I apologise.

I suggest that it should be a dynamic one which would shuffle between all the three services and could include strategic forces.

Why not does the admin have a weekly/monthly change contest thingy through voting?

create an option of CUSTOMIZED COVER PAGE for every pdf id holder who will set his cover page wall paper as per his wish.
