I don't understand how can someone with no education can be allowed to sit inside the senate , or conduct meetings don't you have to read mandates and detabe issues on table

How can you debate something if you can't even read/write

The courts should strike hard on this culprits

All those fake degree holders can read/write at least. Instead of checking their degrees, there should be simple tests of reading and writing for them.

Degree saga: PPP MNA resigns

ISLAMABAD: The saga of fake degree continued to haunt the legislators as another lawmaker, Amir Yar Waran of PPP, from NA-184 Bahawalpur, has resigned from National Assembly over the issue, Geo News reported.

The lawmaker presented his resignation to the Speaker National Assembly, which she accepted.

The SC, Thursday, June 17, 2010 sought graduation's degree record of MNA from Bahawalpur and Balochistan universities on July 2.

A three-member bench of the apex court, comprising Chief Justice Iftikhar Muhammad Chaudhry, Justice Ghulam Rabbani and Justice Khalilur Rehman Ramday, was hearing a petition filed by Mian Najibuddin Owais of the PML-Q, challenging the graduation degree of Amir Yar Waran.

The petitioner contended that Shah Abdul Latif Bhittai University had notified Amir's degree as bogus. He said afterwards Amir made another person to take BA exam in his place through Bahawalpur University. However, he was caught and declared ineligible for three years, he said.

He said Amir, however, managed to get a BA degree from Balochistan University. Justice Khalilur Rehman Ramday questioned that does the law allow a person who is a fraud to sit in Parliament and decide upon people's fates, adding that would such people appoint judges of superior judiciary.

Karachi University verifies degrees sent by the HEC

KARACHI: The University of Karachi has formed a committee in pursuance of the process of verification of degrees received at the University on July 1, from Higher Education Commission (HEC).

An announcement of the University of Karachi on Thursday said that the Committee comprises Pro-Vice Chancellor Prof. Dr. Nasiruddin Khan, Director Umair Basha Institute of Technology (UBIT) Prof. Dr. M. Aqil Burney, and Registrar Prof. Kaleem Raza Khan.

It said that the Vice Chancellor has instructed the Committee to carry out verification of the said degrees on the basis of available records and accomplish this verification as soon as possible so that after necessary verification process, the position of verification could be communicated to the HEC.

Universities receive degrees of 419 parliamentarians

KARACHI: Two major universities – Punjab University and Karachi University – have received the degrees of 419 parliamentarians for verification while NED University has okayed 4 degrees.

The Higher Education Commission (HEC) sent degrees of 313 members of National and provincial assemblies to Punjab University which has formed a committee to complete the process of verification in 15 days.

Vice Chancellor Karachi University, Pirzada Qasim said the university has received degrees of 106 lawmakers including those of Farooq Naik, Shahla Raza, Nisar Khuhro, Mir Hazar Khan Bijarani, Rehman Malik and Raza Rabbani.

NED University received degrees of four members, Murad Ali Shah, Muhammad Farhat Khan, Tayyab Hussain and Basant Lal. The university declared all the four degrees authentic.

Meanwhile, degrees of all the Balochistan cabinet members have also been forwarded to HEC for verification.

Verification process has also been initiated for grade-17 officers in Balochistan on the directives of HEC.

Babar Formula’ on the cards to protect fake degree-holders

* Govt engaged in negotiations with allies, PML-Q to introduce bill in NA over issue
* PML-N, MQM not going to back the proposed bill

ISLAMABAD: The government’s legal pundits led by Federal Law Minister Babar Awan have come up with a new national reconciliation bill to bail out fake degree-holders, informed sources told Daily Times on Thursday.

The government is currently engaged in taking into confidence its allied parties, as well as the PML-Q over the proposed bill. As pressure mounts on fake degree-holders with each passing day, the Federal Law Ministry has devised a formula — known amongst political circles as the Babar Formula — to save the parliamentarians from any further embarrassment.

“The political ground work is almost complete and the bill has also been drafted”, the sources said, adding that, “It would be presented in the upcoming session of the National Assembly”. Though no more valid now, possessing a bachelors’ degree was one of the prerequisites for contesting national and provincial assembly elections back in 2008.

According to estimates, more than 150 members of the assemblies contested elections on fake degrees and they might have to resign in a move that could have huge political implications for the current government. The bill, if approved by the National Assembly and the Senate, would have a retrospective effect.

The government has so far been successful in convincing at least three of its four allied parties to support the legislation. However, the MQM has still not committed itself to supporting the bill, saying it would be tantamount to favoring “culprits of the nation”.

