NATO representatives visit Odesa Military Academy in framework of NATO Days program

The NATO representatives led by Major General Odd Pederson visited Odesa Military Academy in the framework of the NATO Days program.

The guests briefed the Ukrainian military on the NATO structure, tasks, as well as focused on understanding of processes and state of NATO-Ukraine defence cooperation.

Moreover, the NATO representatives toured the academy infrastructure and got acquainted with academic training and discussed a lot of issues aimed at developing the NATO-Ukraine cooperation in defence and political spheres.

Major General Odd Pederson expressed certitude that this visit would become another milestone in the process of defence education development and enhancement of NATO-Ukraine partnership.

Major General Odd Egil Pederson, Deputy Chief of Staff for Military Partnerships, NATO Allied Commands Operations and Transformation, stated it during meeting with Vice Admiral Ihor Voronchenko, Ukraine’s Navy Commander.

The delegations discussed security situation in the Black Sea region, prospects of cooperation, including in Ukraine’s Navy reforms and possible NATO’s assistance.

According to General Pederson Ukraine is a reliable NATO’s partner and NATO will increase and develop its ongoing support for Ukraine.

“This meeting is very important as we demonstrate that the Alliance supports Ukraine in its defence reforms, reforms of the Armed Forces of Ukraine, including Navy,” the NATO representative said.

Vice Admiral Ihor Voronchenko praised the efficiency of military cooperation, thanked the foreign colleagues, NATO for longstanding support for process of development of the Ukrainian Navy.

Former Prime Minister of Ukraine, leader of the People's Front Party Arseniy Yatsenyuk has discussed the situation in the east of Ukraine and progress of peace talks on the region during his meeting with U.S. Vice President Joe Biden.

"The United States should take part in the negotiation process on the settlement of [the crisis in] eastern Ukraine [I've] voiced this position at a meeting with U.S. Vice-President Joe Biden," Yatsenyuk said on Facebook on Thursday.

He also said he had not changed his position on the crisis.

"There are key conditions for further debate on the political settlement - this is security. Russia must leave the Ukrainian territory. Nothing has changed here. Firstly, [it is] the ceasefire. It has not happened. Secondly, [it is] the withdrawal of troops and heavy weapons. Thirdly, [it is] retaking control over the Ukrainian border," he wrote.

These are three key positions that are part of the Minsk agreements, he wrote, Russia must be pressed to fulfill them.

"The U.S. side supports the position that the first and main stage is security. We cannot continue with political issues without solving the problem of security," he said.

Draft Concept of Civil Democratic Control over Armed Forces of Ukraine was discussed during an international seminar organized by OSCE projects coordinator along with Ministry of Defence of Ukraine and Verkhovna Rada of Ukraine (Parliament of Ukraine) held at the National Defence University of Ukraine.

Its participants focused on ways of enhancing parliamentary and civil control over the military.

“Civil democratic control over the Armed Forces, defence sphere and law enforcement institutions is a political standard of Europe and the Alliance requirement for NATO membership,” Mrs Ivanna Klympush-Tsyntsadze, Vice Prime Minister of Ukraine for European Integration, stressed in her opening remarks and added that ‘Russian aggression against Ukraine considerably changed the public opinion and attitude of the Ukrainian politicians in favour of NATO’.

Mr Ihor Dolhov, Deputy Minister of Defence for European Integration, remarked that development of democratic control over the Armed Forces is one of the directions of the defence reform initiated by the Ministry of Defence of Ukraine.

“This is a requirement of the modern Ukrainian society wishing to see the army as a transparent and controlled structure accomplishing the people’s will but not as a political tool. It’s very difficult, but it’s possible to do. Now we observe the increase of a civil share within the Ministry of Defence, reorganization of security institutions under the NATO standards. The implementation of the Concept of Civil Democratic Control will ensure the required work and establish an efficient military organization to which the Ukrainian citizens can trust the defence of their country,” Mr Dolhov underscored.
 
US delegation visited Kharkiv National University ‘Kharkiv Polytechnic Institute’.

The guests toured the infrastructure, got acquainted with the system of training in this military higher school and participated in a briefing focused on discussion of prospective cooperation.

“I’m pleased to see this high level of training of future officers. I see that a lot of attention is paid to education here,” Lt. Gen. Frederick Ben Hodges, Commander of United States Army Europe, stressed.

