Type 093B with a pumpjet is already fourth generation comparable to Virginia except being underpowered. Being underpowered is not a big deal since PLAN does not patrol such long distances as USA. We just need to crank these out four per year and try to equalize with the USA within 10 years.

The technology jump of this submarine is comparable to Type 052D or Type 055 for surface ships.

No, being underpowered is a huge deal for SSN. It allows the faster sub to dictate when and where to engage, as well as slipping away when the odds aren't favourable. Even if you detect the enemy sub, there is nothing you can do against it if you're significantly slower. The slower SSN does not have the same option. There is a reason that navies kept on trying to increase the underwater speed and diving depth of their SSNs.
