Cattle shandies are conducted on a large scale at three places: Karunkalpalayam, Puliampatti and Anthiyur, and on lesser scales at Modachur, Kanagapuram, Perundurai, Seenapuram, Sivagiri, Melampadi, Sanisandai, Kavindapadi, Sathyamangalam, Siruvalur and Puduchandai.

Fodder depots

According to the department statistics, 125 fodder depots were established throughout the State during 2014-15, at an expenditure of Rs. 12.5 crore, to purchase dry fodder from cultivators and supply the same to livestock farmers for Rs. 2 per kg.

Subsequently, 60 more fodder depots were established, at an investment of Rs. 6 crore. During the year, 9,500 metric tonnes of dry fodder were distributed to nearly 1.05 lakh needy farmers for feeding about 4.36 lakh animals.

The Union Agriculture & Farmers Welfare Minister, Shri Radha Mohan Singh has said that the milk production has recorded a growth rate of 6.28% during last two years 2014-15 and 2015-16, which is much higher than the growth rate of around 4% in the previous years. Shri Radha Mohan Singh further stated that per capita availability of milk increased from 307 gram per day in 2013-14 to 340 grams per day in 2015-16, a growth of 5% which was below 3% before 2014-15. This was stated by Agriculture Minister during the National Milk Day Celebration in New Delhi today. National Milk Day is celebrated in India on the birth anniversary of Dr. Verghese Kurien, the Father of White Revolution. The Minister of State for Agriculture & farmers Welfare, Shri Sudarshan Bhagat, Scientist and officers of the Department of Animal Husbandry, Dairying & Fisheries, Department of Agriculture & Cooperation, ICAR and representative of Milk Federations from across the country were present on the occasion. During the event e-pashuhaat portal (www.epashuhaat.gov.in) was also launched.


Agriculture Minister informed that for the first time in the world under the scheme National Mission on Bovine Productivity ‘e-pashuhaat’ portal has been developed for connecting breeders and farmers regarding availability of bovine germplasm. Through the portal breeders /farmers can sell and purchase breeding stock, information on all forms of germplasm including semen, embryos and live animals with all the agencies and stake holders in the country has been uploaded on the portal. Through this portal, farmers will be aware about the availability of quality disease free bovine germplasm with different agencies in the country. The portal will lead to propagation of high genetic merit germplasm.


Shri Singh mentioned that Dr. Kurien’s contribution in organizing the dairy farmers in the form of cooperatives is well known. The Union Minister stated that India is world leader in milk production since last 15 year and credit of making India as world leader in milk production goes to small producers. Shri Singh further said that lot of work is to be done in the sector in order to make available sufficient nutrition and milk to every child in the country. Agriculture Minister informed that India with 190.90 million cattle (as per 19th Livestock Census 2012) has 13 % of the world cattle population. Out of this, 151 million are indigenous, which is 80% of the total cattle population. Country with 108.7 million buffaloes has 57% of the world buffalo population. Country is number one in bovine population having 18% of the world population and contributing 20% of the total milk produced in the world.


Shri Radha Mohan Singh mentioned that to increase productivity of indigenous cattle population the allocation for development and conservation of indigenous breeds has been increased by many fold from Rs 45 crores in 2013 to Rs 582 crores. “Rashtriya Goukul Mission”, a new initiative under National Programme for Bovine Breeding and Dairy Development has been launched for the first time in the country, with a view to conserve and develop indigenous bovine breeds. The mission also envisages establishment of integrated cattle development centres ‘Gokul Grams to develop indigenous breeds including upto 40% nondescript breeds. Till date projects from 27 States have been approved with an allocation of Rs 582.09 crore and out of this an amount of Rs 216.54 crores has been released to the States for implementation. Establishment of 14 Gokul grams have been sanctioned under the scheme with an outlay of Rs 129 crores. Two “National Kamdhenu Breeding Centres” are being as a Centre of Excellence to develop and conserve Indigenous Breeds in a holistic and scientific manner. The National Kamdhenu Breeding Centre, besides being a repository of indigenous germplasm, will also be a source of Certified Genetics in the Country. An amount of Rs 25 crore each has been released.


