KOLKATA: Senior officials from the prime minister's office in Mauritius are in Kolkata to attend an event that promises to catapult India into the niche league of nations that export naval platforms. More importantly, it will break China's hegemony in the supply of warships and other military hardware to countries in the Indian Ocean region and pose a threat to India.

On Friday, K O Fong Weng-Pooran, senior chief executive, PMO, Government of Mauritius, will launch the 74.1 metre long 'Barracuda', a multipurpose Offshore Patrol Vessel (MOPV) being built by the Garden Reach Shipbuilders and Engineers (GRSE) for her country. This will be the first ever warship to be exported by India.

"Mauritius, due to its strategic location, is of crucial interest to India and other countries. Even the US has extended ties with this small island nation. The most worrisome is China's role to invest in Mauritius. China has been investing heavily in many countries in the Indian Ocean region. This is posing a major threat to India which wants to be looked upon as a regional power. The delivery of the ship will propel India to a status where other nations in the region will look upon her for supply of military hardware and other equipment," an official said.

The US$ 58.5 million contract to build and deliver the MOPV was signed in 2011. The time frame set was 42 months from the signing of the contract. GRSE plans to deliver the warship well within schedule. The ship will have a top speed of 20 knots and a maximum range of 5,000 nautical miles. The fully air-conditioned warship can accommodate a crew of over 90. Its main armaments will be fitted at GRSE after the launching.

"The MOPV will be capable of performing anti-piracy, search and rescue operations, anti-smuggling and anti-poaching operations. It can also provide logistics support and transport troops in case of need. It also supports helicopter operations but doesn't have a hanger," the official added.

They have experiance in civilian ship & DPSUs have monopoly in warship building despite heavy overburden. Recently MOD allows them to make joint venture with pvt. sector to outsource their work. Which give experience & technology of warship building to pvt. sector. Recently Pipavav shipyard sign orders of patrol vessels for 17 nations & L&T is already in fullswing.

GRSE Launches Mauritius Offshore Patrol Vehicle

An Offshore Patrol Vessel (OPV) for Government of Republic of Mauritius was launched on August 2 from Kolkata-based Defence Public Sector Undertaking, Garden Reach Shipbuilders & Engineers Ltd (GRSE). This is the first defence export order for a warship being built in India.

Christened ‘CGS Barracuda’, the ship was launched by senior chief executive, PMO, government of Mauritius, K.O. Fong Weng-Pooran in the presence of the Mauritian High Commissioner, Arye Kumar Juggessar. Others present included deputy chief of the naval staff, vice admiral Pradeep K. Chatterjee and other dignitaries from ministries of defence, external affairs and West Bengal administration.

The contract was inked on March 4, 2011, marking a significant milestone in Indo-Mauritian co-operation and friendship, and also ushered in a new chapter in Indian shipbuilding with the first-ever export order for a warship placed on an Indian shipyard. The keel of the ship was laid on April 23, 2012.

Contracted to be delivered within 42 months, GRSE expects to deliver the ship by end-September 2014, as stated by Rear Admiral (Retd) A.K. Verma, chairman & managing director, GRSE.

The OPV measures 74.10 metres in length and is 11.40 metre wide. It will be capable of a maximum speed of 20 knots and has an approximate displacement of 1,300 tonnes. The cost-effective and fuel-efficient ship has been fitted with state-of-the-art main engines, controls and Integrated Bridge System catering to all needs of communication and navigation. The ship will be provided with improved habitability with fully air-conditioned modular accommodation.

Towards ensuring the safety and security of the maritime and exclusive economic zone of Mauritius, the OPV will be capable of undertaking multifarious roles such as anti-piracy, search and rescue, anti-smuggling, anti-drug surveillance and anti-poaching operations.

It can also undertake logistic support including transportation of dry cargo, fuel oil, fresh food, pollution response and external fire fighting, transportation of small detachment of troops or personnel and helicopter operations without hangar.
