General Ashfaq Kiyani: the man who calls the shots in Pakistan

Bronwen Maddox: Analysis

Is General Ashfaq Kiyani the most dangerous man in Pakistan? The most indecisive? Both?

The head of the Pakistan Army has done an about-turn from his quiet but shocking position that the Government’s appeasement of the Taleban in the Swat Valley was a necessary step — one that might even be the model for other confrontations inside Pakistan. His view, it has emerged in the year and a half since his appointment, is that the army was built to fight India, not Pakistanis. The Taleban, he seemed to suggest, was merely an uncomfortable phenomenon, which raised interesting, almost academic questions about how much to respect local culture. (A lot, seemed to be his answer, even if “local culture” meant the rules imposed by the Taleban).

Now, in public, Kiyani, has changed, apparently stung by Hillary Clinton’s denunciation of the lack of effort against the Taleban.

But the question is whether he, and President Zardari, will do only what their predecessors have done: fight enough to pacify the US, and then strike a quiet truce (often hard to distinguish from surrender).

When the pressure for democracy forced President Musharraf to hand command of his beloved army to Kiyani, many Western officials were delighted. Kiyani, a former intelligence chief, whose self-control comes through the door before the rest of him, was far cooler than the impetuous Musharraf. With a thin smile, careful courtesy and speaking English in a rapid low monotone, he reassured foreign diplomats with a vow to take the army out of politics.

He makes the case, with intelligence and force, that to send the army rather than police against ordinary people risks inflating its proper role. Given Pakistan’s history of military rule, and the indulgence of army power and perks under Musharraf, that is a good thing. But he took it too far.

It remains to be seen whether he will be prepared to help to enforce the unity of Pakistani law.

^^^ In other words;

The West and some Pakistanis were ecstatic when an apolitical and 'soldiers soldier' took charge of the Pakistani Army and elections heralded a new democratic phase in Pakistan's history - the rebirth of constitutional supremacy and governance by the peoples elected representatives!

Fast forward to the present, faced with incompetency and Machiavellian politics by the ruling coalition, the West and some Pakistanis are completely distraught that an apolitical and 'hands off' soldier is in charge of the Army. :rolleyes:
