Bangladesh-India power plant in Bagerhat: Deal to be signed this month

Bangladesh will sign a joint venture deal with India late this month to install a 1320 megawat (MW) imported coal-based power plant in Bagerhat district, said an official source.

But the government is going to sign the deal without setting any purchasing price for the electricity from the proposed plant.

National Thermal Power Company (NTPC) of India, however, estimated the price at Tk 7.25 per unit.


Bangladesh Power Development Board (BPDB) and NTPC will ink the deal on behalf of the respective governments.

BPDB already invited NTPC to visit Dhaka on 28th of this month, said a BPDB official.

A senior official of BPDB said the estimated price of NTPC for Bagerhat coal-based power plant’s electricity is more than twice the price of local coal-based power plant at Barapukuria.

The current electricity generation cost of Barapukuria coal-based power plant is around Tk 3.55 a unit, he said.

The official also disclosed that NTPC initially proposed Tk 8.55 as per unit price for Bagerhat plant-generated electricity.

“We have already reduced the cost of the plant’s civil works to five billion Indian rupees,” said the official on condition of anonymity. He, however, declined to disclose other costs including of final civil works for the plant in Bagerhat.

Around Tk 112 billion was estimated as total cost for the project, but it might increase by nearly 60 per cent, he said.

The official complained that they were facing difficulties on signing the deal with India as the government had already awarded three independent power plants to Orion Group, a local company, at the cost of Tk 3.80 to Tk 4.00 per unit.

Prof M Tamim, former adviser to a caretaker government said: “If per unit cost ranges between Tk 5.00 and Tk 6.00, the project can be economically viable.”

The deal was scheduled on January 10, an official said on condition of anonymity.

Another official said NTPC and BPDB had already fixed the import cost of coal at $145 per tonne for the plant in Bagerhat. The plant will require 4.75 million tonnes of coal annually.

As per the draft, a joint venture committee for the plant will comprise 6 to 10 directors including a chairman from Bangladesh and a managing director from India.

NTPC and BPDB will nominate equal number of directors from each side and both the chairman and the managing director will be appointed for an eight-year term.

last year, the government took the initiative to install 1320 MW imported coal-based power plant on 2,309 acres of land at Rajnagar of Rampal upazila in Bagerhat district.

What else can you expect from Bharati dalals. We don't have enough Forex reserve and here we are having a coal based power
plant with most likely Imported coal from Bharat. What will happen to our country if this
dalals goes on doing dalali like this.:hitwall::chilli::taz:

do u have gone thru actual agreement paper or u r just guessing that BD will have to import coal from India???
any ways thermal based power plant is the cheapest option available in electricity generation and can be build in few yrs time..
as far as BD's energy profile is concern Bangladesh has small coal reserves so u have to import it.
i would certainly like to know what other options BD has got to feed its power hunger?
