A letter has been sent by the Afghan government to United Nations Security Council (UNSC) to remove the leaders of Hezb-e-Islami from the sanctions list, the National Security Council (NSC) officials said.

NSC spokesman Tawab Ghorzang said the formal letter by the Afghan government was sent by the Ministry of Foreign Affairs.

Ghorzang further added that the letter was sent to the sanctions committee of the Security Council.

The Afghan government and Hezb-e-Islami led by Gulbuddin Hekmatyar signed a peace agreement around two months ago.

The party had earlier requested the government to assist in removal of sanctions imposed against the party leaders.

This comes as a delegation of the UNSC sanctions committee visited Afghanistan some weeks ago and met with the Afghan leaders to discuss the situation of the country.

According to reports, the Afghan government officials had requested the UNSC delegation to remove sanctions against Hezb-e-Islami leaders.

The peace agreement between Hezb-e-Islami and Afghan government was signed after almost six months of continuous negotiations.

The Afghan officials signed the agreement with optimisms that the accord will open door for peace talks with the other militant groups.

The Afghan high peace council officials had earlier said a faction of the Taliban group led by Mullah Rasool is mulling to participate in peace talks with the Afghan government.

One of the most notorious commanders of Gulbuddin Hekmatyar, the leader of Hezb-e-Islami, is in the custody of the Afghan intelligence, the National Directorate of Security (NDS).

A source in Afghan intelligence confirmed to RFE/RL that commander Zardad has been detained and is serving in the custody of the National Directorate of Security.

Commander Zardad, accused of grave human rights violations, returned to Kabul on Wednesday as scores of his supporters gathered in the airport to welcome him home.

The notorious Hez-e-Islami commander was reportedly running a check post and a cell to torture the Afghan civilians during the devastating civil war for which Hekmatyar is believed to have a major role along with the other notorious jihadi leaders.

Apart from his supporters, the ordinary Afghan civilians were shocked with Zardad’s return who are pessimistic regarding Hezb-e-Islami’s role to ensure stability in the country by joining peace process as they believe Hekmatyar’s party is no more a prominent insurgent as compared to Taliban who are accused of the major stakeholders in the ongoing violence.

According to reports, commander Zardad was deported after serving in UK jail for several years for his involvement in the devastating Afghan civil war.


Zardad’s return to Kabul comes as come as the Afghan government is busy requesting the UN Security Council to lift sanctions against the leaders of Hezb-e-Islami.

Russia is attempting to block the removal of Hezb-e-Islami party leader Gulbuddin Hekmatyar’s name from the United Nations sanctions list, it has been reported.

It is yet not clear why Moscow is attempting to hinder the removal of the party leader from the sanctions list.

A foreign diplomat told The Wall Street Journal that “For the Russians, it’s just putting their foot down.”

The diplomat further added “I haven’t seen any good reason for it.”

Hameed Azizi, a spokesman for the party, urged the Afghan government to put pressure on the U.N. and foreign governments to remove Mr. Hekmatyar from the sanctions list and proceed with the implementation of the peace deal.

“If any country is against the delisting of our leader from the blacklist, that country also is against peace in Afghanistan and wants the continuity of war,” he said.

The peace deal between the Afghan government and Hezb-e-Islami party was signed late in the month of September last year.

The leader of Hezb-e-Islami Gulbuddin Hekmatyar may return to Kabul even before sanctions relief or removal of party leaders’ name from the UN blacklist.

According to a statement released by Hezb-e-Islami party, Hekmatyar has called on the government to enforce the peace deal, slamming certain countries that attempt to hinder the peace agreement signed between the party and the Afghan government.

The statement further added that the government should release the prisoners of the party and assist the refugees with the arrangement of residence against Hekmatyar’s return to Kabul.

In regards to the alleged blocking of sanctions relief by Russia, the party said only the Afghan people have the right to decide regarding the affairs of the country and resolve their issues internally.

This comes as a foreign diplomat said last week that Russia is attempting to block the removal of Hekmatyar’s name from the United Nations sanctions list.

The peace deal between the Afghan government and Hezb-e-Islami party was signed late in the month of September last year.

Afghanistan calls on UNSC to take action against state institutions facilitating violence

The Afghan envoy stressed that the UN is "well positioned" to help address trust deficit associated with "negative state rivalries" which often leads to conflict.

In a veiled but scathing attack against Pakistan for providing safe havens to terror groups, Afghanistan called on the UN Security Council to take measures against “state institutions” that facilitate extremism to advance their foreign policy agenda. “The cycle of violence and insecurity in Afghanistan, and our part of the world is inextricably linked to the presence of sanctuaries and safe-havens in the region, from which extremist groups are sustained and enjoy an incessant flow of political, financial, material and logistical support for the continuation of their malicious activities,” Afghanistan’s Permanent Representative to the UN Ambassador Mahmoud Saikal said.

Addressing a Security Council debate on Conflict Prevention and Sustaining Peace on Tuesday, Saikal, without naming Pakistan, said elements in “some state institutions” facilitate violence to advance their foreign policy agenda. “The UN must also afford greater attention to some of the external drivers of these phenomenon. In this light, the UN, and this Council in particular, can devise a viable approach to identify situations where elements in some ‘State institutions’ facilitate violence and extremist activities by non-state proxies as a means to advance their foreign policy agenda,” he said.

The Afghan envoy stressed that the UN is “well positioned” to help address trust deficit associated with “negative state rivalries” which often leads to conflict, and where “some actors go at all lengths, including the use of violent proxy forces in pursuit of political, security and economic objectives. This phenomenon is predominant in our region.”

Saikal also told the Council that Afghanistan has expressed “strong reservations” in regards to open declarations by “some in our region of their contacts with armed opposition groups active in Afghanistan, conducted without the consent of the Afghan Government.

