Higher income groups may be taxed to fund Zarb-e-Azb

ISLAMABAD: The government is considering a proposal to impose 10 to 15 percent surcharge on higher income contributors who earn more than Rs50 million in order to support the ongoing military operation Zarb-e-Azb against terrorism.

“The government is seriously considering imposition of surcharge on higher income earners in the coming Finance Bill, 2015 which will be tabled before the National Assembly on June 5, 2015,” official sources in the FBR confirmed to The News here on Monday.

Finance minister has tasked FBR’s top guns to come up with exact estimates of revenue generation with the imposition of additional surcharge on higher income groups. The initial estimates of FBR suggest that the tax machinery can collect Rs10-20 billion depending on effective enforcement.

The Tax Reform Commission (TRC) had also recommended to the government to impose this kind of surcharge on higher income earners for a period of three years.Under the proposed amendment, section 4A of the Income Tax Ordinance 2001 is to be re-inserted in the following manner; 1. Subject to this Ordinance, a surcharge shall be payable by every taxpayer at the rates specified under First Schedule Part I, Division I and II on the income tax payable under the Ordinance.

2. Surcharge shall be paid and deposited at the same time and in the same manner as the tax is paid and deposited under this Ordinance. Provided that this surcharge shall not be payable for the tax year 2015 and prior tax years and shall be applicable, subject to the provision (1) for the tax year 2016 and till tax year 2018.

don't know about doctors but Agriculture isn't taxed

I think doctors are not taxed, my cousin is doctor and he never say anything about taxes. other than the Salary which he receive after deductions of taxes..

10-15 percent is very high. And if they are businessmen , they will compensate it by increasing the price of commodity.

need Attack helicopters ASAP to provide better Air-support to our men fighting on front lines ... in ambushes , few terrorists try to escape , once we have Choppers , there wont be any Chance for them to escape ...

Only to the extent of their salaries if they are on payroll, nothing is recovered from the money earned through consultancy and private clinics.

Safe to say the haves including politicians are to be taxed?

You get into the higher income category by providing goods and services to the population. When you tax them they add those as expense in the goods and services they provide. So in the end the few that do pay what little taxes after bribing their way through to as little as possible this will just eventually compound to the costs the lower income pays.

I hope Military can know the trick Nawaz Sharif and Ishaq Dar are playing with them..................trying to make them unpopular in business and tax payer community by imposing additional taxes on name of Zarb e Azab . What military need to do is to take billions out of bellies of Nawaz Sharif and his cronies, Zardari and his cronies and people like Malik Riaz and Mansha ! Military will get much more then they wished for and country will be free of corruption ! This is what people of Pakistan want ! Get money from the corrupt and don't disturb the tax payer which is already being squeezed more and more !!!!!!

Talk about insult to injury! This was never our war; get Mushy and his hypocrites to pay for it. Why isn't the USA picking up the bill? We have already paid too much in lives for what? So that Americans can sleep safely at night. What about our safety?

We'll see when it happens... tax agriculture, eliminate subsidy from unnecessary products, increase taxpayer's and we'll see that the mountain of claims are not pack of lies

I have often seen people talking about agriculture tax. I fully agree that Agriculture tax should not be imposed as it will raise the price of staple food and effect common man. However, agriculturist must be taxed for his or her earnings. Correct terminology is taxation of agriculture income and not agriculture tax.

some people use vast barren land (there is no agriculture happening) as a tool of converting dirty money into clean money ............

These people should be penalised for non utilization tax, as this is how they keep the land barren and claim money from government.