The US delegation also paid a visit to companies of Ukroboronprom and WIA soldiers in hospital.

On November 3, the Ukrainian delegation led by Deputy Minister of Defence of Ukraine — National Armament Director Lieutenant General Ihor Pavlovskyi attended the 50th Meeting of the Conference of National Armament Directors (CNAD) in Brussels chaired by Camille Grand, Assistant Secretary General for Defence Investment.

Its participants focused on cooperation between defence ministries and industry, international cooperation in the framework of the Smart Defence NATO Concept, and monitoring of implementation of technical standards aimed at achieving armament interoperability.

Moreover, Deputy Minister of Defence of Ukraine held a range of discussions on bilateral military technical cooperation with representatives of NATO nations and partners.

Minister of Defence of Ukraine General of the Army of Ukraine Stepan Poltorak held meeting with a group of senior foreign advisers.

They discussed the situation in the east of Ukraine and further work within MoD of Ukraine.

The US, UK, Canadian, and Lithuanian advisers remarked they had revised the system and started their practical work.

“It’s very important for us to evaluate and assist at all levels of initiated reforms. Hence, advisers we’ll hold meeting with heads of sub-committees of the committee of reforms of the Ministry of Defence of Ukraine,” the minister stressed underlining this work was very important for implementation of reforms and international experience.

“I’m sure the work of senior advisers will be successful and fruitful as you have experience and wish to help. The Ministry of Defence of Ukraine is ready to support your initiatives and ensure your working process,” General Poltorak underscored.

Foreign advisers praised the achievements of the Ukrainian army over the past two years.

Minister of Defence of Ukraine General of the Army of Ukraine Stepan Poltorak stressed it during working meeting with a group of senior foreign advisers.

“We are about to complete the Draft State Program of development of Armed Forces of Ukraine and we’re interested in knowing our foreign colleagues’ opinion as experts and we’re waiting for their constructive feedback or proposals concerning this document,” the Minister remarked, “It’s necessary to consider foreign experience because one of our goals of reform is to achieve full compatibility with Alliance armed forces.”

The Ukrainian marines participate in international NATO training course held in Romania.

The Ukrainian military will learn tactics of raids; enhance their knowledge and skills in development of procedures and training programs, etc.

This event ensures contribution to support and development of military cooperation with armed forces of NATO nations and partners and training of the Ukrainian Navy units under the NATO standards.
 
In the framework of the Maple Arch 2016 Ukrainian, Polish, and Lithuanian servicemen led by Canadian instructors begin planning and decision-making process.

Staff officers from Ukrainian Assault Airborne Battalion, Lithuanian Mechanized Infantry Battalion, Polish 5th Podhale Riflemen, Air Defence, Combat Logistical, Engineer and Headquarters Battalions have worked tirelessly on the analysis of the higher HQ mission.

“We understood the Multinational Brigade Commander’s intent, did research on our area of responsibility and began developing options for the Ukrainian Airborne Battalion operation. This is a challenging task and it requires efforts and experience in the field of NATO procedures. We employ these practices with the mentorship of the Canadian instructors. I am sure, that after participating in this Exercise my subordinate staff will be better prepared to execute overseas operations” explained Major Oleh Balias, Ukrainian Airborne Battalion Commander.

According to Colonel Volodymyr Yudanov, the Lithuanian-Polish-Ukrainian Brigade Deputy Commander, MAPLE ARCH 16 will allow the troops to develop their professionalism, sharpen their skills and develop a common vision on operational processes among the LITPOLUKRBRIG affiliated units. Joint training brings an opportunity for participating nations to learn about their partners’ best techniques in conducting Crisis Response. This knowledge transfer will contribute to building long-lasting relationships and build trust among participants.

In Izmail, Ukraine, Commander of the Ukrainian Navy Vice Admiral Ihor Voronchenko held discussions with Chief of Romanian Naval Forces Staff Vice Admiral Aleksandru Mirsu.

The parties discussed the prospects of cooperation of the Naval Forces of Ukraine and Romania.

Vice Admiral Ihor Voronchenko underscored the importance of development of bilateral cooperation, enhancing stability in the north-southern sector of the Black Sea, as well as developing maritime safety in the region.

Vice Admiral Aleksandru Mirsu thanked for this meeting, “Our discussions were amicable and fruitful. Development and intensification of bilateral cooperation and partnership are very important for us,” and he reassured that the Romanian Naval Forces intended to participate in the next Sea Breeze maneuvers.

