1. the english-speaking working classes, who drive the nation, must be first guided rightly so that they can convey ideas to those of their rural relatives and friends who don't know english fully.

2. this will give extra incentive for rural ladies to strive to learn english because they will think they are missing out on rights and freedoms.

If you want to start, start from rural youth below 15 years.

good idea... much of these crimes are committed by rural males who have moved to urban areas for incomes, and they take their regressive attitudes with them which can remain for generations... this happened in the delhi case of "amaanat" in december 2012.
