Karachi law and order: CJ inquires about weapons from DG Rangers

August 30, 2013 - Updated 1:30 PKT
Friday
From Web Edition

KARACHI: The Supreme Court of Pakistan (SC) on Friday resumed hearing Karachi law and order case for the third consecutive day at its registry here, Geo News reported.

A five-member larger bench of the apex court headed by Chief Justice Iftikhar Muhammad Chaudhry is hearing the case. The bench has summoned former Custom Collector over the issue of transportation of arms.

During the hearing, CJ questioned the Director General Rangers Sindh, Major General Rizwan Akhtar that from where the weapons come from, it doesn’t fall from the sky.

On this, the DG Sindh Rangers replied that the issue of missing 19,000 arms containers came into limelight many years ago. He further told that those containers arrived and were opened during the time period of former minister for ports and shipping.

The same weapon is being used in Karachi and the city is burning due to the same reason. Moreover, different agencies are investigating about that ammunition, DG Rangers told.

He apprised the bench that local, German and American 9mm pistols are used in the targeted killings, and that the arms sent to the factories of Peshawar and Darra Adam Khel were imported.

Further hearing is currently underway in the court.

Before the hearing, Bena Khalid- wife of a missing man named Khalid- staged a sit-in outside the Karachi Registry. The CJ took note of the protest and ordered the concerned authorities to solve her case.

The CJ’s secretary, on behalf of the Chief Justice, requested Bena Khalid to end her protest and asked her to submit an application. Replying to this, Bena told that she had already filed the application thrice and showed reluctance in filing it again.

She said that she will continue to protest until she will be allowed to meet the Chief Justice.

On Thursday, the CJ observed that criminals were using sophisticated weapons arms than the security forces. Advocate General Sindh conceded that the sophisticated weapons being used by criminals were not locally made.

The federal government submitted its report in the court in which it contended that a full-fledged operation in Lyari might open an additional front and could unleash a new wave of violence.

However, the federal government maintained that action should be taken against a group known as the Mohajir Republican Army.

The report was filed by the Attorney General for Pakistan on behalf of the Ministry of Interior.

The report said that over a period of time, criminal gangs had matured into formidable syndicates which had developed alliances with terrorist cells.

The federal government submitted that Karachi was confronted with multi-dimensional threats compounded by its rapid urbanisation and the major threats were in the form of terrorism, targeted assassinations, sectarian and ethnic killings besides other forms of organised crime.

Unfortunately, it said, that various facets of these syndicates had succeeded in developing political patronage in various forms. Being lucrative, crimes like smuggling narcotics, arms, land grabbing and extortion had become common and routine.

The report said that these alliances had cemented over the previous decade or so and extremely careful and responsible handling was required to disentangle the situation.

Govt to take back report on Muhajir Republican Army: Nisar

ISLAMABAD: Interior Minister Chaudhry Nisar Ali Khan on Friday in National Assembly said that the attorney general’s report which blames a shadowy group Muhajir Republican Army for violence in Karachi will be withdrawn.

The interior minister made this announcement at the floor of the National Assembly.

The report was submitted without his approval, Nisar told the house today.

Attorney-General Munir A Malik on August 29 uncovered the existence of this group in the report submitted at a hearing of the Karachi law and order case.

Malik had filed this report in response to the Supreme Court notice to the federal government to present its stance on assisting the Sindh government in curbing unabated violence and crime in the metropolis.

The report suggested legal action against the group if and when its members are identified. “All-out efforts are required to identify the members of the Muhajir Republican Army and action taken against them under the law,” it said.

YESTERDAYS HEARING ON KARACHI

CJ assails Sindh govt, equates Karachi to weapon smuggling hub

KARACHI: Pakistan’s top judge said Thursday that weapons in large quantities were being smuggled in through the Karachi port and supplied throughout the country, including Balochistan.

Citing media reports, he said around 19,000 containers carrying weapons for Nato and US forces fighting in neighbouring Afghanistan had gone missing.

Chief Justice Iftikhar Muhammad Chaudhry, who headed a five-member Supreme Court bench, came down heavily on the chief secretary Sindh and provincial police chief, saying both were not realising their responsibilities to ensure protection of lives and property of citizens.

The bench, with Justice Jawad S. Khawaja, Justice Gulzar Ahmed, Justice Athar Saeed and Justice Sheikh Azmat Saeed as its members, was hearing the Karachi law and order suo motu implementation case at the apex court’s Karachi registry.

Expressing dissatisfaction with the reports submitted to the court by IG Sindh Police and the chief secretary over the missing Nato containers, the court summoned chief collector Customs to the hearing on Friday.

Questioning competence of the police, the court asked why CPLC was successful in catching culprits of kidnapping and murder cases, while the police was still unable to come up with anything substantial.

The bench was astounded with the advocate general Sindh’s statement in which he declared Karachi a ‘war zone’. CJ Chaudhry wondered why the advocate general of Balochistan had not given a similar report when worse cases had taken place in that province.

Meanwhile, Attorney General of Pakistan Munir A. Malik also submitted a report before the court, stating that the major reason for worsening law and order situation was the ‘growing population’ in the port city.

He also stated that drug cartels, weapons smugglers and gangs operating in the city had become a norm.

The federal government’s report further stated that any major operation in Lyari should be avoided. It also advised on banning pillion riding, while cautioning against shutting down cellular networks without prior coordination.

The report also revealed presence of a militant group namely “Muhajir Republican Army” in Karachi and recommended legal course of action upon identification of its members.

The court was also told that any mobile phone SIM card which could not be verified by September 15 would be permanently blocked.

The chief justice remarked that there was an ongoing turf war between different groups in the city and the federal government had not given any input to the provincial government during last two years to normalise the situation.

The bench directed the attorney general and advocate general of Sindh to seek instructions from federal and provincial governments to ensure protection of citizens’ lives.

The bench will take up the case again on Friday, Aug 30 at the Karachi registry.

The problem is that MQM is an intel network for British MI6. This is proved from the article below in Guardian.

Altaf Hussain, the notorious MQM leader who swapped Pakistan for London | World news | The Guardian

So unless Karachi is cleaned up of foreign interests, every operation will fail.

I dont think in all my honesty that Nawaz Sharif & his group can annoy UK. They also have their laundered money, business and kids in UK. So it will remain a stalemate. As long as we have 'democracy' or put it the other way, as long as we keep voting these a$$holes in.

Not just that, these gangs of extortionists and kidnap for ransom are coming from PPP strongholds. PPP has a tacit approval & connivance of these groups. After all, its 80 million a day extortion market!

and you know who is this Former minister for Ports and Shipping.....

Babar Khan Ghori | Federal Minister for Ports and Shipping. @ Pakistan Herald

the containers and customs doesnt come under the ministry of ports and shipping
