China, Pak planning joint military action against terror groups

Beijing, Jul 3 (PTI)

As the Chinese Red army and Pakistani troops commenced joint anti-terror exercises, reports here said that such cooperation could be extended to undertaking combined operations against terror groups operating on the borders of the two countries.|

The current round of Sino-Pak military exercises being held in China were "sign of commitment" of the two armies to crackdown on Islamic militant groups like East Turkistan Islamic Movement (ETIM), state run China Daily said.

ETIM regarded as a pro-al-qaeda group is active in Xinjiang, the Chinese Muslim Uyghur majority province bordering Pakistan and the Chinese officials have complained that their cadres are being trained in terrorist camps in Pak-Afghan border.

Dong Manyuan, an anti-terror expert at the China Institute of International Studies said the military exercises against terrorism may result in joint action on the ground in future.
"There is also the possibility that the two countries might conduct joint military actions against ETIM terrorists along the China-Pakistan borders one day, as there is still room for more anti-terrorism cooperation between Beijing and Islamabad in the future," Dong was quoted by the Daily as saying.

The issue of ETIM militants figured high during the just concluded visit of Pakistan army chief General Ashfaq Pervez Kayani to China, during which reports said Beijing had sought Islamabad's support for a crackdown on the militant group.

China Daily said, 10 ETIM militants who were captured by Chinese troops recently in Xinjiang were held with the help of Pakistan military.

The newspaper said that the timing of the announcement of the exercises were significant as they were held following the recent capture of 10 ETIM terrorists apparently in cooperation with Pakistan troops.

"While the joint exercises will be the third of its kind, they take on particular significance because of the timing," the paper said.

The news of the capture by militants by Chinese troops was immediately followed by Pakistani Army Chief's visit to Beijing last month, during which the two countries reaffirmed their strategic and security ties, it said.

"What is more, Pakistani President Asif Ali Zardari is scheduled to visit China from July 6 to 11 for talks with President Hu Jintao and Premier Wen Jiabao," it said.

Li Wei, a Beijing-based anti-terrorism researcher noted that besides China's northwest Xinjiang Uygur Autonomous Region, the ETIM has also made their presence felt in central-eastern China, including Henan and Shanxi provincesThe current round of Sino-Pak anti-terrorism exercises are being held in Qingtongxia in Northwest China's Ningxia Hui Autonomous region, which has substantial Muslim population.

Troops of the Special Services Group - encompassing more than 100 members from each side - together with the Chinese air force are participating in the week-long military exercises. The exercises, coincide with the one-year anniversary of the deadly riot on July 5 in Muslim Uygur majority Xinjiang.

Over 200 people were killed in last years protests by Turkish origin Uyghurs over increasing settlements of Chinese Huns in their province.

China and Pakistan held their first-ever joint anti-terrorism exercises, "Friendship-2004," in Xinjiang's Taxkorgan Tajik Autonomous County, which borders Tajikistan, Afghanistan and Pakistan.

The second joint anti-terror military drill, "Friendship-2006," was carried out in the hills of northern Pakistan's Abbottabad area.

An increasing number of militants of the East Turkistan Islamic Movement fighting for separation of China's Muslim majority Xinjiang province were "fleeing to Pakistan and settling down there for future plots," a state-run newspaper reported on Monday.

"According to latest reports, the ETIM has been in close collaboration with the Taliban and Osama bin Laden," the China Daily said in its lead story on the first anniversary of the bloody riots in Xinjiang capital Urumqi in which an estimated 200 people were killed.

It said an ETIM leader is also reported to be hiding in Pakistan and there are also reports of a "Chinese battalion" made up of about 320 ETIM members in the Taliban forces.

It said a number of ETIM fighters were "fleeing to Pakistan and settling down there for future plots".

"It is not hard for them (ETIM members) to hide in Pakistan. They have similar religious beliefs, appearances and languages as the locals," the report said.

The report about ETIM militants settling down in Pakistan came a day before the visit of Pakistan President Asif Ali Zardari, who during his week-long stay is expected to firm up the deal with China to finance and build two 650 mw nuclear reactors.

Xinjiang Autonomous province, the home of ethnic Uyghur Muslims of Turkish origin, observed the first anniversary of last years riots in which over 200 people were killed and several hundreds injured.

Chinese troops virtually converted the province into a veritable fortress deploying hundreds of soldiers and over 40,000 surveillance cameras to prevent any recurrence of violence coinciding with the first anniversary.

The same Daily earlier carried a report that the Chinese and Pakistani armies are holding anti-terrorism exercises in China and may conduct joint operations in the future against the ETIM militants.

The newspaper speculated that the recent arrest of 10 members of the ETIM was accomplished with the help of the Pakistan army.

Uyghurs of Turkish-origin went on a rampage protesting the increasing settlement of Hans, who constituted over 90 per cent of the majority in mainland Chinese provinces.

The protests were also attributed to some hardline policies pursued by the provincial government including mandatory learning of Chinese.

The Chinese government subsequently introduced the two language policy to give a lift to local Turkic language.

The Chinese-Pak military exercises being held in the close by Ningxia autonomous province, which also has substantial Muslim population focussed on anti-terror training.

Owning to the prevailing environments in our region, there is a need to enhance our cooperation," Lt Gen Khalid Shameem Wynne, chief of the general staff of the Pakistani army was quoted by the Daily as telling soldiers at the opening ceremony of the drill.

The joint exercise is crucial for upgrading troops' capabilities in fighting terrorism together and safeguarding regional peace and security, Lt Gen Wang Guosheng, commander of Lanzhou Military Command, said at the opening ceremony.

This is third such exercises being held by troops of both sides since 2004.

"Our task this time is to conduct anti-terror joint drills in the mountainous border area," Senior Colonel Li Fuhua, director-general of the guiding committee of the Chinese side for the joint drill, said on the sidelines of the exercise.

Stupid enough, if some one has to flee and take refuge
they'd do it in a place where they can blend in.

We've been asked to extradite some earlier. Do you wonder why the Chinese stopped giving tourist visas at the border? Our erstwhile Jihadis were promoting their ideas to the ones in Xinjiang.

Umm, no its not easy for them to hide. You can tell a Uyghur from a Pakistani pretty easily:

Their language is not common with Pakistan.

Our erstwhile Jihadis were promoting their ideas to the ones in Xinjiang.

Yeah the Dawa Foundation and Tableeg is what the Chinese government is worried about, the Tableeg funded several mosques in Urumqi (which under Chinese law is forbidden).

Back to the Uyghur's:

The main concentration of Uyghur's is in Rawalpindi, Baltistan and Karachi. A large number now moved to Karachi for trade and education, whilst many operate shops in Rawalpindi's China Market.

They keep to themselves and have a close knit community, they mainly trade in import and export of chinese goods. A number of their children study in Pakistani universities in particular the Islamic International University, Islamabad.

The majority are peace loving and have no ill intentions, but there are others, such as the ones who travel to Riwind Madrassah... They are the kind that need expulsion.

Thanks for your post, pal.

Ethnic issues exist in almost every country nowadays. Pakistan herself is under certain circumstances.

What important is that everyone should work hard and in a positive way, in a way to solve the problems, to relieve people's pain, to enhance or promote the intre-understanding of different ethnics, to help the ethnic groups in offering them courses that will give them more chances to find better jobs and etc.

Hatred will never make a better world. May the victims in Rawalpindi rest in peace.

LONG LIVE PAK CHINA FRIENDSHIP:pakistan::china:
