What was the purpose of visit?
I think it has to do with investments seeing that he is chairman of KKR Global (Institute Kohlberg Kravis Roberts & Co. L.P.), a New York investment firm, that hired Petraeus in May 2013.

Petraeus will support its investment teams and portfolio companies when studying new investments, especially in new locations. In December 2014, Petraeus was named a partner at KKR and remains Chairman of the KKR Global Institute.

An Ex- CIA director and Ex ISAF's commander is for selling hardware. Interesting.

Anna Hazare selling guns or chewing gums would have been interesting. This is business as usual man.

I think its even about the situation in the region specially the South China sea islands.

US Defence Secretary Ashton Carter to visit India in June - The Hindu
The new US Defence Secretary Ashton Carter will be visiting India in June and will sign the enhanced Defence Framework Agreement for the next ten years between the two countries.

Also on the agenda will be the nearly USD 2.5-billion deal for 22 Apache and 15 Chinook heavy-lift helicopters, besides taking forward the talks on proposed co-development and co-production of military technology, ranging from aircraft carrier launch systems to mini drones.

Pointing out that India and US are tracking some 77 different line of effort that came out of President Barack Obama’s visit here, US Ambassador to India Richard Verma said, “We have re-energised or launched 30 new initiatives, 30 different dialogue.”

He said that the US Embassy here has every element of American government and at any given day, they are interacting with some element of the Indian government, adding “we are not going to let the momentum go.”

“I think that is a very good thing and a very positive thing. We are not going to let the momentum go and and we are not going to slow down what has been accomplished,” he said, adding that he was looking forward to the next high-level dialogue between the two governments in June.

He said the two countries will work together on maritime cooperation, keeping sea lanes open, combating weapons of mass destruction, supporting humanitarian assistance to disasters as well as increasing trade and economic integration across Asia.

“The strategic premise of that is that if US and India are the closest of partners, not just in South Asia, but across Asia and globally, the world would be a safer and more prosperous place. That is the power of having two large democracies coming together. There is so much good that can come out of it,” he said.

Not business as usual these days.

First Hamid Karzai, then this. For business as usual, Ashton Carter is coming.

Able to connect some dots?

No need to overplay this- he is a private citizen now. No doubt he would have some words of wisdom for the PM on specific security related issues but beyond that I don't see this visit as being anything noteworthy.

Meanwhile, China continues to engage in a series of moves that are highly detrimental to India’s interests. With Pakistan as the fulcrum of China’s approach to South Asia, China is now seeking to exploit the vacuum in Afghanistan, at a time when India’s leverage there has been greatly reduced following Afghanistan President Ashraf Ghani taking charge. China has also very recently hosted “secret talks” between Afghan and Taliban leaders in China, which were attended by both Chinese officials and representatives of Pakistan’s Inter-Services Intelligence (ISI). China also continues to stall India’s moves in the United Nations to have Hizbul Mujahideen chief and head of the ‘United Jihad Council’, Syed Salahuddin declared as a “global terrorist”. The proposed China-Pakistan Economic Corridor linking Western China with the Gwadar Port in Pakistan through Pakistan Occupied Kashmir (Azad Kashmir), is an even more serious matter, directly impinging on India’s sovereignty and security. Its implications are far graver than the border dispute between India and China.
