Their is no criteria is for NSA
RAW chief would be always from RAS from now.

merit .. eligbility .. role fit will be priority not sericve

Current Chief is selected due to seniority but next chief would be from RAS due to sufficient senior candidates.

if RAS is specialist let them do it.. as IPS is more generalsit cadre than RAS

There are some problem in deputation in IPS because during deputation IPS officers seniority effected in their home cadre.
Now mostly people absorbed in RAS for permanent.
Reason for current Chief are IPS due to he is more senior compare to their RAS colleagues but after 1 or 2 year scene would be different due to more senior candidate from RAS & decreasing IPS deputation.

Principal Secretary post is a single post not some organization.
RAS created by GOI to save RAW from CBI like mess.

PSec positon is top psotion equivalnt to cabinet secrtary who head alll india admin a cluster of org
its single post so does RAW chief
RAW chief reprt to PM aka Psec

my point is not about position but mehtod of selection ..
there are many IAS for admin job
but
still got guy from literaly outisde as Tria chief cnt hold any goi position after that ...

Difference between RAS & IPS deputation is in IPS deputation person join RAW for specific time later returned to their parent cadre like CBI in which all their contact made their tenure is going to loose.
In RAS, person absorbed from IPS or UPSC permanently who always be served in RAW which works efficiently.

its better have health secrtary who have MBBS , PHd in medical than IAS with sanskirt phd

IAS didn't get this but IPS rank & they have sufficient training for that
GOI employ RAS for increasing efficiency of RAW.
Be assured competent would be prevail
