ISLAMABAD: The Higher Education Commission (HEC) has sent its first list of four MPs, including one federal and one Balochistan minister and a senator, with foreign degrees, which look hilarious.

The HEC has revealed that, at least, two of these MPs were allowed to contest the 2008 polls by the Election Commission of Pakistan (ECP) despite the HEC’s non-verification of their degrees in Nov 2007.

In its report sent to the National Assembly’s Standing Committee on Education, the HEC declared foreign degrees of four MPs, including a Senator, an MNA/federal minister and two members of the Balochistan Assembly having been acquired from non-chartered foreign universities that are unknown and even sound hilarious.

According to the sources, all these MPs, hailing from Balochistan, have shown their degrees acquired from some unknown foreign universities, which are non-chartered and, therefore, not recognised by the HEC.

These parliamentarians include BNP Senator Mir Israrullah Khan, PPP MNA and Federal Minister for Livestock and Dairy Development Mir Humayun Aziz and two MPAs from Balochistan Assembly, including Minister for Information Technology and provincial coordination on NGO programmes and universities, Law and Parliamentary Affairs Ms Shama Parveen Magsi and Ms Rubina Zafar Zehri.

Official documents, which include copies of the suspected degrees, also reveal that Assistant Director HEC Syed Asim Hussain wrote to M Rasheed Bhatti, Assistant Election Commissioner (HQ), officer of the Provincial Election Commissioner, Quetta, on Nov 30, 2007 and conveyed six cases of suspected degrees from non-recognised institutes, etc.

These cases included the names of Ms Shama Parveen Magsi, whose BBA degree from “International University of America-London” was even not recognised on Nov 30, 2007 but still the ECP allowed her to contest the elections. Similarly, Ms Rubina Zafar Zehri’s BBA degree from MiTech Institute of Management & Information Technology, Defence, Lahore, was also not recognised but like Ms Magsi, she too was allowed to contest the polls by the Election Commission.

Mir Israrullah Khan is shown to have done his “Bachelor of Business Administration” in 2004 from “International University of America (London)”. The HEC declared it as “Non-Chartered University”. Mir Israrullah Khan is a member of the Senate.

Yet another Mir from Balochistan — Mir Humayun Aziz — who is a member of the National Assembly, has declared to have done “Bachelor of Business Administration in Marketing” in 1999 from “Fire International University”. The HEC declared it too as Non-Chartered University.

Ms Shama Parveen Magsi, an MPA of Balochistan Assembly, has submitted her BBA degree to have got in 2005 from the “International University of America (London), which too has been declared as Non-Chartered University”. Another lady MPA from Balochistan Assembly Ms Rubina Zafar Zehri did her BBA from “Mitech Institute of Management & Information Technology, Lahore” in 1999. This degree has been embossed by the Lahore based “duly authorised officers” of the university.

Copies of all these degrees are also available with The News. In case of Ms Rubina Zafar Zehri, the apparently foreign degree makes an interesting statement, which reads as: “Rubina Zafar Zehri having completed the prescribed studies and satisfied the requirement for the degree of Bachelor of Business Administration has accordingly been admitted to that degree with all the rights, privileges and immunities thereunto appertaining In witness whereof, the Trustees of Mitech Institute of Management & Information Technology have caused this degree to be signed by the duly authorized officers of the Institute and embossed with its corporate at Lahore, Pakistan.”

Education should be no requirement whatsoever. If you're an elitist upper middle class do-no-gooder and the argument is that only the "educated" can elect the "right" people and the rural and "illiterate" populace somehow can't elect the "right" people and identify what's good for them, then this is tantamount to disgracing, mocking and insulting the real people of Pakistan (not targeted at you but the general elitist forum members here)

I guess most can read and write (most not all).

Absolutely. The game has just started.

IMO, based on the limited information presented in this article and that I have read elsewhere, that Ansar Abbasi and others of his ilk are barking up the wrong tree in focusing on cases such as the ones mentioned.

