well afghanis got id cards because there is no difference in afghans and pashtoons both speak same language and have same culture and traditions ... Well dont know about BD ID card but yeh NADRA is implementing BD Driving License .

I have worked for nadra so i am sure that india can get help from NADRA's vast experience .. Pakistans ID card project is mature now and covers 90% of population .. and i think total contract of Nigerian project is worth 10 million Dollars
