Bangladesh to be Malaysia's "source country" for manpower:official

DHAKA, Sept 12, 2012 (BSS) - Malaysia is expected to declare Bangladesh as a "source country" for its manpower imports to reduce massively Bangladeshi workforce's the migration cost as a ministerial level meeting is underway in the city, officials said today.
"We have sought them to declare Bangladesh as a 'source country' for their foreign manpower and they have agreed to our proposal," Expatriate Welfare and Overseas Employment (EWOE) secretary Dr Jafar Ahmed Khan told BSS emerging from the first day of the two-day meeting at the Sram Bhaban.
Khan said a memorandum of understanding (MoU) was expected to be finalized at the end of the meeting being led by Bangladesh's EWOE Minister Engn Mosharaf Hossain and Malaysia's Human Resource Minister Datuk Dr. Subramaniam.
"The MoU, however, will be signed following the Malaysian cabinet approval but we expect it to be signed soon," he said.
Officials said Bangladesh was long been pursuing for obtaining the "source country" status in Malaysia as Bangladeshi workforce were being exported there through a third country through outsourcing.
The source country status will enable Bangladesh to export directly the manpower to Malaysian job market while the employers will now be obligated to pay the levy, the tax that is payable to Malaysian government for employment foreign workers.
The development came as Malaysia last year launched a process to legalise over 260,000 undocumented or illegal Bangladeshi workers offering them a legal status under an extended deadline under its 6P programme.
Officials familiar with the overseas employment process said Malaysia was one of the three destinations for Bangladeshi migrant workers while officially some 500,000 Bangladeshi "legal and illegal" workers were staying in the East Asian country.
The legalization process was launched after Prime Minister Sheikh Hasina's Kuala Lumpur visit in 2010 when she urged Malaysia to offer the undocumented Bangladeshis the legal status and reopen now-stalled labour market for Bangladeshis.
According to the World Bank (WB) report, over eight million Bangladeshi people are working in different foreign countries,saying that Bangladesh is in the list of top 10 remittance earning countries as it got over 12 billion US$ in 2011 where India topped the list earning $ 55 billion.
Bangladesh exports manpower to 143 countries of the world and about four 40 million people are being economically benefited directly from it. Bangladesh secured the 3rd position after China and India, which are secured first and second position respectively in manpower export ranking.
