ISLAMABAD: Pakistan and Iran on Sunday finalized US $ 7.5 billion gas project dubbed as a peace pipeline to start supply of natural gas to the former from 2014.

The landmark agreement was signed by Iran's deputy oil minister Javad Ouji and Pakistani delegation including among other officials Secretary Ministry of Petroleum and Natural Resources Kamran Lashari and Managing Director Inter-State Gas Company Naeem Sharafat in Tehran.

" Now the project has entered into implementation phase and there are no further formalities left in way" Naeem Sharafat said.

He said the IP project was another testimony of the long historic andcordial relations between Pakistan and Iran," the official said.

The pipeline will connect Iran's giant South Fars gas field with Pakistan's Balochistan and Sindh provinces.

Pakistan has to construct about 700-km pipeline from the border, traversing along the Makran Coastal Highway to connect with its existing gas transmission network at Nawabshah. A 42-inch diameter pipeline is planned to be built, which is estimated to cost US$ 1.65 billion.

The project is crucial for Pakistan to avert a growing energy crisis,already causing severe electricity shortages in the country and the project would help generate around 5,000 megawatts of electricity.

Under the gas sale and purchase agreement (GSPA), Pakistan will import about 750 million cubic feet a day (mmcfd) with a provision to increase it to one billion cubic feet a day (bcfd).

The volume of imported gas will be about 20 per cent of Pakistan's current gas production and the agreement is for a period of 25 years, renewable for another five years.

Iran has the world's second largest gas reserves after Russia but hasstruggled for years to develop its oil and gas resources.

Sanctions by the West, political turmoil and construction delays haveslowed Iran's development as an exporter.

Iran state television said the pipeline was 1,000 km (620 miles) long, with about 907 km of it already built.

Pakistan-India (IPI) gas pipeline project was conceived in early nineties. However, the project could not take off for various reasons, including the new gas discoveries in Pakistan of Miano, Sawan and Zamzama, Indian concerns on pipeline security and Iranian indecisiveness on certain issues.

Pakistan would be allowed under an agreement signed in March to charge a transit fee if the proposed pipeline is eventually extended to India.

The project was revived and bilateral Iran-Pakistan Joint Working Group (JWG) was constituted and the first meeting was held on December 29-30, 2003 in Islamabad.

Iran, Pakistan sign gas export deal

TEHRAN — Iran and Pakistan formally signed on Sunday an export deal which commits the Islamic republic to supplying its eastern neighbour with natural gas from 2014.

The contract is the latest step in completing a multi-billion dollar gas pipeline between Iran and Pakistan within the next four years.

"This is a happy day," Iran's Deputy Oil Minister Javad Ouji told reporters at the contract signing ceremony in Tehran.

"After decades of negotiations, we are witnessing today the execution of the agreement... to export more than 21 million cubic metres (742 million cubic feet) of natural gas daily from 2014 to Pakistan," he added.

He said that from Monday, Iran will start building the next 300-kilometre (187.5 miles) leg of the pipeline from the southeastern city of Iranshahr to the Pakistani border, through the Iranian port of Chabahar.

Iran has already constructed 907 kilometres of the pipeline between Asalooyeh, in southern Iran, and Iranshahr, which will carry natural gas from Iran's giant South Pars field.

Pakistan's Deputy Energy Minister Kamran Lashari, who was present at the signing ceremony, said that Islamabad will conduct a one-year feasibility study for building its section of the pipeline.

It will then "take three years for constructing the 700-kilometre pipeline" from the Iranian border to the Pakistani city of Nawabshah, he added.

The pipeline was originally planned between Iran, Pakistan and India, but the latter pulled out of the project last year.

Pakistan plans to use the gas purchased from Iran for its power sector.

Ouji said that Iran, which has the second largest gas reserves in the world, currently produces 600 million cubic metres of natural gas, of which 430 to 440 million cubic metres is consumed domestically.

It plans to raise output to 900 million cubic metres over the next three years with the expansion of South Pars and hopes to further hike it to 1,100 million cubic metres by 2015.

Why is everybody still referring it as I-P-I pipeline? Remove the last "I", India's not hopping on this one.

So, it's just "IP" pipeline.

Nothing is going to happen as this agreement has now become a law in both respective countries. Both countries are bound to go ahead and they cannot back off any longer. This agreement has been governed by the "French Law" denying any advantage to either nations in case of dispute. Both countries will have to comply with this law even if one country has no money to buy gas or other country does not want to sell it anymore

i read all above news in full details there is not a single part where they mentioned/dubbed as IPI. The only thing they did described its history by saying "The pipeline was originally planned between Iran, Pakistan and India, but the latter pulled out of the project last year."

Besides that i did not read anything about India. Open your eyes

Have you thought of the benefits to India if the Iran – Pakistan Gas Pipeline Project goes through?

Here are Pakistan’s and India’s Trade Figures with Iran for the Financial Year 2008-2009 :

Pakistan : Exports to Iran : US$ 187.104 Million - Pakistan : Imports from Iran : US$ 506.939 Million

India : Exports to Iran : US$ 2,534.01 Million - India : Imports from Iran : US$ 19,972.74 Million

Thus Pakistan’s Total Trade with Iran was US$ 690.043 Million

In contrast India’s Total Trade with Iran was US$ 22,506.75 Million i.e. US$ 22.50675 Billion

As such if Pakistan is successful in getting Iranian Gas via a Pipeline then India is benefited many many times over.

So please wish the Iran-Pakistan Pipeline SUCCESS.

Yes it does raise a concern since US has sanctioned Iran and all sort of trade with IRAN is not allowed however i think it may only apply to NATO countries and Pakistan / India are not NATO.
US can assert some political pressure on PAK to stay away from IP but the final deed was signed after the sanctions so the relevant parties must have given it a thought before doing this.
 
Finally... Its a thing done late but good...

Good to strengthen the relations of Iran-Pakistan, which were a bit shaky the past few years.

The time when its get in black and white is again something criticial for Iran. A tough decision for Pakistan now. Lets see will the POWERS can hold us apart.

1. No one has asked the IMF or WB to fund it. 2. Responding to some other points about sanctions on Iran and whether they affect the pipeline - NO - this is a commercial agreement which does not include any sanctioned entities in Iran, so it doesn't.

As for costs, Iran and Pakistan are both responsible for around 250Km of pipeline. The Pakistani component of this will cost around $1.65B. This is not a huge amount given that the work will be completed over 4 years, so the annual allocation is not that large.

Also, there are interested parties jumping into this already, so there is no problem of funds on either the Iran or Pakistan side. Please see link below for news re China's interest in investing $2.5B into this project.
