This is what I have found in the wiki about the teeth of Indian Destroyer P28:

• 1 × OTO Melara 76 mm Super Rapid Gun Mount (SRGM)
• 2 × AK-630M close-in weapon system(CIWS)
• 2 × RBU-6000 (IRL) anti-submarine rocket launcher

What you can buy is far better & bigger than anything you can build.

Sure we can buy bigger and better craft.... but surely it is better to build it yourself. BD program of building own vessels is progressing very well. We are building bigger and better. In time we will catch up with the best.

BD doctrine of maintaining our sovereignty is better served by building indeginious capabilities.

For the same money needed to buy a vessel we can probably build a couple of ships and develop our people and capabilities.... no contest really.

Very good news indeed.
And very apt timing at that.

But It's not the IPV in the CG. It's one of the two Improved Ruposhi Bangla Class HPC which were on order, I believe.

It's an ASW Corvette with high endurance (for being a part of the carrier battle group IIRC) but the design can be converted into a frigate.

You missed tthe Torpedos & ASW helicopter.

Such a design was offered to Philippines by GRSE.
