Iran’s Sistan-Baluchestan Province and its Chabahar Port contribute to Afghanistan’s development and their potential should be fully tapped, said Afghan Chief Executive Officer Abdullah Abdullah during his visit to the Iranian port on Wednesday.
“Chabahar, which is a transit gate in eastern Iran, is the best area for expansion of Afghanistan’s transit industry,” he said.
The port city is the closest and most economical route to connect Afghanistan to high seas. It also facilitates economic exchanges with India.”
Abdullah noted that Afghanistan Investment Support Agency will encourage traders to invest in Chabahar, which would be suitable for imports and exports to the country, Mehr News Agency reported.
“Till now, 110 companies have been registered in Chabahar Free Trade Zone by Afghan investors, 432 economic players of the neighboring country and their families have taken up residence there,” said the managing director of FTZ, Hamed Ali Mobaraki.
Mobaraki announced that foreign investors will enjoy the same incentives awarded to Iranian investors.

“We are even ready to provide expanses of land for Afghan investors,” he added. “The Iranian government has paid particular attention to Chabahar in recent years. Numerous projects have been defined for the FTZ. If all of them become operational in the next five years, 56,000 news jobs will be created in the port city.”
The establishment of a steel mill, petrochemical plant and automotive company, as well as the construction of Chabahar-Mashhad railroad, is among significant investment projects in Chabahar by the domestic public and private sectors.
The port city of Chabahar, which is about 17,150 square km in area with a population of nearly 200,000, is located in Sistan-Baluchestan Province in southeastern Iran. It is the only Iranian port with direct access to ocean. The fact that this Iranian port has deep waters right up to its shoreline, making it ideal for ocean-liners to dock.

According to the managing director of Ports and Maritime Organization, Mohammad Saeednejad, around $342 million have been allocated for the development of the port in different sectors.
As we speak, Shahid Rajaei’s capacity stands at 2.5 million tons. But the figure will rise to 6-9 million tons, once Phase 1 of its development project is fully implemented,” he said.
Chabahar is seen as a viable trade path among Afghanistan, Iran and Central Asian countries such as India, which is financially involved in the development of the port.
The transit corridor has a special significance for Afghanistan, with Afghan President Ashraf Ghani declaring that his country wants to revitalize the Silk Road and act as a regional hub for connecting South Asia with Central Asia.
Afghanistan, Iran and India have signed an agreement to give Indian goods heading toward Central Asia and Afghanistan preferential treatment and tariff reductions at Chabahar. India has also finalized a plan to build a 900-km railroad from the Afghan province of Bamiyan to Chabahar Port.
Chabahar provides India an easier land-sea route to Afghanistan. New Delhi has already spent $100 million on building a 220-km road in the Afghan province of Nimroz, which will be extended to Chabahar.
India has also pledged to commit about $85 million to construct container and multi-purpose terminals at Chabahar.

The Chabahar project is said to be more important to Afghanistan than to any other country. Some experts have called it a bonanza for the economically troubled country, which is expected to suffer even more after the dollars that have been pouring in to sustain the US war machine reduce to a trickle when all residual American troops leave the country by 2017.
In effect, with the development of Chabahar, Afghan trade volumes can soar exponentially, as the country would be able to ship goods more easily to key markets in Europe and the Middle East. It would also be able to import key goods more easily.
While in Iran, Abdullah also met with the Leader of Islamic Revolution Ayatollah Seyyed Ali Khamenei, President Hassan Rouhani and Interior Minister Abdolreza Rahmani Fazli.
Heading a business delegation of top Afghan officials, including Minister of Trade and Industry Homayoun Rasa, his visit was aimed at exploring grounds for expanding cooperation in a wide range of areas, including energy, transportation and security.

well its a good decision afghanistan and Pakistan should discontinue transit trade agreement because it causes great damage to Pakistan economy via smugger stuff like cloths tea electronic items etc. Go ahead Abdullah Abdullah we really appreciate your efforts

smuggling can hardly be stop,the border between Af pak is too porous and families who have relatives on both side of border.
 
Good to see some details of Chabahar in this article. I had thought it was smaller but it looks like a decent size to support significant activity. Will Iran be using it for crude exports?

which direction does the smuggling occur? Af to Pak or the other way? Ihad thought Afghanistan only produces opium!
 
Strength and Opportunities
  1. The Iranian side suggested participation of India's public and private sectors in development of Chahbahar Port and Chahbahar Free Trade Zone (FTZ) and in setting up industrial units in the FTZ,
  2. India has plans to invest $ 15 million in the Chabahar port complex (targeted Jan 2016)

The credit ceiling of the Export-Import (EXIM) Bank of India to Iran has risen to about one billion dollars from 150 million dollars. 250 million dollars out of the amount will be spent on purchasing railroad tracks and related equipment from India. About 750 million dollars of the credit line can be spent on implementation of projects in Iran.
  8. It will provide an access route to land-locked Afghanistan
  9. Close proximity to the Strait of Hormuz which facilitates about 40 per cent of the world’s oil trade

  16. Zaranj-Delaram highway: Indian-built road, completed in 2009, connects Iran via the highway to the main Kandahar-Herat highway. (At present business people had complained that area is infested by smugglers and drug lords.)
  17. The possibilities in cooperation in railways, including by supply of rails, rolling stock, signalling and other works and India's participation in Chahbahar - Zahedan -Mashhad railway line

Indeed,

Afghanistan going through Iran is the best thing that can happen to Pakistan.

