1- The documents are fake. Usually, issuing an order to assassinate someone by the State, is being written in coded language that it hardly for anyone to de-code it without being associated within the Intl agency itself.

2- The Germans infiltrated the Turkish Intelligence Agency or at least developed a human source.

At any rate, The German Intelligence Agency had had a history in providing incorrect information, so I really can't buy it much - Like any other decent Intelligence Agency on the planet -

1- It won't be as good as the documents the Germans handed over the UN, and the CIA which indicates Iraq had weapons of mass destruction.
