana, Bihar, Chhattisgarh, Jharkhand, Madhya Pradesh, Maharashtra, Odisha and Uttar Pradesh till 31st October, 2016.

The State wise details of sanctions under Road Requirement Plan and achievement so far for up gradation of National Highways and State roads in the districts affected by left-wing extremism from 2009-10 to till date.

The Ministry of Road Transport and Highways has requested State Governments to constitute District Level Coordination Committee headed by District Magistrate comprising of District Superintendent of Police, Central Armed Police Forces, State PWD and Contractor to plan and proceed with the area domination by Armed Forces, in the areas affected by law and order problems.

This information was given by the Minister of State for Road Transport and Highways Shri Pon. Radhakrishnan in written reply to a question in Lok Sabha today.

Five naxals were gunned down by security forces in the jungles of Chhattisgarh’s Narayanpur district in Maoist hotbed Bastar, police said today.

“The skirmish took place last night between a joint team of District Reserve Group (DRG) and ultras in the jungles of Tuspal and Becha Kilam villages under Chhotedongar police station limits,” Inspector General of Police (Bastar Range), S.R.P. Kalluri told PTI.

This is the second biggest encounter in Bastar this month after bodies of six naxals, including three women, were recovered post a gun battle in Dantewada on November 16.

“At least half a dozen cadres of Military Company VI of Maoists were killed in the gun battle at Narayanpur,” Kalluri said tagging the operation as “surgical strike”.

DRG teams from Kondagaon and Narayanpur districts had jointly launched the operation into the core areas of Abhujmad — considered as Maoist den, based on specific inputs, the IG said.

When they reached the jungles of Tuspal and Becha Kilam, the gun battle broke out between both the sides, he said.

Five bodies and as many weapons have been recovered from the spot, he said, adding that no harm was reported to security forces and more details were awaited.

With this, so far as 15 Maoists have been killed in separate encounters in Bastar division this month, the IG added.

The Central Government is pursuing a multi-pronged strategy to tackle Left Wing Extremism in the country, consisting of security related measures, development related interventions, ensuring rights and entitlements of local communities etc. In order to supplement the efforts of the State Government besides other projects such as construction of roads, improving networks of banks, post offices etc, Government of India has sanctioned 160 Fortified Police Stations in Bihar and Jharkhand of which 141 have been completed. 966 Mobile Towers were sanctioned and made operational. In addition, the Central Government assists States in reimbursement of Security Related Expenditure (SRE), providing funds for modernization of State police for equipment/arms etc.

This was stated by the Minister of State for Home Affairs, Shri Hansraj Gangaram Ahir in written reply to a question by Shri S. Rajendran in the Lok Sabha today.

Malkangiri: As many as 222 Maoist supporters, including 77 women, on Tuesday surrendered before the Odisha Police in Malkangiri district.

The Maoist supporters came laden in trucks to surrender before Malkangiri Superintendent of Police Mitrabhanu Mahapatra.

On Sunday, 145, while on Monday, 101 Maoists supporters had surrendered before police.

Surrenders are said to be a result of intensified police action coupled with demonetisation drive that has created a furore among Maoist supporters.

One sub-inspector of the Central Reserve Police Force (CRPF) was killed and two CRPF constables were injured when a pressure IED (Improvised Explosive Device) planted by Maoists exploded in Sukma district of South Chhattisgarh on Tuesday.

The incident took place near Chintalnar village of Sukma when a team of the CRPF's 74th battalion was out an anti-Maoist operation on Tuesday morning.

"CPRF sub-inspector G.S.Bisht died in the incident and two CRPF constables were injured," Sukma district Superintendent of Police (SP) Mr.I.Kalyaan Elesela told The Hindu.

The injured CRPF constables were identified as Sanjay Kumar and Sudhakar Rao of the 74th battalion and have been airlifted to Raipur for treatment.