Shri Singh mentioned that indigenous breeds besides being heat tolerant and resistant to diseases our indigenous breeds of cows are known to produce A2 type milk which protects us from various chronic health problems such as Cardio Vascular Diseases, Diabetes and neurological disorders besides providing several other health benefits. There is a need to market A2A2 milk separately in the country. Amount of Rs 2 crore each has been sanctioned to Odisha and Karnataka for marketing of A2A2 Milk of our indigenous breeds. Agriculture Minister mentioned that the milk federations of the country to market A2A2 milk separately for benefits of consumers and poor farmers rearing indigenous cattle.


Shri Radha Mohan Singh said that to meet ever growing demand of milk and to make milk production more remunerative to the farmers Government has initiated new scheme National Mission on Bovine Productivity with an allocation of Rs 825.00 crores.

At present there are 51 semen stations in the country with a production capacity of 81 million doses per year.

Semen stations maintain only Indigenous Breeds which are in demand or covered under the respective State Breeding Policies . Out of 37 indigenous cattle breeds,semen of only 9 breeds is presently available at the existing semen stations.Breeds for which germplasm is available at semen stations are Gir, Red Sindhi, Kankrej,Sahiwal,
Tharparkar, Hariana, Ongole and Rathi.

There are 172 Bull Mother Farms in the country run by the Central and State Governments.

National Institute of Animal Biotech,Hyderabad, Department of Biotechnology will collaborate and provide technical and financial support for Genomics and Biology of Indigenous Bovines.

As per latest statistics, the cattle population in the district is about 7.5 lakh. The department has the task of providing fodder for these animals. “We have prepared an action plan to counter drought. It includes setting up of goshalas at hobli centres and distributing 5-kg fodder mini kits to the farmers,” said C.T. Dharmappa, Deputy Director of the department. According to the officer, at present, there is no shortage of fodder. However, arrangements have to be made after two months. “We have been looking for fodder in neighbouring districts to form a fodder bank, but there isn’t sufficient stock,” he said
.

Strengthening and Modernisation of Bull Mother Farms

Looking towards the status of the farms and to meet demand of disease free high genetic merit bulls Government of India is undertaking strengthening and modernisation of bull mother farms under National programme for Bovine Breeding & Dairy Development (NPBBDD) and Rashtriya Gokul Mission (part of NPBBDD). In addition this Government has initiated massive progeny testing and pedigree selection programme under NDP-I to meet shortage of quality bulls at semen stations.

This information was given by the Minister of State for Agriculture & Farmers Welfare, Shri Sudarshan Bhagat, in reply to a question in Rajya Sabha today.

Setting up two National Kamdhenu Breeding Centres

Government is undertaking establishment of two National Kamdhenu Breeding Centres in the Country. An amount of Rs.25.00 Crore has been released to Madhya Pradesh for establishment of National Kamdhenu Breeding Centre in Itarsi, Hoshangabad in Northern region of India and Rs 25 crore has been released to Andhra Pradesh for establishment of National Kamdhenu Breeding Centre in Chintaladevi, Nellore in Southern region of India.

Under Rashtriya Gokul Mission, all the bull mother farms available with State governments and State Implementing Agencies/ State Livestock Development Boards are covered for modernization and strengthening of existing infrastructure.

This information was given by the Minister of State for Agriculture & Farmers Welfare, Shri Sudarshan Bhagat, in reply to a question in Rajya Sabha today.

PM inaugurates cheese plant, addresses farmers in Banaskantha district of Gujarat


The Prime Minister, Shri Narendra Modi, today attended a programme organized by the Banaskantha Cooperative Milk Producers Union (Banas Dairy) at Deesa in Gujarat.

The event marked the launch of the celebration of the Golden Jubilee year of Banas Dairy.

On this occasion, the Prime Minister unveiled a plaque to mark the inauguration of a cheese plant and whey drying plant at Palanpur by remote control.

Addressing a huge gathering, the Prime Minister said that farmers of North Gujarat have shown the world what they are capable of.

The Prime Minister noted how drip irrigation has widely benefited farmers in the region. He added, “The farmers here turned to dairy and animal husbandry. This was beneficial for the farmers.” Shri Modi said that along with ‘Shwet Kranti’ (White Revolution) there is also a ‘Sweet Kranti’ (Sweet Revolution) as people are now being trained about honey products.

