They dismantled some blackjacks and returned around 8 Tu 160s to Russia.

Circulating in aircraft carrier market is such a story: It was also in the same Black Sea Shipyard in Nikolayev, also after the collapse of the Soviet Union, a nuclear-powered aircraft carrier called the Ulyanovsk became an un-supported orphan. At this time, a Norwegian company coincidently hired Nikolayev Black Sea shipyard to manufacture six ships, which must be built at No. 0 berth in Ulyanovsk. Meanwhile, a U.S. steel company made a high-priced offer for acquisition of the steel of the Ulyanovsk. Ukraine and Russia thought that this was quite a good deal. In early 1992, Ukraine dismembered the Ulyanovsk, which had been completed 45% and appeared in a shape of a large aircraft carrier. However, by the time the dismembering job was done, the US company said that the initially quoted price was too high, the contract was null and void, and no acquisition went on. Soon after, the Norwegian shipbuilding contract was canceled for some reasons. The Americans did not spend a penny, but made Ukraine and Russia to dismantle their own ship.

It happenned in all EE.I remember that in Romania we were forced after 1990 to give up long range missiles and their development programs.I've read the memoirs of shocked officers who were forced to open up the bases(the exact quote for one was "my own mother didn't know where and on what i was working and now i'm opening it all to western officers),dismantle warheads and give up skectches of weapons.That was not "cool"...they could have come in handy right now.

The Ulyanovsk was 20% built when work stopped. It looks like nobody had the money to see it finished otherwise they would still have been building it. So it was languishing in their shipyard. So yes, to make sure it was never restarted, it looks like big money contracts were dangled in front of them to get it to be removed from the shipyard.

Nonsense. Tu-160 without nukes are worthless.

I think you hit on the head why Obama is upset that many European countries are not jumping up to help Ukraine.
Many old Soviet republics had their heavy weaponry disabled under the Nunn-Lugar Cooperative Threat Reduction Act (which was supposed to just reduce WMD's) but looks like it went further (with bomber destruction and probably other stuff) to probably satisfy some european security concerns. Now that a threat has emerged not many are enthusiastic about helping them. Although i don't know if that bomber has the capacity to carry multiple dumb bombs or it was nuclear/cruise missile specific.

yeah Ukraine cant afford putting the planes into a warehouse and covering them with plastic bags, its too expensive

yes , because after couple decades you can take it out of the storage and it will be like brand new
 
I don't know how Russia would view it if NATO countries start supplying arms to Ukraine.

Especially if those weapons are used directly on Russian troops in Crimea.