Ukraine may join NATO in four years, Ukrainian Defense Minister Gen. of the Army Viktor Muzhenko said in Tallinn on Friday.

"In keeping with Ukrainian President Petro Poroshenko's directive, the armed forces must be ready for this in 2020. We are well capable of meeting this target," Muzhenko said on Estonian television.

"The Ukrainian armed forces have gained the necessary combat experience and are actively preparing at the moment for possibly joining NATO," he said.

"There are still a lot of technical issues concerning modifications of weapons and hardware. There is also an issue of the unification of training practices. Some doctrinal documents are lacking. That is, there is still a lot of room for such activities," Muzhenko said.

Estonian defense forces Commander Lt. Gen. Riho Terras vowed to support Ukraine in its NATO aspirations but declined to guarantee that it will become an alliance member in 2020.

"We will hold staff negotiations at the start of next year, where we will be able to discuss cooperation in defense planning in detail," Terras said.
 
On November 21-24, Brussels hosted the 46th Meeting of Committee of the Chiefs of Military Medical Services in NATO (COMEDS). The representatives of the medical service of the Armed Forces of Ukraine and Project office of reforms of the Ministry of Defence of Ukraine attended the event.

The Ukrainian delegation focused its presentation on ongoing reforms of the military medical service of Ukraine, as well as some medical aspects of the Strategic Defence Bulletin.

The representatives of Ukraine also announced the establishment of the Training Centre for Tactical Medicine and Operations at the International Peacekeeping and Security Centre.

The experts of the Medical Service of the Armed forces of Ukraine joined the process of development of a new version of AJP 4.10 ©. The parties also agreed to develop cooperation in different related spheres.

There are some profound differences between NATO and Russia on the Ukrainian crisis, NATO Secretary General Jens Stoltenberg said following the NATO-Russia Council meeting in Brussels on Monday.

The Ukrainian crisis was the first topic discussed at the meeting, Stoltenberg said.

"Today, Allies reiterated their strong support for Ukraine's sovereignty and territorial integrity. Allies do not, and will not, recognise Russia's illegal and illegitimate annexation of Crimea," Stoltenberg said in a statement published by the NATO press service.

"The situation in eastern Ukraine also remains of deep concern", while "ceasefire violations have reached record levels in recent months", Stoltenberg said. "Heavy weapons have not been withdrawn. And OSCE monitors have repeatedly become targets [of shelling]," he said.

Stoltenberg also pointed out that the Minsk Agreements that provide a plan for the settlement in eastern Ukraine, must be performed in full by their signatories.

"Allies called on Russia to use its considerable influence on the militants," Stoltenberg also said.

NATO and Russia held more than three hours of talks on Monday, discussing ways to reduce military accidents but also underscoring their deep disagreement on the conflict in Ukraine.

Western diplomats said the fact that the NATO-Russia Council, where the Russian ambassador to the North Atlantic alliance sits with members states' envoys, had met at all was significant after an increase in Russian military deployments.

"Without talking, we cannot solve our differences," NATO Secretary-General Jens Stoltenberg said after the meeting in Brussels.

Russia has alarmed NATO by equipping its Baltic fleet with nuclear-capable missiles and stepping up Cold War-style aerial incursions to probe Western air defenses. In October, it demonstratively sent its sole aircraft carrier close to Europe's shores on its way to Syria.

Russian Ambassador Alexander Grushko gave a detailed briefing on Russian military exercises involving around 120,000 personnel in recent months, NATO diplomats said.

There was also discussion in Brussels of the tactics being used by Russian pilots, which NATO says are unsafe. These include flying barrel rolls over Western aircraft, not sharing flight plans, and flying without the transponders that allow jets to be identified by ground radar.

But Stoltenberg said there continued to be "profound disagreements" on one of the central issues in east-west relations: Ukraine.

He said NATO members would not recognize Russia's annexation of Crimea from Ukraine in 2014, and that the alliance remained deeply concerned about eastern Ukraine, partly controlled since 2014 by rebels whom NATO accuses Moscow of financing.


Despite an internationally-monitored ceasefire, diplomats have cited increasing reports of shelling and civilian casualties.

NATO for its part has responded to increased Russian military activity by planning to deploy troops to the Baltic states and Poland next year. Although it says its plans are defensive, Russia has been irked and sought explanations.