Afghan Shia government can now go though their Shia masters,
Pakistan rids of smuggling and Afghans.

These 2 neighbors are hillarious. Aray baba use Iran port or Somalian port or Martian port, why making so many announcements every now and then, like f kin attention seekers.

Once CPEC is completed, Iran itself will distance itself from 3rd world India to join the progressive wagon of CPEC. Every one knows that the terrain from Chahbahar to Kabul is damn hard so no fcks are given.

I, actually feel bad for Pakistan.Here is a nation which has gone out of its way to help Afghanistan - which refused to even recognize Pakistan on being created.

Pakistan , which willingly tolerated Baccha Khan & his Awami Party inspite of its secessionist tendencies.

Pakistan , which treated every Pashto born on its side of the Durand Line as its own children

Pakistan , which at grave danger to itself went on to shelter more than 3 million Afghan refugees during the Soviet occupation besides directly causing the downfall of the USSR & liberating Afghans from those Godless hordes.


If the Pakistanis choose to prop up a regime favourably disposed to it , why should those Afghans object ?

The problem with all the downtrodden states is that they don't know how to quit & when to quit .Particularly these Paktuns .They've spent the past 2000 years being at odds with regional powers.They haven't forgotten their history nor learnt anything from it.
 
Good development, if they chose Pakistani ports it would be burden on us..

Free transit = nothing for Pakistan, route for india, drugs, illegal migrant and so on.

Actually i started searching when i read about EXIM Bank line of $250 Mn for Railway tracks and equipments. Bcz then i started thinking what track is there near Chabahar that India requires to pump $250 Mn.

New Delhi: The first India-Iran Joint Commission Meeting (JCM) since the historic nuclear deal and decision to ease sanctions from Tehran discussed measures to expand economic and strategic partnership including increasing oil imports from the Persian Gulf country besides disbursement of pending oil payments, investments by Delhi in Iran's hydro-carbon sector and tried to iron out irritants to seal the contract for key Chabahar Port by next month.

Iran's Minister of Economic Affairs and Finance Dr. Ali Tayyebnia, who is visiting for the bilateral Joint Commission meeting co-chaired by Foreign Miniser Sushma Swaraj, also discussed with the host the connectivity projects including International North-South Transport Corridor (INSTC) project and rail link between Chabahar Port and Zahedan.

While Swaraj is yet to travel to Tehran this is the second high-level visit from Iran to India since nuclear deal in Delhi. Iranian Foreign Minister was here in August. Tayyebnia also met the PM. A statement from Prime Minister's Office said, "Prime Minister conveyed that India attached high importance to its relations with Iran. He recalled his fruitful meeting with President Rouhani in Ufa, on the sidelines of the BRICS Summit, in July 2015. Prime Minister expressed readiness on the part of India to further strengthen bilateral relations, including in the areas of trade, investment, oil and gas, connectivity, port development. "

While this statement did not give specifics there was enough hint that the issues of India's investment ($ 85 million) in Chabahar Port and Iran's oil sector, increasing the oil imports from Tehran, joint projects and INSTC were on the agenda of discussions.

At the JCM Swaraj underlined the efforts underway to enhance bilateral economic cooperation in energy, infrastructure - including shipping, ports and railways - and trade and commerce. She stressed that connectivity afforded by Indian participation in Chahbahar Port will facilitate linking Afghanistan and Central Asia with India.

The Iranian side suggested participation of India's public and private sectors in development of Chahbahar Port and Chahbahar Free Trade Zone (FTZ) and in setting up industrial units in the FTZ, according to a statement by the Indian Foreign Ministry. India has plans to invest $ 15 million in the Chabahar port complex and Swaraj also emphasized the need for early completion of all necessary procedures for India's participation in Farzad-B field in Iran and pointed out India's desire to participate in other oil and gas explorations in the Persian Gulf country.

The two Ministers reviewed the progress in trade and economic cooperation and a number of related matters, and discussed the possibilities in cooperation in railways, including by supply of rails, rolling stock, signalling and other works and India's participation in Chahbahar - Zahedan -Mashhad railway line, according to the Foreign Ministry statement.

The two sides are trying to iron out irritants and conclude contract by January for the expansion project of the strategically located Chabahar Port after over six months Shipping Minister Nitin Gadkari had concluded MoU on the project - proposed gateway to landlocked Afghanistan. Earlier differences developed after Iranian port authorities told India that the port building contract had been awarded to an Iranian company Aria Badaner even after the MoU was signed with Delhi.

According to Iranian officials India plans to increase its oil imports from Iran as soon as the international sanctions are lifted. It was supposed to run via Bandar Abbas. With Chahbahar becoming the port of choice for India and transport links being built, any chance the entry port to the route get transferred to Chahbahar?
