AJK To Enjoy Benefits Of CPEC Initiated Mega Hydro Power Projects

Azad Jammu & Kashmir is all set to enjoy benefits of under-progress gigantic project of China-Pakistan Economic Corridor (CPEC) in power generation through the grand $ 2.4 Billion Dollars Kohala Hydro Power Project near Muzaffarabad.

The sources told APP here on Monday that since Kohala Hydro Power Project is stated to be one of the significant parts of the CPEC, the gigantic project will be completed with the estimated cost of US Dollars 2.4 million. The project will generate 1124 MW electricity.

It is one of the major private-sector hydro power projects in AJK. The project will not only add power to the national grid but also add revenue in the state budget of AJK government besides alleviating poverty and unemployment in the liberated territory. Famous Three Gorges Company of China with its three subsidiaries Kohala Hydro Power Company, Kerote Hydro Power Company & Mahl Hydro Power Company is developing these projects on fast
track basis. This will allay the notions that private sector cannot develop mega hydels.

Expected to complete in a period of five years these projects are going to bring about a huge impact in country’s energy, by inducting cheap energy and bringing down energy price, besides bringing a big boost to AJK’s economy in shape of Water Use Charges to be paid for 25 years and after 25 years two projects (Kohala and Mahl) will be handed over to AJK.

Experts terms the advent of all the three projects a major break through AJK’s Energy Sector. A very conservative estimate tells us that on completion these projects will bring 3-4,000 Millions of annual income to AJK. And, after 25 years AJK will get dividends equivalent more that two Mangla Dams.
 
102 MW Gulpur Hydropower Plant (GHPP) is an under construction, run-of-the-river hydroelectric generation project located on Poonch River, a major tributary of Jhelum River near Gulpur in Kotli District of Azad Kashmir, Pakistan.

Gulpur Hydropower Project is a part of least-cost energy generation plan, being executed by WAPDA to harness the indigenous hydropower resources of the country. WAPDA awarded the contract to MIRA Power Limited, a subsidiary of Korean company KOSEP, an independent power producer (IPP) being developed in private sector on BOOT basis (Build, Own, Operate and Transfer) under Government of Pakistan Policy for Power Generation Projects

Patrind Hydro Power Project | 147 MW | U/C
PROJECT PATRIND
The run-of-river Patrind Hydropower Project is being constructed on river Kunhar. With a capacity of 147MW (Net), the Project shall generate, on average, 632 GWh of electricity annually. Since the Project is being developed by SHPL as an IPP, the SHPL has entered into a 30 year Power Purchase Agreement with National Transmission and Dispatch Company (NTDC), Pakistan's grid system operator, for the sale of electricity generated from the Project.

LOCATION
The Project is located on the boundary of Azad Jammu & Kashmir (AJ&K) and District Abbottabad of Pakistan, near the city of Muzaffarabad. The majority of the Project structures, including the powerhouse, are located in the territory of AJ&K. However, the diversion tunnel, flushing tunnel and a part of the weir are located within territorial limits of District Abbottabad.

The weir side of the Project can be reached through Boi Road on right side of river Kunhar at a distance of approximately 12.3 km from Garhi Habibullah, a small town in District Mansehra. The powerhouse side of the Project is accessible from lower Chattar, Muzaffarabad where a new class 70 bridge has been constructed across river Jhelum as part of the Project.


TECHNICAL DETAILS AND INFORMATION
The plan of the Project is to divert the waters of river Kunhar through a weir, located near village Patrind, and a left bank conveyance system of headrace tunnel to the right bank of river Jhelum, near the city of Muzaffarabad, where a powerhouse is being built. The natural difference of elevation between river Kunhar and river Jhelum, along with a 43.5 meter high weir provides a gross head of 112.96 meters to set up a 147MW power project.

Major Project components envisaged under the proposed scheme include a weir structure, an upstream cofferdam and a flushing tunnel for sediments flushing, an intake structure slightly upstream of the weir leading to the headrace tunnel. The headrace tunnel passes through Lohar Gali ridge towards river Jhelum. It connects to an underground surge shaft via link tunnel and further opens into vertical pressure shaft, which connects with a horizontal pressure tunnel. The penstock divides into three manifolds conveying design discharge to a surface type powerhouse located on the right bank of the river Jhelum.

WEIR
The crest elevation is 769.0 masl which is approximately 43.5m high from the river bed. There will be two radial type overflow gates (12.0m wide x 10.4m high) with flap type gates installed on them for accommodating flood water & floating debris etc. and two radial type underflow gates (7.0m wide X 11.6m high) for carrying out flushing of the rearranged sandtrap (OHDS). The weir will also accommodate a bridge having deck at elevation 769.0 masl, which will provide easy access to the local community and by providing a connection between AJ&K and Khyber Pakhtunkhwa.


POWER INTAKE
The box culvert type power intake is located on the left bank of river Kunhar just upstream of the weir. One intake gate is provided having dimensions of 12.0m wide x 9.0m high. The facility is also equipped with five sets of trashracks having size of 7.0m wide x 12.0m high.


