KARACHI: Boasting the successes and statistics regarding the Rangers-led Karachi operation, Inter-Services Public Relations (ISPR) Director General Lt Gen Asim Bajwa said on Friday that more work needed to be done to completely rid the metropolis of violence and terrorism.

Addressing a press conference here, Lt Gen Bajwa said the Karachi operation was commenced in Sept 2013 at a time when criminality, targeted killing and kidnapping for ransom were at their peak in the city.

During the operation, he said, over 12,000 people were arrested in more than 7,000 raids conducted by Rangers, out of which 6,000 people were handed over to police.

The biggest terrorist groups operating in Karachi are Al Qaeda in the Indian Subcontinent and Lashkar-e-Jhangvi (LeJ) which conducted attacks in the city in collusion with the Tehreek-i-Taliban (TTP) Pakistan, Bajwa said.

He said all the terror outfits are trying to consolidate and conduct attacks in the city. A pool of terrorists utilised by all the terrorist groups, including 94 hardcore terrorists, was arrested. Some 26 of these terrorists carried head money, he said.

The same group had planned and executed the Kamra base attack, attack on ISI base in Sukkur, Karachi Airport attack, Karachi jail break attempt and assassination of Karachi's top cop Chaudhry Aslam.

Al Qaeda in the Sub continent leader Mussannah is the mastermind and arranges financing for the group's operations in Karachi. He is number two to the leader who is present in Afghanistan, the ISPR spokesman said.

Another faciliator Huzaifa is being searched for and "we believe he is in Afghanistan".

'People unintentionally facilitate terrorists'
The number of terror incidents in Karachi have cut down drastically, Bajwa said, but appealed to the citizens at large to be aware of their surroundings "so as not to be come a tool or accessory to these terror bids".

Target killing in Karachi declined by 70 per cent while an 85pc decrease in incidents of extortion and 90pc decrease in kidnapping for ransom cases was witnessed.

As part of Zarb-i-Azb, he said, "all terrorist sanctuaries in the Federally Administered Tribal Areas (Fata) have been wiped all with the exception of a few pockets."

'90pc completed Hyderabad jail break plan foiled'
Lt Gen Bajwa said the "nearly executed" Hyderabad jail break plan was foiled in an operation.

The bid was an attempt to set free Daniel Pearl murder case suspect Khalid Omar Sheikh and another suspect jailed for involvement in attack on the Corps Commander Karachi several years ago, he said.

The perpetrators also had a list of 35 prisoners they wanted to kill, he said. A police constable who was abbetting these terrorists has been arrested.

Bajwa also showed a map used by the terrorists while planning the Hyderabad jail break.

The ‘operation’ against criminal elements in Pakistan’s commercial hub was initiated back in September 2013 after the federal cabinet empowered Rangers to lead a targeted advance with the support of police against criminals already identified by federal military and civilian agencies for their alleged involvement in targeted killings, kidnappings for ransom, extortion and terrorism in Karachi.

A high-level apex committee meeting chaired by the Chief of Army Staff Gen Raheel Sharif on May 14, 2015 decided to implement effective policing and surveillance in the "vast suburbs of Karachi", to prevent what the military spokesperson said were "sneaking terrorist attacks"

Director General ISPR, Lt. Gen. Asim Saleem Bajwa revealed on Friday that law-enforcing agencies have successfully busted nexus of terrorists belonging to al Qaeda (subcontinent chapter) and Lashkar-e-Jhangvi.

In a press briefing about Karachi operation, Bajwa said security forces have achieved a major success during the ongoing Karachi operation by arresting over 90 hardcore terrorists, including three high value targets.

“We have broken the overall network and nexus of terrorists belonging to al Qaeda subcontinent chapter and Lashkar-e-Jhangvi. They were backed by Tehreek-e-Taliban Pakistan (TTP). This is a major achievement, but we have much more to do,” Bajwa said.

He said the terrorists were involved in almost all major incidents of terrorism in Karachi.

“They committed several heinous crimes, including attacks on security forces, Kamra airbase attack, naval bus attacks and other incidents of terrorism,” he said.

He also briefed media about success of Zarb-e-Azb operation and anti-criminal Rangers operation in Karachi.

About Zarb-e-Azb operation, he said the massive army operation has significantly helped forge regional peace.

“Hideouts of terrorist were destroyed in the operation when we launched Zarb-e-Azb in June 2015… It significantly declined terrorism not only in the country but in the entire regional as well. Entire world has acknowledged it,” he said.

About Rangers operation in Karachi, he said Rangers operation was kicked off in the mega city when it was plagued by terrorism and street crime.

Lt-Gen Bajwa, during a media briefing in Karachi, informed through graphical presentation about major terror attacks including Karachi airport attack, assassination of Karachi’s top cop Chaudhary Aslam, jail break attempt in Karachi and Hyderabad, Kamra airbase attack and big arrests in its wake.