But officials from both sides said that the MQM was considering abstaining form voting on the bill to give the government a chance of getting it approved from both the houses without any difficulty. According to insiders, President Asif Ali Zardari has assigned Labour Minister Khursheed Ali Shah and Interior Minister Rehman Malik the task of convincing the MQM and contacts have already been established.

The ANP, the JUI-F and group of parliamentarians from the tribal regions led by Munir Orakzai have assured the government that they would vote in favor of the bill. The government has managed to get the support of the PML-Q, in what appears to be an indication of the new political alignment in the country.

A PML-Q MNA from Bahawalpur division Riaz Pirzada said the bill had already been drafted and might be introduced to the National Assembly later this month. According to Pirzada, the government is negotiating with various parties and there are indications that a consensus can emerge over the issue ahead of the next meeting of the lower house.

Pirzada, however, added the legislation would be brought to the National Assembly as a private bill by himself and several other parliamentarians from various parties.

PML-Q Information Secretary Kamal Ali Agha, however, said the party is still to decide its “official reaction” to the issue and had not decided whether or not to support the bill. Pakistan People’s Party (PPP) Information Secretary Fauzia Wahab did not deny that the government was seeking support from other parties for protecting fake degree-holders.

A top leader of the JUI-F said that the party would support “anything in favor of the democracy”.

Varsities begin verification of MPs’ degrees

LAHORE: Verification of academic degrees of the members of parliament (MPs) formally began on Thursday after various universities received copies of the degrees from the Higher Education Commission (HEC) of Pakistan.

The Punjab University received the highest number of degrees, 313, including those of Prime Minister Yousuf Raza Gilani and Leader of the Opposition in the National Assembly Chaudhry Nisar Ali Khan. The Karachi University has received over 100 degrees while over three dozen degrees have been sent to the Bahauddin Zakariya University (BZU), Multan, by the HEC.

The PU had been asked to complete the verification process by July 13, 2010, an HEC official said. The PU Controller of Examinations, Prof Dr Zahid Karim, confirmed receiving 313 degrees on Thursday.

Meanwhile, PU Vice Chancellor Prof Dr Mujahid Kamran chaired an emergency meeting and constituted a seven-member committee, headed by Dean Faculty of Life Sciences Prof Dr Shahida Husnain, to verify the MPs’ degrees.

The official sources said the verification process would be foolproof and the special committee would recheck the degrees. Members of the committee included Dean Faculty of Economics and Management Sciences Prof Dr Muhammad Ehsan Malik, Dean Faculty of Commerce Prof Dr Liaqat Ali, Controller of Examinations Prof Dr Zahid Karim Khan, Additional Registrar-II Ahmad Ali Chattha, Additional Controller Malik Muhammad Zaheer and Deputy Controller Muhammad Rauf Nawaz.

The VC has directed the committee to complete the verification process by July 12. An official said the process would start from Friday (today) and holidays of Saturday and Sunday would not be availed by the staff concerned to complete the task on time.

The prominent among those whose degrees have been received by the PU for verification included Minister for Law, Justice and Parliamentary Affairs Babar Awan, Minister for Information and Broadcasting Qamar Zaman Kaira, and Minister for Food and Agriculture Nazar Muhammad Gondal.

The PPP’s Jehangir Badr, Faisal Karim Kundi, Rana Farooq Saeed Khan, Samina Khalid Ghurki, Mehreen Anwar Raja; PML-N’s parliamentarians including Senator Raja Muhammad Zafarul Haq, Abid Sher Ali, Makhdoom Javed Hashmi, Hamza Shahbaz Sharif, Tehmina Daultana, Muhammad Hanif Abbasi, Khwaja Muhammad Asif, Sardar Mehtab Ahmed Khan and PML-Q’s Senator Ch Shujaat Hussain, Ch Pervaiz Elahi, Senator Sardar Muhammad Jamal Khan Leghari, Mrs Sumaira Malik, Riaz Fatyana, Senator Tariq Azeem, Senator Wasim Sajjad and Senator SM Zafar.

The degrees of five members of the Khyber Pakhtunkhwa Assembly and one of the Balochistan Assembly have also been received by the PU as these parliamentarians graduated from the Punjab University.

Democracy is the best revenge: Indeed, revenge on the people of Pakistan morelike. With these feudal lootara's and political lota's, no wonder our development indicators are on par with Uganda.

The sad thing about this whole sorry affair is that this country desperately needs an assembly to complete its whole term, just for democracy to take root and for people to get used to democratic rules and traditions.

Unfortunately its looking impossible at the moment. I don't see this government completing its term.