“Let me reassert, any kind of talks on the situation in my country has neither any value nor legitimacy without the participation and approval of our Government which is the most democratically elected administration in the history of our nation,” he said.

 
Mr. Ghani should ask Mr. Modi to have a talk with their best friend Russia and stop blocking this removal, with India's 1.2 trillion Economy and PPP and GDP and Nominal and Per Capita...Russia would not say No..

The UN Security Council has lifted sanctions on the notorious Afghan warlord Gulbuddin Hekmatyar, previously branded "a global terrorist" and accused of widespread human rights abuses.


The move follows a landmark peace deal between Hekmatyar`s insurgent group Hezb-i-Islami (HIG) and the Afghan government in September last year, guaranteeing his amnesty and security despite protests by human rights groups.

It was the first such agreement since the Taliban launched their insurgency in 2001, paving the way for the former prime minister`s political comeback after nearly two decades in hiding.

The accord was praised by many foreign governments, including the United States, as a step towards peace in Afghanistan.

A statement on the UNSC`s website Friday said an assets freeze, travel ban and arms embargo targeting Hekmatyar no longer applied.

Diplomatic sources said only Russia had opposed the move, though France was initially reluctant because of Hezb-e-Islami`s involvement in an ambush northeast of Kabul that cost the lives of 10 French soldiers in August 2008.

Hekmatyar was designated by the US as a "global terrorist" in 2003.

He was a major figure during the bloody civil war of the 1990s, accused of indiscriminately firing rockets into Kabul as well as other human rights abuses, but in recent years the country`s insurgent conflict has been led by the Taliban.

The whereabouts of the former prime minister, who was not present in Kabul for the signing of the agreement, remains unknown.

His return to Kabul and to mainstream politics was contingent partially on his removal from US and UN terror blacklists.

The Afghan government, as well as Hekmatyar aides and spokesman, were not immediately available for comment.

The name of Hezb-e-Islami leader Gulbuddin Hekmatyar has been removed from the sanctions list of the United Nations Security Council (UNSC).

According to a statement by UNSC, “On 3 February 2017, the Security Council Committee pursuant to resolutions 1267 (1999), 1989 (2011) and 2253 (2015) concerning ISIL (Da’esh), Al‑Qaida and associated individuals, groups, undertakings and entities removed the name below from the ISIL (Da’esh) and Al-Qaida Sanctions List.”

UNSC disclosed the name of Hekmatyar after he was removed from the sanctions list, providing all the details regarding the Hezb-e-Islami leader, including date of birth and the date he was included in the list.

“Therefore, the assets freeze, travel ban and arms embargo set out in paragraph 2 of Security Council resolution 2253 (2015) no longer apply to the name set out below,” the statement added.

President Mohammad Ashraf Ghani has called on Taliban group leaders to return to Afghanistan and live in the country with dignity.

In his speech during a gathering to mark the 28th anniversary of the Soviet forces withdrawal, President Ghani said the Taliban group members who are having an independent and an Afghan mindset should return to Afghanistan and start a dignified life.

President Ghani further added that the signing of peace agreement with Hezb-e-Islami led by Gulbuddin Hekmatyar has paved the way for the return of Mujahideen to the country.

He said the Afghans waged Jihad for the freedom of the country in the past but the current Jihad is for the rehabilitation and reconstruction of the country.

Questioning the approach of the militants in their so-called holy war, Ghani said the Mujahideen were not conducting suicide attacks and there was no news regarding the destruction of the mosques and killing of the innocent people.

He added that the Mujahideen were waging Jihad for the freedom and development of the country.

The latest call by President Ghani to Taliban militants comes as the group has repeated rejected to participate in peace talks with the Afghan government.

The group maintains withdrawal of the foreign forces as one its main conditions to participate in reconciliation process.

President Mohammad Ashraf Ghani has said the Taliban office in Qatar should be closed if the group pursues violence.

During a meeting with the Qatar foreign minister, President Ghani said sanctions should also be applied on the group if no breakthrough was made in bring the leaders of the group to negotiations table.

He said the main priority is that the group abandon violence and participate in peace process.

President Ghani further added that the findings of the Afghan government reveals the group was involved in Kandahar attack which was plotted by the group’s leadership council.

In his turn, Qatar’s foreign minister said there is no justification for violence and his government is committed to continue to its efforts to help bring peace and stability in Afghanistan.

Dozens of people were killed or wounded after an explosive device planted in a government compound went off in Kandahar city last month.

At least five UAE diplomats, several Afghan officials, including deputy governor of Kandahar were killed in the attack.

The UAE ambassador to Afghanistan Juma Al Kaabi was also wounded in the attack who later succumbed to his injuries.

The National Security Council of Afghanistan (NSC) has urged the relevant authorities to expedite the process of implementing provisions of peace agreement with Hezb-e-Islami led by Gulbuddin Hekmatyar.

The Office of the President, ARG Palace, said the NSC meeting was chaired by President Mohammad Ashraf Ghani, focusing on security related issues as well as the peace agreement between the Afghan government and Hezb-e-Islami which was signed last year.

The committee tasked with the implementation of peace agreement provisions, presented its report to the meeting.

The meeting participants emphasized on further implementation of the provisions of the agreement, particularly the release of prisoners, reintegration, ceasefire, and establishment of peaceful zones.

The relevant authorities were instructed to step up efforts for the implementation of the agreement provision.

The peace agreement with Hezb-e-Islami was signed late in the month of September last year.

The United Nations Security Council further paved the way for the proper implementation of the peace agreement provisions by remove Gulbuddin Hekmatyar’s name from the sanctions list few weeks ago.