The issue here is one of deliberate fraud by certain people in order to meet the conditions set by the law at the time to run for parliament. The law can only be said to be violated by the accused parliamentarians if they forged these degrees (as has been shown with some parliamentarians so far). In case of degrees awarded by 'shady' or non-accredited/non-chartered universities, one cannot hold the parliamentarians responsible for 'legally' paying the necessary 'money' and doing the necessary 'work' to get these institutions to award them their 'certificates'.

The responsibility in these cases lay with the election commission and the HEC or any other institution approached by those charged with vetting the candidates for elected office. If these politicians were allowed to contest elections with such obviously 'non-accredited degrees', then the fault is that of the EC, not that of the politicians.

Since the law, IIRC, has been changed with the 18th amendment to where college degrees are no longer a requirement for elected office, the position of these legislators with degrees from non-accredited/non-chartered institutions should technically be safe, and they should continue to serve their constituents who elected them.

Those who deliberately forged degrees from various institutions, however, committed crimes and should be removed from their positions and tried and punished under the applicable laws.

‘A degree is a degree, doesn’t matter whether its fake or authentic’

QUETTA: A degree is a degree and it does not matter if it is fake or original, Balochistan Chief Minister Aslam Raisani said on Tuesday. Answering questions about fake degrees of parliamentarians, Raisani said it did not matter whether they possessed fake degrees, as a degree was a degree nonetheless. When asked whether a decision about fake degrees would affect his government in Balochistan, Raisani said it would not make any difference as he would continue to reside in his own house whether the government remained or not. When his attention was drawn towards the allegation by Iranian ambassador in Pakistan that the CIA was using Quetta and Kabul against Iran, the chief minister said, “We will not allow our territory to be used against Iran or any other country.” “If anyone uses our territory against any other country, we will not only condemn it but any such effort will be resisted,” he added.

He said he was going to Islamabad to hold talks with the Communication Department and would ask them to release funds so that the construction on national highways in the province should resume at the earliest.

LHC verdict in MPA’s fake degree case likely today
Staff Report

RAWALPINDI: The Lahore High Court (LHC) Rawalpindi Bench on Tuesday reserved the decision in Pakistan Muslim League-Nawaz (PML-N) MPA Malik Yasir Raza’s fake degree case.

The announcement of the decision is expected today (Wednesday).

During the hearing, Sardar Abdul Raziq, counsel for the MPA in his arguments said the charges levelled against his client were baseless.

He said the officials of Federal Board of Intermediate and Secondary Education and Rawalpindi Board of Intermediate and Secondary Education appeared in the court and confirmed that Raza’s certificates were genuine and there was no solid evidence to prove that the applicant’s contention was correct.

He said a procedure was laid down in the law for the disqualification of elected representatives of the people, which also demanded concrete and substantial proofs. He pleaded the court to dismiss the case.

After hearing his arguments LHC Judge Justice Khawaja Imtiaz Ahmad reserved the verdict. Applicant Ishtiaq Mirza along with his lawyer Ilyas Sheikh was also present in the court.

Official sources told Daily Times that out of the total 1,095 degrees that had been received by the HEC so far from lawmakers, 161 were either illegible, irrelevant or were certificates of education below the graduation level. On June 28, the HEC had sent the copies of 934 degrees to domestic universities for verification. The process is expected to take 15 days to complete. tahir niaz

Oh my God! is he joking??
what a irresponsible statement by CM of Balochistan... :hitwall:
SC should take action on this irresponsible statement...

PML n has become a laughing stock for her more then fair share of 'fake degress' ... Nawaz Sharif is still fast asleep in the luxuries of Raiwind occasionally yawning ... The word has it that PTI won in all the urban section of Lahore's PP 160 seat and the rigging experts were applied by PML-N in the rural areas to sway the result in her favour . Introduce voting on the NADRA ID cards and Nawaz Sharif's party will be wiped off the face of Lahore , once their fortress.

Hitting the wrong wall.

Education should not be a requirement considering the literacy rate we have but in future we should step up the system. However, the issue here is not whether you have a degree or not but why did MNA or MPA 'lied' about their degree. The requirement of a degree was there; good or bad (leave it aside), than why did elected officials lied to the voters that they had a degree--

Isn't it a symbol of morally corrupted nation where everyone is--