OPTIMAL HYBRID DESANDER SYSTEM (OHDS)/ REARRANGED SANDTRAP
Optimal Hybrid Desander System (OHDS)/ Rearranged Sandtrap is adopted for the project replacing the surface sandtrap. OHDS is composed of a by-pass tunnel and a modified pool. By-pass tunnel of horse shoe type having width of 7.5m and length 175.5m is provided at upstream of the upstream cofferdam to flush out the suspended sediments when the inflow is more than 200mᶟ/sec. The pond between upstream cofferdam and the weir will be used as the sandtrap for settling down particles that will crossover the cofferdam with size ranging between 0.20 to 0.50mm. This modified pond will be 80.0m wide, 20.0m high and 311.0m long. The settled particles shall be flushed out using under-sluice radial gates.

HEADRACE TUNNELS
From intake section at Weir site, a circular type headrace tunnel having 7.0 m internal diameter and a length of 2,193.86m, will lead to the vertical shaft along with connection to the surge shaft via link tunnel.

SURGE SHAFT AND PENSTOCK
Orifice type surge tank with surge chamber is proposed at the start of vertical pressure tunnel connected via link tunnel to control the water hammering and speed rise phenomena. Surge shaft is a vertical tunnel having 12 meter diameter with height of 39 meters within the mountain. Surge Chamber is of horse shoe shape with width of 15.0m, height of 10.0m. A horizontal pressure shaft of 62.321m length and 8.5 m diameter connecting to the vertical pressure shaft of diameter 8.5m is proposed in hill mass on the right bank of river Jhelum. Horizontal pressure shaft further connects to the steel lined portion having diameter of 5.5m and length of 102.53m. The steel penstock trifurcates into branches, each having diameter of 3.2 m and length 73.24m.

POWERHOUSE
A surface type powerhouse to accommodate three vertical Francis turbine units, each of 50 MW capacity, is proposed on the right bank of river Jhelum. The powerhouse site is about 8.52 km upstream of the Kunhar – Jhelum confluence. In order to counter the effect of sediments, water exposed parts are provided with HVOF coating for longer life and sustained efficiency.

SWITCHYARD
A Gas Insulated Switchgear (GIS) system is proposed to be constructed on the right bank of river Jhelum. The power from the project will be evacuated through 132 kV double circuit transmission line.
 
Kunhar river is on the left side. Jhelum river is on the right. Tunnels is bored from Kunhar river to Jehlum river.
You can see a small dam and diversion tunnel being constructed on the left side on Kunhar river and power house and tunnel opening on the bank of river Jehlum on the right (near the bridge).

Day & Night work underway at 100 MW Gulpur Hydro Power Plant in Kotli Azad Kashmir ,
Construction of Gulpur Hydropower Plant commenced in September 2014 and the project is expected to be completed in early 2019. The total cost of the project is about PKR 34 billion.

First Mega Private-Sector 1124 MW Hydro Power Project In Azad Jammu Kashmir

Brisk preparations have begun to launch the construction work on the private-sector 1124 MW Kohala Hydro Power project in Muzaffarabad district of Azad Jammu Kashmir in the near future, official sources said.

This was disclosed at a high level meeting of the AJK government held Tuesday with Fayyaz Ali Abbasi, Secretary State Electricity Department and the state-run Power Development Organization in the chair.

The meeting was attended among others by Mr. Zhang Jun, CEO Kohala Hydro Company and his associates.

‘The 1124 MW Kohala Hydro Power project will go a long way in the energy production sector in the country besides bringing economic bounty to the people of Pakistan and Kashmir”, Fayyaz Ali Abbasi said while addressing the meeting.

Ground breaking of the gigantic project is likely to be executed in the near future. Construction work on the project will be completed in next 5 to 6 years, the meeting was informed which discussed, in length a range of issues related to the mega project.

Prominent among those who attended the meeting included Muhammad Tayyeb Chaudhry, Commissioner Muzaffarabad division, Deputy Commissioners of Muzaffarabad and Jhelum Valley – Ms. Tehzeeb un Nisa and Hameed Kiyani respectively and Naveed Gilani, and Amjad Qureshi, Director General and Director Private Power Cell AJK respectively.
 
ISLAMABAD: Neelum-Jhelum Hydropower project will be ready for inauguration in February 2018, Water & Power Development Authority (Wapda) chairman informed Prime Minister Nawaz Sharif on Wednesday.

In a briefing at the Prime Minister’s House in Islamabad, Lt-Gen (retd) Muzammil Hussain, the newly-appointed chairman, briefed the prime minister regarding various ongoing water and power projects in the country, a statement said. PM Nawaz had earlier tasked the Wapda chairman to speed up execution of the crucially significant hydro power projects.

“Neelum Jhelum hydroelectric project will be ready for inauguration on February 28, 2018. The left tunnel connection of the project was completed in October 23, 2016 while the right tunnel connection will be completed by April 30, 2017,” the communiqué quoted the chairman as saying.
