I don't think there is wrong with this law, but implementation of this law is definitely not right. This is a good example, third world countries can stop food wastage and also lavish wedding parties. They should change the implementation of the rule.
I have one suggestion, they can come give a fine ticket of heavy amount without arresting anyone.

well then have a tarrif structure that charges high per unit cost after certain level of usage. you cant stop people from using it whichever way they want once they paid for it.