Speaking about demonetisation, PM Modi said that the Government has been successful in weakening the hands of terrorists and those in fake currency rackets.

Shri Modi said that Union Government is working tirelessly for welfare of the poor. He encouraged people to use e-banking and e-wallets. He said India wants progress and for that, the evils of corruption and black money must end.

Dip in sales: The weekly cattle market at APMC yard in Vijayapura

The weekly market normally records a business of around Rs. 10 lakh with the arrival of over 2,000 head of cattle.

Amingad cattle market in Hungund taluk of Bagalkot district, one of the biggest markets in the North Karnataka region.

“ For farmers, the livestock acts as additional source of revenue while for shepherds it is the only source of earning. The rural economy predominantly deals in cash and with no cash, the economy has literally crippled,” he added.

With an aim to double the income of farmers, the Centre is working on a plan to raise the milk production in the country to 242 million tonnes from the present 155 million tonnes in the next few years, a top official has said. “As per Prime Minister Narendra Modi’s wish to double the income of farmers by 2022, we have set a target to raise the milk production from present 155 million tonnes to 242 million tonnes per annum,” Animal Husbandry Department Secretary Devendra Choudhry told reporters in Bhopal on Friday evening.

To a question, he said at present the average farmer monthly income is nearly Rs 11,000. “We have set a target to take this figure to over Rs 23,000 per month (by 2022).” A Rs 2,242-crore National Dairy Project, supported by the World Bank, is being implemented in 19 States, Choudhry said. As part of the project, a sum of Rs 669 crore will be spent on improving breed of dairy cattle, Rs 376 crore on developing quality fodder for them and Rs 825 crore on setting up chilling plants, he added. For raising marginal farmers’ income, the Government is focusing more on milk production than agriculture given the vast potential the former offers, Choudhry added.

Government directs GCMMF/Amul to ensure 100% milk producers accounts to be opened by 30th December, 2016.

Co-operatives have been directed to ensure the opening of 100% accounts of milk producers/farmers by 30th January, 2017

Consequent upon the Governments decisions of demonetization, certain unintended impacts have been observed especially in the sectors thriving upon sheer cash transactions. In this regards, non-availability of funds to the co-operative banks for making payments to Milk producers/farmers by dairy co-operative against the milk supplied by then came to the notice of the government. GCMMF/Amul has been specifically directed to ensure 100% milk producers accounts to be opened by 30th December, 2016. Similarly, other co-operatives have been directed to ensure the opening of 100% accounts of milk producers/farmers by 30th January, 2017.

Specific instructions have been issued to all the agencies such as National Dairy Development Board, Mother Dairy, Delhi Milk Scheme and all state Dairy co-operative federations for ensuring direct payment to milk producers bank account at the earliest. Low penetration of nationalized banks and co-operative bank accounts in rural areas need adequate financial support with appropriate safe guards.

Responding promptly to the prevailing situation of reported payment problems, Shri Radha Mohan Singh has regularly reviewed and directed to take appropriate action to aliviate the problems. Meeting with Mother Dairy, Gujarat Cooperative Milk Marketing Fed (GCMMF) /Amul, Delhi Milk Scheme and like co-operative is taken at regular intervals.

In order to take stock of the prevailing situation, Secretary , Animal Husbandry Dairying and Fisheries, Shri Devendra Chaudhry has accordingly convened a series of meetings and initiated actions for streamlining the payment system to Milk producers and even sale of milk to consumers through cashless transactions primarily.

It is to be noted that there are 1.70 lakh Dairy Co-operative Societies (DCS) at village level having 1.6 crore milk producers affiliated with 218 milk unions. About 850 lakh litres per day Milk is procured including from private dairies. However, the value of milk procured from DCS is to the tune of rupees 120 crore per day. For weekly and 10 days payment cycle the substantive amount is to be disbursed to lakhs of milk producers spread over varied geographical areas.

Using the window of opportunity opened by the demonetization decision, it is high time to accelerate the opening of bank accounts of all those unbanked milk producers to make it cashless and digital sooner than later. Eventually, transparency saving habits, financial enclosure etc. would be benefiting milk producer in multiple ways.