Separately, Ukrainian Europe Minister Ivanna Klympush-Tsintsadze, who met EU officials in Brussels, told Reuters six Ukrainian soldiers had been reported killed on Monday and another 26 wounded in shelling by Russian-backed rebels.

The EU extended economic sanctions against Russia on Monday due to a lack of progress in implementing the Minsk ceasefire deal, under which a cessation of fighting was due to be followed by Kiev agreeing to hold local elections in the region.

"The ball is in the Russian court," Klympush-Tsintsadze told Reuters. "Without security guarantees, without a ceasefire holding ... it will be impossible for Ukraine to move on the political agenda."

National Ivan Chernyakhovskyi Defence University of Ukraine hosted an international scientific methodological conference “Problems of implementation of NATO standards within Armed Forces of Ukraine and ways of their solving”. The ambitious defence reform is a top priority of the Ministry of Defence of Ukraine. Its aim is to achieve operative and technical interoperability of the Ukrainian Armed Forces with Allied armed forces. Hence, the participants focused on the discussion of this issue.

An Alliance representative mentioned in his remarks, that Ukraine was NATO’s partner. This intention is included in the Comprehensive Assistance Package approved after the Warsaw Summit. This practical assistance consists of 49 actions in 13 spheres and is the NATO’s appropriate response to current challenges.

Chief of Defence Staff of Canada Colonel General Jonathan Vance arrived to Ukraine with official visit to inspect the training mission (JMTG-U) conducted at the International Peacekeeping and Security Centre in Lviv oblast.

He discussed with the Ukrainian officials the prospects of the Canadian-Ukrainian defence cooperation.

At the International Peacekeeping and Security Centre General Vance will meet with Canadian instructors training the Ukrainian military.

In July 2016 the Canadian Chief of Defence visited Ukraine and held talks with his Ukrainian counterpart General of the Army of Ukraine Viktor Muzhenko.

In the course of the working trip to Donetsk region, President Petro Poroshenko arrived at the headquarters in the area of Shyrokyne together with the delegation of the U.S. Senators to congratulate the marines on the upcoming New Year.

Ukrainian Defense Minister General of the Army Stepan Poltorak and Chief of Defense General of the Army Viktor Muzhenko escorted the President on his trip.

The President visited the frontline positions of the Ukrainian army in the ATO area. The Head of State visited the marine unit of the Naval Forces of Ukraine, which holds the defense line in Shyrokyne.

Petro Poroshenko had a conversation with the personnel of the 36th separate marine brigade, congratulated the Ukrainian warriors on the coming New Year and Christmas and presented New Year gifts.

At the invitation of the Head of State, the delegation of the U.S. Senators headed by Senator John McCain has also examined the situation in the ATO area. The President also presented the Ukrainian award weapon to the American Senators.

The President held a meeting in the ATO headquarters and heard the report of the chief of staff on the situation in the ATO area, particularly in “M” sector where the shelling of the Ukrainian positions is still continued by pro-Russian militants.

U.S. Vice President Joe Biden will fly to Kiev on Sunday on a farewell visit by one of Ukraine's strongest political supporters, as the country looks forward with apprehension to the new administration of Donald Trump.

Biden, whose visit was announced by the office of President Petro Poroshenko, has been the front man for U.S. policy towards Ukraine since street protests in 2013-2014 forced a Russian-backed leader to flee and the pro-Western opposition took over, promising sweeping reforms whose delivery has been patchy.

The United States has invested heavily in the reform process, providing over $3 billion in economic assistance. It has imposed sanctions against Russia for annexing Ukraine's Crimean peninsula and backing separatists in a conflict in the east of the country.

Biden has been closely involved, visiting Ukraine four times since the change in power and maintaining regular telephone contact with Poroshenko and the prime minister.

Officials in Ukraine have expressed concern that U.S. support could wane following the Jan. 20 inauguration of Trump, who has voiced admiration for Russian President Vladimir Putin and a desire to improve ties with Moscow.

Biden, who last year promised the "unwavering support" of the United States for Ukraine, has nevertheless chastised officials for lacklustre reform efforts, warning that endemic corruption risks undermining international will to maintain sanctions on Russia.

During Biden's last visit to Kiev in December 2015, he made an impassioned speech to the Ukrainian parliament, saying lawmakers needed to do more in "a historic battle against corruption."
