Thats why my stance that these are the already in stock Ghauri missiles being retired in style as a test bed / target practice.
No new Ghauri will be produced. The funds are diverted towards shaheen program.

As per my info there have been some upgrades to the rocket motor, navigation and guidance systems. An overall improvement over the initial model. The missile system was to be disposed off but with new technology it can be pretty handy in the subcontinent.