The situation of easing the payment to milk producers is being reviewed and monitored periodically by the Government.

KOCHIMUL ahead of govt., New Year / Sankranti bonanza to drought affected people

Dairy farmers in Kolar and Chickballapur districts which are reeling under severe drought have good news. They will get more rate for the milk they sell to Kolar and Chickballapur Milk Producers’ Cooperative Societies Union Ltd (KOCHIMUL) from January 1, 2017, onwards.

The KOCHIMUL management has decided to increase the milk procurement price by Rs. 1.30, taking the rate per litre to Rs. 23 from the present Rs. 21.70. When the incentive by the State government is added, the farmers are set to get Rs. 28 per litre of milk.

Drought since about a decade has adversely affected the agricultural activities and dairying remained the main source of income of lakhs of families in the twin districts.

The increase in procurement rate will benefit over 95,000 dairy farmers in both the districts”, KOCHIMUL president N.G. Byatappa told The Hindu on Wednesday.

KOCHIMUL is the second largest milk producing union in the State with daily procurement of nine lakh litres of milk.

Ahead of government directive

On Tuesday the State government had asked all 14 milk unions in the State to provide extra incentive of Re. 1 to Rs. 2 a litre of milk to producers. However, KOCHIMUL took the decision even before the government directive.

“A meeting held on December 23 took the decision purely based on the concern to save dairying in the twin districts”, Mr. Byatappa said. Milk production has come down to around nine lakh litres per day due to severe drought from 10.5 lakh litres, he added.

“The new rate will continue till March 2017 and it will be revised depending on the situation. The Union will have to bear Rs. 10.65 crore additional cost in view of increase in milk procurement rate”, Mr. Byatappa said.

No adverse effect of demonetization: Shri Radha Mohan Singh

Union Minister of Agriculture and Farmers Welfare, Shri Radha Mohan Singh held a press conference to brief achievements and initiatives taken by his ministry during the last 30 months here today. On this occasion Shri Singh said that there is no adverse effect of demonetization and stated the examples of followings:
1. MILK SALE
Union Minister of Agriculture and Farmers Welfare, Shri Radha Mohan Singh said that if study the data of sale of milk, we will find that there is no adverse effect of demonetization on this rather, it has increased.

(a) AMUL: Before demonetization the average sale of milk per day was Rs. 64.55 crore. After demonetization it has increased to Rs. 74.25 crore per day in November-December.
(b) MOTHER DAIRY: Similarly, before demonetization the average sale of Mother Dairy milk was 28.06 lakh litre, the average cost was Rs. 11.42 crore. After demonetization it has increased to 29.61 lakh litre per day. In November-December the average cost is Rs. 12.05 crore per day.
(c) DELHI MILK SCHEME: Under Delhi Milk Scheme average sale was 2.70 lakh litre per day and average cost was Rs. 1.05 crore per day. After demonetization it has increased to 2.76 lakh litre in November-December, the average cost has become Rs. 1.07 crore per day.

Shri Radha Mohan Singh briefs Achievements & Initiatives taken by the Ministry of Agriculture and Farmers Welfare during last 30 months

18. RASHTRIYA GOKUL MISSION:

With a view to conserve and develop indigenous bovine breeds, Rashtriya Gokul Mission, a new initiative under National Programme for Bovine Breeding and Dairy Development has been launched for the first time in the country, with an allocation of Rs 500 crore. Under the Mission, 14 Gokul Grams are being established, 35 Bull Mother Farms modernized with investment of more funds and 3629 Bulls have been inducted for genetic upgradation. Since 2007-08 to 2013-14, a meagre amount of only Rs 45 crore was spent for the development of indigenous breeds. Whereas, the current Government has in only one and a half years, upto December 2015, has approved 35 projects from 27 States and has sanctioned Rs 582.09 crore. This amount has been increased by more than 13 times in the last two years. Two National Kamdhenu Breeding Centre, one in northern region-Madhya Pradesh and other in Southern region- Andhra Pradesh, are being established in the country with an allocation of Rs 50 crores.


