I believe it's posturing rather than an action plan. Is he is sending a message? What is it?

The Philippines has recorded about 1,800 drug-related killings since President Rodrigo Duterte took office seven weeks ago and launched a war on narcotics, far higher than previously believed, according to police figures.

Philippine National Police Chief Ronald Dela Rosa told a Senate committee on Monday that 712 drug traffickers and users had been killed in police operations since July 1.

Police were also investigating 1,067 other drug-related killings, Dela Rosa said, without giving details. On Sunday, Duterte railed against the United Nations for criticising the wave of deaths.

The United States, a close ally of the Philippines, said it was "deeply concerned" by the reports, and U.S. State Department spokesman Mark Toner urged Duterte's government to ensure that law-enforcement authorities abided by human rights norms.

The drug trafficking crackdown and some strongly worded criticisms Duterte has made of the United States since coming to power present a dilemma for Washington, which has been seeking to forge unity among allies and partners in Asia in the face of an increasingly assertive China, especially in the strategic South China Sea.

Toner made the dilemma clear in responses to questions at a regular State Department briefing in Washington, in which he referred to Duterte as "a plain-speaking politician."

"We continue to make clear to the Philippines government ... our concern about human rights, extrajudicial killings, but we are also committed to our bilateral relationship and strengthening that bilateral relationship," he said.

Toner said there was no question of the United States turning a blind eye to rights abuses and that the relationship with Manila, while good, was "frank and candid."

As recently as Sunday, the number of suspected drug traffickers killed in Duterte's war on drugs had been put at about 900 by Philippine officials. But this number included people who died since Duterte won the May 9 presidential election.

Duterte said in a strongly worded late-night news conference on Sunday the Philippines might leave the United Nations and invite China and others to form a new global forum, accusing it of failing to fulfil its mandate.

His foreign minister, Perfecto Yasay, said on Monday the Philippines would remain a U.N. member and described the president's comments as expressions of "profound disappointment and frustration".

"We are committed to the U.N. despite our numerous frustrations and disappointments with the international agency," Yasay told a news conference. U.S. officials declined comment on Duterte's U.N. remarks.

Last week, two U.N. human rights experts urged Manila to stop the extra-judicial executions and killings.

Yasay said Duterte has promised to uphold human rights in the fight against drugs and has ordered the police to investigate and prosecute offenders. He criticised the U.N. rapporteurs for "jumping to an arbitrary conclusion that we have violated human rights of people".

"It is highly irresponsible on their part to solely rely on such allegations based on information from unnamed sources without proper substantiation," he said of the United Nations.

Leave the UN and calls for China to create another body ?

As corrupt and incompetent as the UN, the Philippines leaving the UN would be the worst thing the Philippines could do. Never mind putting yourselves under China's control.

Look at the oil transport map above and tell yourselves you could survive with China in complete control of the SCS. How much oil does the Philippines import ? Where are your major centers of industries ? Do you need to transit the SCS to ship their goods ? How much would it cost more if you have to find alternate routes ?

The US could afford to leave the UN simply because the US is on the other side of the world and is powerful enough by herself. The Europeans have their EU, no matter how troubled it is, the EU can survive in another incarnation. But right now with an aggressive China, Asia cannot afford to stand apart. China is working to check off all of you -- one by one. This kind of emotionalism by the Philippines's chief executive works in China's favor.

Good luck to the Philippines. Our Trump can be contained. Can you contain your Duterte ?

Extrajudicial?

I understand US drone murders in North Africa, Pakistan and elsewhere as extrajudicial killings, under international law. But, PH is running a tough campaign against crime cartels on its own soils being painted as “extrajudicial killings?"

That's what one gets from the US foreign policy when one cozies up to the US regime.

I wonder how is it different from Rudy Giuliani's NY clean-up, which has since been hailed by the (part of the-non-liberal) US regime media as a success story.

US tests the endurance of PH sovereignty. If the PH gives in at one point, the US will continue to work with the PH as a de facto vassal state.

If PH does not give in, it will be on the receiving end of US regime media and various official-non official institutions.

If I were Pres. Duterte, I would pay special attention to US-led NGOs.

I can't say, though his foreign policy is most likely about balancing the PH's relations with US and China, though IMO, (I do not speak for all Filipinos and this is my own opinion because certain members will twist and basterdize what I will post) but I do NOT agree on the idea that PH must lean more on China economically and politically at this time considering the territorial disputes.
 
Hmm president Duterte just want to get the attention of the UN that he wants respect. Unfortunately UN rapporteurs didn't show it so he just reciprocated.

To be honest, he is actually doing good though impulsive, passionate and prone to knee jerk reactions but that has to be admitted. Actually there's a premium with that trait. The criminals and the corrupt here in our country are scared of him. He is bad to the bad elements and good for the peaceful and law-abiding citizens. Well if you don't appreciate him? as long as you're not one of them who will contribute to the destruction of the Filipinos, you're okay and safe. I think he is quite unique but effective leader against the undisciplined, the arrogant, the proud, even to the rich oligarchs in the country.

We want our peace and security. So it's our time, for we've been terrorized too long.

It is up to filipino people to decide whether this is the leader that fits their needs. At least they can choose after results of a term. He is not going to be a autocratic dictator that forces his will on the country for such a long time like Suharto.

@madokafc obviously you don't know what you're saying. You can throw all rubbish to Duterte including your tolilet bowl but for us he is a no nonsense president.

Well almost all anti-Duterte are seeking refuge to due process of law and to human rights. However, they forgot that good and law abiding Filipino citizens also have human rights to live free from danger of being victims by criminals. If they are indeed innocent. Show some proof or witness first. The burden of proof should be on the accuser. Our people also have rights to protect their children from harm caused by dangerous drugs. Extra-judicial killings against criminals particularly those in drugs syndicate is a must which cannot be resolved by procedural due process of law alone.

Sadly there are also narco government officials that are involved and traitors to our country... selling the welfare of the Filipino children to the drug syndicate. If they tend to fight then it should be shoot to kill. If our President do not do something drastic to address this drug menace that could turn our children into zombies. I know it's bloody BUT we are on the right track to cleanse our society of the evil of drugs.

This is for the sake of our beloved country. It is a painful decision but it must be done hence, majority of our people support the president.

Funny no arrow goes to Philippine on that map. Furthermore, any read of the map can see alternatve routes to Philippine without going through the SCS. The same goes for Japan and Korea, Malaysia and Australia.