He said these terrorists often planned foul plays in mosques and people didn’t know about it.

He divulged that Karachi airport attack was planned in Miranshah by mastermind Naeem Bukhari along with training of suicide bombers as well as finances. Miranshah was a base of militant attacks across the country that was destroyed in the Zarb-e-Azb, he mentioned.

He said operatives of al-Qaeda in Sub Continent and Lashkar-e-Jhangvi were involved in attacks in Karachi and all of planners, facilitators and abettors had been arrested.

“We are cooperating with some 70 intelligence agencies, our intelligence agencies are one of the best”, said the DG ISPR.

Major jail-break attempted in Hyderabad foiled

He said that terrorists had also planned an attack on Hyderabad jail but it could not materialize due to timely action by forces. The plan, he said, was to obtain freedom for Omar Saeed Sheikh who was involved in the killing of US journalist Daniel Pearl. He also said that they planned to obtain freedom of another terrorist by the name of Shahzad who was involved in an attack on a luxury hotel in Karachi.

“Attackers had planned to kill around 40 people in the Hyderabad prison and take alonf 100 others after release.”

Police uniforms and other gadgets terrorists had planned to use during the jail-break.

A police constable posted at the jail was part of this plan to facilitate the attackers, he said, adding that he had also been arrested.

The DG ISPR said terrorists had also rented a house in Hyderabad’s Latifabad area. Besides, he revealed that 47 dangerous terrorists were being used by three terror groups in Karachi. Tehreek-e-Taliban Pakistan had also been patronizing these three groups, he added.

The DG ISPR said Rangers had conducted more than 7,000 operations in Karachi. “And more than 12,000 suspects have been nabbed in all those actions.” He said crimes have reducted 70% in the provincial capital following Rangers operation.

“The whole of world is praising military operation Zarb-e-Azb,” he said.

He said the terrorists were involved in almost all major incidents of terrorism in Karachi, adding that all of them are in army’s custody.

They committed several heinous crimes, including attacks on security forces, Kamra airbase attack, Mehran airbase attack in Karachi, suicide attack on senior police officer Chaudhry Aslam, attacks on naval buses in Karachi and other incidents of terrorism, he said.

About the three high value targets (HVTs), he said they are three hardcore terrorists – Masna, the ‘number two’ of al Qaeda subcontinent chapter, Naeem Bukhari, the head of LJ’s Sindh chapter, and Munna, a wanted terrorist of Al Qaeda.

They had head money of Rs.15 million, Rs.20 million and Rs.5 million respectively, Bajwa said, adding that Masna was mastermind of June 2014 airport attack in Karachi.

The three hardcore terrorists were later presented by media.

The DG ISPR said army foiled a plot of Hyderabad jailbreak by arresting perpetrators from the city, seizing their arms and ammunition.

“Several of those arrested, including Bokhari, were in the advanced stages of carrying out car bomb attack on Hyderabad Central Jail to free Khalid Omar Sheikh,” he said.

Sheikh was convicted of killing US reporter Daniel Pearl in 2002.

About Rangers operation in Karachi, he said it was kicked off in Karachi when the mega city was plagued by terrorism and street crime.

“Rangers carried out 7000 operations in Karachi, arrested at least 12000 criminals of them 6000 were handed over to police. During this operation, Rangers have seized huge cache of ammunition and more than 9000 weapons,” he elaborated.

The army spokesman claimed that Rangers operation in Karachi has resulted in major decline in crimes.

“As a result of this operation, the target killing has dropped by 70 per cent, extortion by 85 per cent and incidents of kidnapping for ransom by 90 per cent… but we still have much to do.” - Samaa
 
Arrest of Naeem Bukhari is a huge success. His group was involved in various major terror attacks on Shias in particular.

LEJ = SSP = TTP = Taliban = Al Qaida = ISIS / Daesh = LET = JEM = JI and hundred other such organisations ..
LEA's will have to make a move soon on this kind.

Although the middle tier is under surveillance but they are still pretty intact & are keeping a low profile. The new drive for recruitment is more focused on the Pakistani diaspora working in Middle East. That's where the old cadres of LeJ & SSP are active now.

These are people with long term association with the groups with their family members being active members of LeJ & SSP but now either on the run, killed in custody or come out of custody before Zarb e Azb. Recruiters mostly in their late 30s to early 50s & relatively better educated & settled in GCC countries with their businesses providing employment opportunities & their Deras ( premises ) providing a gathering place for new generation of recruits. This is pretty damn effective as work shifts are long & the only leisure time is spent in the recruiters company, who to a recruit & maybe even the recruiter himself appears as both an elder brother & fatherly figure, a guide to seek advice & help in matters related to work & visa.

The way it's going on now I can see a new generation of cadres coming in to the field in the next few years.

According to the general, the terrorist groups were trying to consolidate. That's what made them vulnerable; that's why so many were nabbed at once. But now that the loaf has been cut, you have to go after the slices and crumbs.