19. MILK PRODUCTION: In comparison with (2014-16) growth rate between (2012-14) is 11.7%. Annual Milk production has increased by 6.3 % during 2015-16.



20. FOUR NEW SCHEMES FOR DAIRY SECTOR:

a) PASHUDHAN SANJIVANI :

Ø An animal Wellness Programme; encompassing provision of Animal Health cards (¡®Nakul Swasthya Patra¡¯) along with UID identification of animals in milk and a National Data Base.

Ø Under the scheme 8.5 crore animals in milk will be identified using UID and their data will uploaded in the INAPH data base.

Ø This will play crucial role in control of spread of animal diseases. This will also lead to increase in trade of livestock and livestock products.


b) ADVANCED BREEDING TECHNOLOGY:


Ø Assisted Reproductive Technique to improve availability of disease free female bovines through of sex sorted semen technology.

Ø Under the scheme 50 embryo transfer technology labs and In Vitro Fertilization labs care will be established.

Ø This will lead to exponential increase in milk production and productivity of animals in an exponential manner.


c) NATIONAL BOVINE GENOMIC CENTER FOR INDIGENOUS BREEDS(NBGC-IB):


Ø In developed dairy countries genomic selection is used to increase milk production and productivity for attaining faster genetic gain.

Ø In order to increase milk production and productivity of indigenous cattle, a National Bovine Genomic Centre will be established in the country.

Ø By using genomic selection indigenous breeds can be made viable within few generations.

Ø This center will play crucial role in identification of disease free High genetic merit bulls.



d) E-PASHUDHAN HAAT PORTAL:

Ø At present there is no authentic market for bovine germplasm in the form of semen, embryos, male & female calves; heifers and adult bovines. Farmers depend on middlemen for sale and purchase of quality germplasm.

Ø Breed wise information on availability of bovine germplasm is not available which is essential for promotion of indigenous bovine breeds.

Ø For the first time in the country under National Mission on Bovine Productivity E Pashudhan Haat portal has been developed. This portal will play important role in connecting breeders and farmers of indigenous breeds.

Ø Through this portal farmers will be aware about breed wise information on indigenous breeds. Farmers/breeders can sale animals of indigenous breeds through this portal. Information on all forms of germplasm has been uploaded on the portal. Immediately farmers can obtain benefits of the portal.

Ø This portal will give new dimensions to development and conservation of indigenous breeds as at present information on availability of germplasm of indigenous breeds is not available with the farmers.


Ø Through the portal there will be no involvement of middlemen in sale and purchase of animals. Portal for sale and purchase of germplasm in all the forms is not available even in developed dairy countries.


21. FISH PRODUCTION: Fish production has increased from 186.12 lakh tonnes during 2012-14 to 209.59 tonnes during 2014-16 (an increase of Rs.12.61 %). The Annual growth rate of fish production during 2015-16 is 6.21%.


22. EGG PRODUCTION: During the year 2015-16, 82,930 million eggs produced while during 2014-15, 78,484 million eggs were produced. Egg production is now increasing by 5.66% annually. In comparison to 2012-14 during 2014-16 egg production growth rate is 10.99 %. Annual egg production rate is 5 %. Per person availability of egg has reached 66.


23. VETERINARY EDUCATION:

To ensure that the existing syllabus and standards for graduate veterinary education is aligned with globally accepted standards, wide-ranging amendments have been made in Minimum Standards for Veterinary Education Regulations, 2008. In addition to this, to meet the shortage of trained veterinary manpower, the number of veterinary colleges has increased from 36 to 46. Intake of students in various Veterinary Colleges was enhanced from 60 to upto 100 seats. Total number of seats has been increased to 1,334 from 914 in 17 Veterinary Colleges. The number of veterinary graduates has increased by one and half times. Similarly the seats in veterinary colleges have increased by one and half times. One and a half time increase in post graduate studies in veterinary education has been attained. Seats in veterinary colleges have been increased by one and a half time.


24. INCREASE IN RECRUITMENT OF SCIENTISTS:


81 % recruitment in 2014-15 and 2015-16 in comparison to only 66% in 2013-14, accelerated recruitment process through open competition and increase in representation of women scientists.


