These were Pakistanis that were forced to flee to Afghanistan because of Operation Zarb e Azb; this is nothing new. One time a Pakistani Pashtun from Bajaur I met in Sialkot who worked in the football industry told me how his family fled into Afghanistan during the 2007 operation. They lived there for 4 years and were badly treated and discriminated against despite being Pashtun, they managed and came back - were given around 60,000 rupees to resettle which was not enough.