25. EMPIRICAL LEARNING UNITS:

Compared to 2007-13, the number of empirical learning units in agricultural colleges was 264 which have now been increased to 416 in just two years during 2014-16 which is almost 58 percent increase. Education budget has also been increased by 50% in the last two years (2014-15 & 2015-16).



26. STRENGTHENING OF KVKS:

Efforts were made to strengthen the KVKs by enhancing the number of staff positions of KVKs from the existing strength of 16 to 22.


27. ATTRACTING STUDENTS, YOUTH TOWARDS AGRICULTURE AND IMPROVING THE SCIENTISTS – FARMERS INTERFACE:

Ø Attracting and Retaining Youth in Agriculture (ARYA):

The ARYA project will attract and empower the Youth in Rural Areas to take up various Agri-enterprises in Agriculture, allied and service sector for sustainable income and gainful employment. The project is running in 25 districts of 25 States through KVKs.

Chief Minister K. Chandrasekhar Rao promises huge fund allocation for the department
Chief Minister K. Chandrasekhar Rao promised substantial fund allocation for the Fisheries Department in the coming budget, to develop pisciculture and aquaculture as a vibrant industry worth Rs.5,000 crore.

Also, he promised to set up two colleges for the fisheries studies and research, in the north and south Telangana respectively.

Answering the questions raised by members during the short discussion in Tuesday’s Legislative Assembly session on development of fisheries, Mr. Chandrasekhar Rao said Telangana needs to explore its livelihood opportunities in all sectors.

Mission Kakatiya

The State has 46,500 lakes/tanks which are the highest number in any State, of which 10,000 to 15,000 have been repaired under the Mission Kakatiya programme.


For growing fish, a minimum of six months’ storage is needed, which qualified only 3,939 tanks for it in the current year.

The State, however, has great potential in fisheries, and the present production of 3.5 lakh tonnes per annum can be catapulted to 10-11 lakh tonnes after Kaleshwaram and Palamuru Lift Irrigation projects are finished.

The ongoing projects such as Bheema, Nettempadu, and Kalwakurthi lift irrigation projects, which will be completed next year, will augment the potential, so will the negotiation for share in fishing produce from the inter-State project reservoirs, Mr. Chandrasekhar Rao elaborated.

Recruitments

The State Fishermen Co-operative Societies Federation will be developed, with renewed funding and recruitments.

It will act as the facilitator for technology and marketing interventions for the farmers’ societies, at nominal charges, he said. Instructions have been issued for clubbing check-dams with construction of bridges on rivers and streams, and studies are on way to map all the local resources towards preparation of a comprehensive policy for development of fisheries. Seedling development centres would be set up, and marketing facilities will be improved by setting up technologically upgraded markets functioning in hygienic conditions. For all this, funds from the National Fisheries Development Board will be exploited to the full.

Dismising the projected numbers of fishermen by caste (Besta), he said the intensive household survey has pegged the number at 42,000.

Besides, a majority from Mudiraj community are into fishing, he informed, and urged both communities not to bicker, as the opportunities are huge, and anyone irrespective of caste can be accommodated even after exhausting both communities.

New societies for fisheries will be constituted after January 14.

Those losing lands for the projects too could look forward to fishing rights.

Insurance cover

To a query by Congress member T. Jeevan Reddy, Mr. Rao assured that the life insurance coverage for fishermen will be increased to Rs. 6 lakh each.

BJP floor leader G.Kishan Reddy advocated for a comprehensive policy, development of urban lakes and inland water systems, and setting up of cold storages.

The Narendra Modi government aims to tag around 88 million cows and buffaloes in 2017 for which Rs 148 crore has been allocated.

Around one lakh technicians have been provided with 50,000 tablets and their task is to affix a yellow-colored polyurethane tag in the centre of the earlobe of the cattle with a tag applicator, said the daily.

Each tag costs Rs 8, weighs just eight grams and are tamper-proof.

The UIDs of cows will be stored in an online database. The technician will then hand over an 'animal health card' to the cattle owner. The card will have the UID number, owner's details, the status of periodic deworming, vaccination of the animal, and breeding details.

The government has set targets for all states to finish the task by the year-end.
